(1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.

(2) Any offer, modification, or revision received after the time specified for receipt of offers is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.

(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(4) Offerors may withdraw their offers by written notice to the Government received at any time before award.

The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

(e) Debriefings. If a post award debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable:

(1) The agency's evaluation of the significant weak or deficient factors in the debriefed Offeror's offer.

EVALUATION OF OFFER

FAR Clause 52.212-2 Evaluation—Commercial Products and Commercial Services (Aug 2025) (DEVIATION 25-21)

(a) Evaluation factors. The Government will award an Order resulting from this RFQ to the responsible offeror whose quote conforming to the RFQ will be the Lowest Price Technically Acceptable Offer. Technically acceptable is defined as the offeror's ability to meet or exceed (and understand) all the requirements/salient characteristics identified in the Statement of Work/Specification and the offeror's demonstrated ability to perform the Order successfully through Past Performance. Only the lowest priced offer will be evaluated for technical acceptability. If the lowest priced offer is found not to be technically acceptable, then the next lowest priced offer will be evaluated. This process will continue until a technically acceptable offer is identified; not all offers will be evaluated.

Evaluation Criteria - Proposals will be evaluated based on:

• Compliance with vessel and facility requirements.

• Experience and qualifications of contractor personnel.

• Security measures to protect sensitive training operations.

• Cost-effectiveness and overall value to the government.

The U.S. Coast Guard reserves the right to conduct site inspections and request additional documentation to verify compliance with the contract requirements.

The following factors shall be used to evaluate quotes: (1) Technical and (2) Price:

(i) Technical Capability and Understanding (Acceptable/Unacceptable)

All non-price factors will be evaluated using the Acceptable/Unacceptable methodology. Acceptable: Meets or exceeds all of the requirements set forth in this Solicitation. Unacceptable: Fails to meet any material requirements set forth in this Solicitation.

The Government will evaluate the offeror's ability to meet all material requirements in the SOW as identified in the Technical Section of their offer. Technical capability and understanding will be rated to the extent the Offeror can clearly and fully demonstrate that it has a thorough understanding of the requirements and can successfully meet the requirements. The Technical Section must be rated Acceptable in all subsections to receive an overall Acceptable rating.

(ii) Price - The quoted price will be determined by the total price provided in the pricing schedule.

Interested contractors must submit a proposal demonstrating compliance with the specifications outlined in this Statement of Work.

Proposals should include:

• Detailed vessel specifications.

• Documentation of past performance supporting similar military or law enforcement training operations.

• Security measures ensuring restricted access during training events.

• Crew qualifications and training certifications.
