About this file
This is Amendment 0002 to a U.S. Coast Guard solicitation for dining facility (DFAC) mess attendant services at USCG Base Los Angeles/Long Beach. The amendment provides vendor questions and answers to clarify operational requirements for the Charles Walter David Jr. DFAC.
The DFAC serves an average annual volume of 79,520 patrons, with standard breakfast averaging 80-90 daily patrons and standard lunch averaging 150-180 daily patrons. Additional volume includes reservist weekends occurring monthly (approximately 60 patrons each meal) and official/special functions occurring sporadically (30-400+ patrons per event). Monthly meal counts remain relatively consistent throughout the year with seasonal declines in June-August due to military Permanent Change of Station transfers and in December during the Holiday Standdown period. The government furnishes extensive equipment and supplies including commercial cooking, prep, and sanitation equipment; utensils; and janitorial consumables. The DFAC operates as a cashless facility accepting credit cards and mobile payments. The facility currently employs seven contractor personnel, though offerors are responsible for proposing independent staffing models. Shared office space is provided for the contractor's on-site supervisor. The incumbent contractor is The Severson Group LLC. The amendment specifies that offerors must acknowledge receipt of the amendment prior to the deadline specified in the original solicitation, and that no signature on the amendment is required from contractors.
