Solicitation No. 70Z08518RP4502000 CGC STRATTON (WMSL 752) Dockside Repairs FY18 FQ3 Amendment No. 0002
The purpose of this amendment is as follows:
1. To address the following clarification questions
D-15, Para 2 (Flight Deck Flood Light Transformer, Relocate) Q: This drawing is listed in the spec, but has not been provided with the drawings. Can we get a copy of this drawing?
Coast Guard Drawing 750-WMSL-802-503, Rev-, VLA Lighting Transformer Relocation
A: Drawing 750-WMSL-802-503, Rev-, VLA Lighting Transformer Relocation attached.
D-01, Table 3.2 (Temporary Services, Provide) Q: For the sewage and grey water disposal can this be pumped into the existing lines on the pier or do we need to include in our quote a truck to transport the waste offsite?
A: Initial pumping of cutter greywater tank and sewage tank will be accomplished via shore-tie, contractor will not be responsible for the initial pump down below suction point of both tanks. All cleaning associated with WI 8 & 11 will require contractor to pump remaining contents below suction point along with accumulated cleaning fluids left within the tank to truck for proper disposal in accordance with general requirements, and SFLC STD SPEC 0000. Temporary services section 3.6 sanitary facilities for vessel personnel, contractor will account for cost of sewage truck to transport offsite. Contractor will not have use of existing wastewater shore-tie pier riser.
O-02, Para 3.3.2 (General Welding, Provide) Q: We are re-asking this question, as the CG answer is confusing. Does paragraph 3.3.2 have the same exemption of “Interferences” as paragraph 3.3.1?
3.3.1: The contractor shall provide a bid to perform 2 sq. ft. of clad welding at a designated location. The bid shall include the costs of set up, gas free certification and additional ventilation as required, but no additional amount for interferences shall be include. The 2 sq. ft. of clad welding shall be in 4 inch square sections at locations designated by the Coast Guard Inspector.
All locations shall be close enough that additional welding set up or additional ventilation shall not be required.
CG Answer:
Interference exemption in 3.3.1 will be carried over to 3.3.2, providing no additional cost to the Government, and to be handled in accordance with Surface Forces Logistics Center Standard Specification 0000 (SFLC Std Spec 0000)
The point of the question is paragraph 3.3.1 is correct to “but no additional amount for interferences shall be include.” As the interferences are not known, due to the locations of the Hot Work is not known.
Amendment No. 0002 However 3.3.2 does not use this logic even though it’s the same as 3.3.1, the CG answer states “3.3.1 will carry over to 3.3.2” but then nullifies it by requiring the contractor to “Add Additional Amount for unknown interferences? Contractor recommends paragraph 3.3.2 contain the following in kind to 3.3.1 but no additional amount for interferences shall be include.
A: Government understands that there are unknown interferences associated with optional general welding work item. Section 3.3.1 lays out for the contractor to estimate cost of welding with no interferences present, and all interferences will be handled with a condition found report upon activation of this optional work item. Section 3.3.2 interferences will be handled in the same manner with a CFR. All interference handling will be IAW with SFLC STD Spec 0000.
In summary, bid for part 3.3.1 should include the cost for welding, ventilation, set-up, and gas free; the bid for 3.3.2 should include the cost for welding. Interferences will be handled via CFR.
D-07, Para 3.8.1 (Water Mist Fire Extinguishing System, Inspect and Test) Q: As allowed in general specification 8635 for Grey and Sewage Water, can the contractor discharge the Water Mist Tank Water (Soapy Water) to pier riser? Clarification: Not relevant to how the contractor gets the water out of the tanks, the question is can we discharge the Water Mist Water into the pier riser?
A: Contractor may discharge original tank contents to sewage pier riser shoretie.
All contents after cleaning are not permitted to be flushed down sewage pier riser shortie.
D-14, Table 3 (Flex Hose Assemblies, Renew) Q: Table 3 has several hoses without Length or Size, contractor recommends for bidding purposes that these omits to be subject to CFR and or CG to provide Length and Size for Table 3 omits.
