QUESTION: Corrective action of the vibration’s root cause may require work in excess of the governor replacement and outside the scope of priced CLINS. If vibrations persist after completion of the study and replacement of the governor, how will the Government fund additional work that might be required to address the root cause?

ANSWER: The USCG is currently undertaking separate efforts in support of reducing vibration levels. Implementing additional vibration reduction measures is considered outside the scope of this contract and will not be funded. In accordance with PWS Sections 2.1 through

2.4, the Contractor shall accomplish vibration readings in support of identifying a suitable replacement Governor system capable of withstanding currently observed vibration levels. Any additional recommendations to reduce vibration levels can be included in the

“Recommendations Report” per PWS Section 2.4. However, the USCG requirement, in accordance with the PWS, is the proposed replacement governor system shall be capable of withstanding current vibration levels recorded per PWS Section 2.2. It is a strong likelihood that vibration levels may remain the same and any replacement governor system shall be capable of withstanding said vibrations.

QUESTION: Does the government require any warranties associated with the installed governor system? Please specify the type and duration of warranty expected, if any.

ANSWER: The vendor’s standard commercial warranty is acceptable.

QUESTION: To enable bidders to submit a technically acceptable proposal, request the government provide reports and information on previous vibration analysis work indicating the level of effort performed and repair solutions identified or implemented.

ANSWER: The previous reports have been provided to each interested source. The USCG is currently supporting two initiatives intended to reduce vibration levels. The Contractor shall be advised that these vibration readings are provided for information only and shall not be used to meet the requirements of the PWS. Past efforts have also included installation of ballast (no vibration data available). The installation of anti-aeration underwater appendages to reduce cavitation in the vicinity of the propellers. This has been prototyped on the CGC

MUSKINGUM and vibration levels recorded both pre and post install as identified in the report. Installation of 5-blade, 46”x40” propellers (current WLR & WLIC configuration is 4-blade, 48”x40”) was installed on the CGC KICKAPOO and vibration levels recorded both pre and post install as identified in the report.

QUESTION: The price evaluation criteria indicate that both base year and total of all years will be evaluated. Please describe how the government will score and rank bidders based on pricing of base year and total of all years. Are pricing total equally weighted?

ANSWER: Pricing is not scored. Pricing will be analyzed to determine reasonableness.

QUESTION: The scope of work paragraph 2.4.2 indicates the contractor shall submit a report to include cost estimates to perform installation of the governor. The recommendations of proposed replacement system may require a solution beyond replacement of the governor or may require a governor solution different than that envisioned before the vibration testing is performed. If so, will the government modify the scope or price of the governor replacement

CLINS? Further, please clarify if the report should be limited to specific systems and the level of detail expected.

ANSWER: The intent of the PWS, Sections 2.1 through 2.3, is to require prospective bidders conduct vibration testing and detailed ship checks prior to completion of Section 2.4.2 recommendations report. Any additional solutions required to support a replacement governor system shall be considered part of the replacement system and cost shall be included in the deliverables of PWS 2.4. The USCG is unclear about the comment pertaining to “a solution different than that envisioned before vibration testing is performed”. Per the PWS, the

Contractor shall accomplish vibration testing prior to the Recommendations Report of PWS 2.4 and after installation of prototype to evaluate (if installation is authorized). Results of the prototype testing will be reviewed and any recommended modifications to the installed prototype shall be included in the report of 2.6.4 for USCG consideration. The report shall include technical data on any systems being proposed as replacement components per PWS

2.4.2. The level of detail required shall be sufficient to allow for proper evaluation of the proposed system. This would include all commercial technical literature (including vibration tolerances) and all required interface drawings to properly convey magnitude of proposed replacement system and associated components.

QUESTION: The RFP indicates that wage determinations will be requested. This work may require employees who are in non-exempt labor categories; however, the travel CLINS do not support reimbursement of labor costs to/from destinations. Please clarify how bidders may comply with Service Contract Act requirements given the travel CLIN limitations.

ANSWER: A Wage Rate determination does not involve travel. CLIN 0008, and corresponding option year CLINs, are revised to delete the restriction to paying labor costs to and from travel destinations, however, the Government shall not reimburse the Contractor for more than one (1) standard work day, eight (8) hours.

QUESTION: In light of potential scope uncertainty, request the government change the proposal evaluation criteria from lowest price to best value in accordance with FAR 15.101.

ANSWER: The proposal evaluation criteria will NOT change. Award will be based on the lowest priced technically acceptable basis.

QUESTION: Request an extension to the proposal deadline in order to incorporate responses to the questions above.

ANSWER: The due date for receipt of quotations IS extended until 2:00 PM EST on

September 10, 2018.
