About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the U.S. Coast Guard, Regional Contracting West, dated September 9, 2026. The amendment provides responses to questions received by the September 9, 2026, 8:00 AM deadline for solicitation 70Z08426QDL940031.
The solicitation concerns the fabrication of a new 24-foot standard non-ISO shipping container with customized interior outfitting and electrical systems. The container may be fabricated as a new unit or professionally shortened from a new one-trip ISO container, provided it is exactly 24 feet long and fully conforms to all Statement of Work requirements. The container must include interior framing using specified 2-inch by 3-inch kiln-dried wood studs (steel studs acceptable only as approved substitutions), two 6-foot-long three-level heavy-duty shelving sets, a 36-inch by 80-inch right-hand outswing steel personnel door with locking lever and high-security deadbolt, a window, HVAC mini-split unit, vents, electrical outlets, and lighting. Electrical service must provide 120/240 VAC, single-phase, 60-Hz, 100-amp service with an exterior weatherproof disconnect, a dedicated 240-V circuit for the mini-split, and 120-V circuits for lighting and receptacles. The original cargo doors must remain installed and operational with no additional floor covering required. Contractors must submit offers including a signed solicitation, technical proposal with drawings, relevant past performance from the past five years, point of contact information, and company UEI number to terry.e.craft@uscg.mil. Award will be based on Lowest Price Technically Acceptable criteria, with no specific evaluation factors listed beyond technical acceptability.

QUESTION & ANSWERS
Attachment (1)
1. Section V lists no solicitation provisions and Section IV lists no attachments, so no evaluation factors are stated. What factors will be used to evaluate quotes?
This requirement does not have any evaluation factors.
Per the SAM.gov Post
AWARD: This purchase will be based on the following criteria: Lowest Price Technically Acceptable.
2. What is the required quote format and content?
There’s no formal format.
Per the SAM.gov Post
Submit offers to: terry.e.craft@uscg.mil Offers must provide as a minimum: (1) signed solicitation (SF1449) and any modification (SF30); (2) Technical Proposal to include drawings and or pictures of item which your proposing, so that a determination can be made if item being offered meets the requirement (3) Relevant Past Performance within the last 5 years (4) Point of contact name, telephone number and address, (5) Company UEI Number.
3. Block 27a indicates FAR 52.212-3 and 52.212-5 are attached, but Section IV lists no attachments. Please confirm whether those provisions are part of the solicitation and, if so, provide them.
The Revolution FAR Overhaul (issued Oct 28,2025, updated July 1, 2026) eliminated 52.212-3 (as it’s part of SAM.gov registrations) and 52.212-5. The SF-1449 and our procurement system has not been updated yet to reflect this change.
4. 24-ft Non-ISO Container Construction:
The SOW requires a new 24-ft Standard Non-ISO container. Is it acceptable to fabricate the 24-ft unit by shortening a new 40-ft standard-height ISO container to the required 24-ft length?
If so, would either of the following construction methods be acceptable:
• Structural angle framing with corrugated steel panel at the shortened end; or
• Factory-style cut and cap retaining the original corner posts and corner castings?
The container may be fabricated as a new 24-foot unit or professionally shortened from a new one-trip ISO container, provided the completed container is 24 feet long and fully conforms to the SOW requirements.
5. Interior Framing:
Section 2.2 specifies 2" × 3" kiln-dried wooden studs. Would properly sized steel studs providing equal or greater structural performance be acceptable as an alternative, or must the specified wood framing be used?
Use the specified 2-in. × 3-in. kiln-dried wood studs. Steel studs may be considered only if submitted as an approved substitution and shown to meet or exceed all requirements.
6. Personnel Door:
The SOW specifies a 36" × 80" right-hand outswing steel door with locking lever and high-security deadbolt. Please confirm whether a panic bar and/or automatic door closer is also required.
A panic bar and automatic door closer are not required by the SOW. The contractor must still comply with applicable safety and building-code requirements.
7. Shelving:
Section 2.5 requires two 6-ft-long, three-level heavy-duty shelving sets. Please provide the required shelf depth, overall height, and minimum load capacity per shelf, if applicable.
The SOW does not specify shelf depth, height, or load capacity. Provide commercially available heavy-duty shelving that fits the container and is suitable for its intended use. Include proposed dimensions and load ratings with the submittal.
8. Fabricator/Welding Certification:
Section 4 states that utility cutouts, framing welds, and exterior seals must be performed by certified fabricators. Please clarify whether a specific certification standard (such as AWS), welding procedure, inspection requirement, or certification documentation is required.
The SOW does not identify a specific certification standard or inspection requirement.
Use qualified personnel and appropriate welding practices.
9. Are subcontractor references acceptable?
If the sub will be doing the work, yes.
10. May the offeror submit relevant past performance from its proposed container manufacturer or fabrication partner?
Yes, please see question 9.
11. For Buy American compliance, must the base steel container itself be domestically manufactured, or may a foreign-origin base container be offered if it is substantially modified and outfitted in the United States?
The base steel shipping container does not necessarily have to be domestically manufactured, but the delivered customized container must qualify as a domestic end product under the applicable Buy American clause.
A foreign-origin base container may be permissible if the U.S. work is sufficiently substantial that the final customized container is considered manufactured in the United States and the final product satisfies the domestic component cost requirement.
If the foreign container remains the dominant component by cost and the U.S. work is limited relative to the total value, the item may fail the domestic content requirement even if some work occurs in the United States.
12. Must the finished container be exactly 24 feet long, and may it be fabricated by professionally shortening a new one-trip ISO container?
The finished product shall be a new 24-foot container meeting all specifications in the Statement of Work (SOW). The container may be fabricated as a new 24-foot unit or professionally shortened from a new one-trip ISO container, provided the completed container is 24 feet long and fully conforms to the SOW requirements.
13. Is there a required layout for the personnel door, window, HVAC unit, vents, outlets, lighting, and shelving, or may the contractor propose the layout in its technical drawing?
The contractor may propose the layout for the personnel door, window, HVAC unit, vents, outlets, lighting, and shelving in a technical drawing. The technical drawing shall be submitted for approval before fabrication of the final product.
14. What incoming electrical service is required, including voltage, phase, amperage, and the type and location of the exterior power connection?
Provide 120/240 VAC, single-phase, 60-Hz, 100-amp service with an exterior weatherproof disconnect adjacent to the load center. Use a dedicated 240-V circuit for the mini-split and 120-V circuits for lighting and receptacles.
15. Must the original cargo doors remain installed and operational, and is any additional floor covering required?
The original cargo doors shall remain installed and operational. No additional floor covering is required.
16. Does the term "certified fabricators" require a particular welding or fabrication certification?
There are no specific welding or fabrication certification requirements. The contractor shall use its standard fabricator qualifications and inspection process.
