7. Impact Statement (describe the impact on the mission or property)

The item listed above must conform to design, materials, and operational requirements. The listed item is the standard configuration currently installed and in use on the engine room on the140’ WTGB Inland Ice Breaker Tug/Bay class cutter. Any attempt to make necessary repairs to the listed item without proprietary information and technical data could cause the

MDE not to operate safely. Any failure of substituted parts would jeopardize the operational mission and safety of the crew.

8. Explain why an adequate purchase description or other information suitable to solicit by Full and Open Competition has not been developed or are not suitable.

FAIRBANKS MORSE (OEM) is the manufacturer of these engines that are used on the 140’

WTGB class Ice Breakers to supply Main Propulsion Power. The reproduction of manufacturing drawings, specifications, and other technical data is proprietary information.

The material, manufacturing, and technical data of these listed items are proprietary to the

OEM and not for sale as was requested by the Coast Guard. FAIRBANKS MORSE is the

OEM and can guarantee proprietary and technical information and provide the necessary lifting tool.

10. Provide a Statement of Actions, if any, the government may take to remove or overcome any barriers to competition before future acquisitions are required.

COR will continue to conduct market research to locate other possible vendors who can supply the item listed above.
