Request for Proposal Solicitation No. 70Z08519RP4503600 Dockside Repairs of CGC DOUGLAS MUNRO (WHEC 724) and CGC ALEX HALEY (WMEC 39) Amendment No. 0002

The purpose of the amendment is as follows:

a. The response to the following Request for Clarification is as follows:

QUESTION NO. 2: Combined Synopsis, FAR 52.252-2, HSAR Clause 3052.222-90;

Can HSAR 3052.222-90 Local Hire JUN 2006 be waived for this solicitation? Due to the technical nature of the work scope, it will be very difficult to find local labor to perform the requirements of the solicitation. In addition, attempting to hire local labor from the hall would prove to be more difficult getting up to speed with safety and security requirements from the contractor and USCG as well as base access.

ANSWER: The clause entitled HSAR 3052.222-90 Labor Hire (JUN 2006) incorporated by reference under FAR 52.252.2 is deleted from this requirement in its entirety.

QUESTION NO. 3: Work Item No. D-15 (CGC Douglas Munro) and Work Item No. D-21 (CGC Alex Haley), Temporary Services, Provide, paragraph 3.3.9; 3.2 Temporary service particulars. The Contractor shall provide the below listed temporary services, in accordance with SFLC Std Spec 8635. During the ship check on 2/9/19 we were informed that the base crane is only available for USCG directed operations and maintenance. All contractor related heavy lifting requiring a crane will be the responsibility of the contractor. After performing market research on Kodiak Island of available heavy lift cranes we were unable to find a crane that has a current certification.

Please provide guidance on how to proceed with the requirements of para 3.3.9.

ANSWER: USCG will remove heavy lifting requirements from Work Item No.
D-15(DM), Work Item No. D-21(AH) Temporary Services.

QUESTION No. 4: Work Item No. D-13, Steering Gear (General) Overhaul, under CGC Douglas Munro, paragraph 3.1.1; 3.1.1 Tech Rep. The Contractor shall provide the services of qualified Tech Rep, who is familiar with the installed steering gear equipment/system, to accomplish the following tasks – on site: Contractor contacted PAR Marine Tim Schorr, Operations Manager, Norfolk, VA 757-858-1998 to review specification and provide a quote. After PAR Marine reviewed the specification, they informed JAG they cannot be onsite the entire time the system is being overhauled since it will likely take the entire period of performance. PAR Marine recommends revising the specification to read “Tech Rep to support final system testing and grooming”.

Please provide guidance on how to proceed.

ANSWER: USCG requires tech rep to be on site for initial op-test and inspection to provide repair recommendations in the form of a Condition Found Report (CFR) for paragraphs 3.1.2, 3.1.5 and 3.1.7. Tech rep to also support final system testing and grooming.

QUESTION NO. 5: Work Item No. D-13, Steering Gear (General) Overhaul, under CGC Douglas Munro, paragraph 3.1.4; 3.1.4 Fluid Disposal. The Contractor shall d drain all 2110 TH hydraulic oil from the system, (approximately 350 gallons) from sumps and storage tanks, and dispose of in accordance with all Federal, state, and local regulations. Remove all access covers from sumps and wipe down with lit free rags. Remove all sludge and debris.

3.3 Hydraulic fluid renewal. The Contractor shall renew the system hydraulic fluid in accordance with TP 3278 and SFLC Std Spec 5000, Appendix C, Paragraph C2.1 (Fluids).

· Paragraph 3.1.4 states we are removing 2110 TH hydraulic oil from the system.

· Paragraph 3.3 directs the contractor to renew the system hydraulic oil in accordance with TP 3278 & SFLC Std spec 5000, Appendic C, Paragraph C2.1 (Fluids). TP 3278 recommends 2135 TH hydraulic fluid for renewal.

· Please provide guidance on the USCG recommended fluid to be used for renewal.

ANSWER: Renew hydraulic fluid with 2100 TH hydraulic oil.
