About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued on August 19, 2026, for Request/Purchase Requisition Number 34269PR260000041. The amendment modifies solicitation 70Z08426QDL94 0024 and is accompanied by a Questions and Answers document addressing vendor inquiries.
The amendment updates the negotiation description to clarify three key modifications: answer vendor questions, add specific dates to training activities, and extend the solicitation date. The accompanying Q&A document provides critical clarifications on scope and requirements. Performance is strictly limited to pier-side events on September 8th and 9th, 0800–1600 hours; no underway operations, night operations, or helicopter/boat insertions will occur. Training will consist of interior/deck activities including close-quarters battle with marking cartridges, CBRNE PPE training, and K9 operations while the vessel is moored. The 10-nautical-mile transit capability previously listed is no longer a mandatory technical requirement. Vendors should price CLIN 0001 "Vessel Rental" as a lump sum covering both training days. The vessel must be a passenger ferry with minimum certified capacity of 500 passengers (applicable to harbor-route certificate), though a single vessel meeting this capacity for both days is acceptable and preferred. A secured pier is required with public access restricted to the vessel and immediate pier area during training hours; exclusive facility use is not required. The contractor must provide restoration of the vessel to preferred operating condition at conclusion of training, while the Government will remove training gear and provide range/safety plans. Insurance requirements are deferred to the Contracting Officer per FAR 52.228-5, and demonstrated experience and qualifications of the vessel owner/crew will be accepted toward personnel-experience and past-performance evaluation factors. The unit will provide its own role players; no paying passengers are required onboard.