The CG answer below specifically states “For Bidding Purposes” which is the point of the original question, the omitted data on Table 3. Does not provide adequate data for bidding, thus for bidding purposes these omits to be subject to CFR and or CG to provide Length and Size for Table 3 omits.
The CG further states a ship check is required to get this data? The Solicitation does not require a ship check, thus the CG answer puts all contractors that cannot ship check at a disadvantage, as well as giving contractors who do a ship check a bid advantage.
A: Ship check is not required, but highly encouraged. The list provided is for bidding purposes and approximate length and size with estimated two fittings were added below. If any discrepancies are found with Tables 3, 4, 5 a condition found report will be submitted to Contracting Officer Representative to address changes from tables.
O-12, Para 1.1 Table 1 (Tanks (Water Mist), Preserve “Partial”) Q: Paragraph 1.1 states 100 Sq Ft for each tank, Table 1 states 33% of Tank Coating Repair, Please clarify, is the contractor to bid 100 Sq Ft or 33%? NOTE Sq Footage is also referenced in paragraphs 3.3.1 and 3.3.2.1.
Amendment No. 0002 A: The intent of the specification is to conduct 100sqft of preservation within the 3-34-0-W and 5- 74-0-W tanks if needed. The 33% designation is the limit of the number of times this optional WI can be activated before it hits the threshold of full preservation. In plain language government is looking for a bid to accomplish 100sqft within both tanks if required.
D-13, Para 3.5 (Temporary Services, Provide - Cutter) Q: Paragraph 3.5 Table 4 Identifies 8 Toilets and 8 Portable Toilets, The shower trailers are not available with toilets, is it the CGs intent to have a Toilet Trailer as well as the 8 Portable Toilets?
Or increase the number of portable toilets to 16?
A: Government is requesting 8 toilets total. Due to varies configurations of shower/sink/toilet/Chair/ Locker setups government left it open to allow contractor to either have the toilet in the same trailer or provide portable toilets. If contractor wants to provide 8 Portable toilets that is acceptable to meet the requested 8.
O-02, Para 3.3 (General Welding, Provide) Q: WI paragraph 3.3.1 instructs KTR to not include interference costs in bid while question 2 of Amendment 1 informs KTR that same applies to paragraph 3.3.2 and references SFLC Standard Spec. 0000 and providing no additional cost to the government. Please clarify method that KTR should utilize in accounting for interferences in as yet unknown locations (for example labor hours, material costs) in bid if KTR is to handle later discovered interferences providing no additional cost to the government?
D-20, Para 3.1.4 (H60R, Helicopter Securing Fittings, Install) Q: Work item instructs KTR to install 8 each Type XIV fittings in the STBD helo hanger IAW 750 WMSL 588-504 and 3.1.4 lists interferences related to the overhead. The referenced drawing’s General Notes states that 750 WMSL 588-504 installs 10 each Type XIV are installed in the STBD helo hanger and depicts other interferences that may need to be relocated in order to accomplish this work. Do any of these items on sheet 1 of reference drawing need to be relocated to accomplish the Installations and, if so, which items need to be relocated?
A: The original 10 were completed for sierra modification along with all other sheet 1 relocations during previous dockside. Specification calls for installation of 8 new deck mounted tie downs IAW general note 8 Depicted on sheet 6 of 750-WMSL-588-504, with reference to detail 15c and 15f.
Amendment No. 0002
D-22, (Berthing, Upgrade) Q: Other than cables listed in paragraph 3.1.8.1 used to connect bunk lights to junction boxes, will other bunk and locker items such as mattresses, curtains, reading light assemblies and hardware, be provided as GFM?
A: All items listed above will be provided as government furnished material.
D-19, (QAATDR/QAWTDR/BDR, Modify/Replace) Q: Will the procurement & installation of any security locks for the BDR’s in the OPS Center and COMM/MEES be the responsibility of the Coast Guard?
A: Government will handle provision of locks and installation following installation of doors.
The solicitation closing date is NOT extended due to this amendment. Receipt of proposals are still due no later than 23FEB18 @ 1400 Pacific time.
