SCOPE
1.1 Purpose – This specification sets forth the minimum requirements for fabrication of three (3) different capacity custom lifting hooks for the US Coast Guard for use on all buoy tender classes. These hooks are intended to be used primarily for lifting and handling of aids-to-navigation (ATON) and their concrete anchors (sinkers), but will be used for general lifting functions as well.
1.2 Background - Coast Guard personnel aboard buoy tenders have long been using lifting hooks to retrieve and deploy navigation buoys. Along the way, commercial off-the-shelf lifting hooks have been modified with tag line attachment points to expedite the handling process and to make things safer for the crew. Since these lifting hooks are heat treated by the vendor to obtain specific ductility and strength characteristics, the aforementioned modifications destroy the heat treatment to an unknown condition.
Accordingly, to provide custom lifting hooks that safely meet the needs and requirements of the buoy tender crews, the Naval Architecture Section at Surface Forces Logistics Center (SFLC) has developed a series of custom designs. These designs are both structurally sound and meet the required design factors as verified using linear finite element analysis (FEA). For the analysis for all three hook designs, no area of the hook exceeds 1/5 of the ultimate strength (42,000 psi) based on the minimum 210,000 psi ultimate strength of ASTM A148 Grade 210-180L. The requirements for fabricating these hooks are provided herein.

In the event of a conflict between the text of this specification and the references cited herein, the specification shall take preference.
requirements
| 3.1 | Hook Capacities |
| 3.1.1 | Three (3) different hook designs are identified by working load limit (WLL) as listed below. Any reference to short ton or ton (T) implies equivalence to 2000 lb. |
| a) | 17 tons / 34,000 lb |
| b) | 10 tons / 20,000 lb |
| c) | 5 tons / 10,000 lb |
| 3.2 | Material Requirements |
| 3.2.1 | All hooks shall be fabricated in accordance with ASTM A148 and ASTM A781. |
| 3.2.2 | All hooks shall be fabricated from either Grade 210-180L or Grade 165-150L cast steel in accordance with ASTM A148. Regardless of grade, the Contractor shall ensure that the measured failure loads of the hooks are at least 5.0 times greater than the working load limit for all three samples tested in Section 4.2.9, for each capacity, without increasing the size or weight of the provided designs described in Section 3.3.1. |
| 3.2.3 | Grade 210-180L was the basis for design by the USCG analyzed from the perspective of stress level as described in the Scope, and is believed to be quite conservative. If the Contractor can verify the failure load and that the design factor of 5 can be satisfied before hooks are fabricated through use of rapid prototyping or computational means, such as nonlinear finite element (FEA), then the hook size could be reduced for the purpose of reducing weight. This would only be allowed after being brought to the attention of the KO, but approved by Technical. Regardless, the Contractor is responsible for meeting the design factor requirement as stated in Section 3.2.2. |
| 3.2.4 | Chemical composition and heat treatment shall be selected by the Contractor to obtain the required mechanical properties, shall be brought to the attention of the KO, but approved by Technical. Maximum allowable sulfur and phosphorus content shall be dictated by Table 1 of ASTM A148. |
| 3.3 | Fabrication Requirements |
| 3.3.1. | Hook shapes and sizes shall be based on the 3D Solidworks (v2014) files developed by the Coast Guard. There is a separate file for each of the three hooks. Other 3D file formats will be provided upon request. The basic hook shapes are also shown in USCG Dwg No FL-1701-18, FL-1701-19, and FL-1701-20. |
| 3.3.2 | The hook shapes provided are based solely on geometric and structural concerns. Any hook design deviations from the Coast Guard provided design parameters shall be brought to the attention of the KO, but approved by Technical. These changes, if approved, shall be done to accommodate Contractor’s best practices for producing flaw-free castings. The Coast Guard will work with the Contractor to amicably finalize hook shape and dimensions, if required. This collaborative period shall be performed at the Contractor’s site, remotely via telephone and electronic communication, or a combination of both at the discretion of the Coast Guard. |
| 3.3.3 | Tolerances – Except where specified, all hooks shall maintain a tolerance no greater than casting tolerance CT10 in accordance with ISO 8062. Tolerances for critical dimensions, shown in Figure 1, shall be in accordance Table 1. |
| 3.3.4 | Surface Finish – All surface areas of all hooks shall have a maximum roughness of 420 micro-inch RMS. Any machined surfaces shall have a maximum roughness of 120 micro-inch RMS. |

All inspection and testing shall be performed at the Contractor’s plant or at other facilities acceptable to the Coast Guard. The Coast Guard reserves the right to verify or perform any of the inspections that are deemed necessary to assure that parts conform to the prescribed requirements. The Coast Guard intends to have an SFLC Quality Assurance Inspector or technical representative onsite for all tests and inspections. |
| 4.1.8 | Responsibility for Compliance – The inspections and tests set forth in this specification shall become part of the Contractor’s overall quality program. The absence of any inspection requirements in the specification shall not relieve the Contractor of the responsibility of assuring that all products or supplies submitted to the government for acceptance comply with all requirements of the contract. Sampling for quality conformance does not authorize submission of known defective material (either indicated or actual) nor does it commit the government to acceptance of defective material. |
4.1.9 If an individual hook, batch, or heat fail any inspection or test, the Contractor shall report the failure and the recommended fix to the KO. If approved, the corrective action on the materials or processes shall be taken. The KO reserves the right to totally reject any failed hook without considering any suggested corrective action. Some test failures result in condemnation of numerous hooks based on batch or heat as indicated in Table 3, for which there is no allowable corrective action.
