About this file
This document is Amendment P00001 to solicitation 70Z08426QDL940013, issued by LOG-94 Regional Contracting West, Coast Guard Island (Alameda, CA) on June 25, 2026. The amendment posts responses to 29 contractor questions and uploads hazardous materials information related to a transportation requirement.
The underlying contract requires round-trip transportation of one Ford F-450 truck with a loaded 40-foot flatbed trailer (34,500 lbs total, carrying a hyperbaric recompression chamber) from Seattle, Washington to Juneau, Alaska and return. The contractor is responsible for arranging and paying for marine freight (barge or ferry) from Seattle to Juneau, including loading/offloading operations. USCG personnel will deliver the truck and trailer to the Seattle shipping terminal and pick it up from the Juneau terminal; the contractor manages all drayage and marine transit logistics. The shipment must arrive in Juneau ready for pickup no later than August 13, 2026, and be dropped off in Juneau for return to Seattle no sooner than August 22 and no later than August 24, 2026. The truck and trailer may be disconnected during transit but must return together on the return leg. The load includes hazardous materials: compressed oxygen and air (UN1072, UN1002, UN1956, UN3091) with quantities specified in an attachment. The rig is roadworthy with functional brakes, lights, and current registration. Pricing is a single round-trip price quoted upfront; if invoiced separately, both legs' costs must be quoted in advance. The government bears costs for rebooking, storage, or demurrage if government actions cause missed sailings. No specific loading/unloading locations are designated; the contractor coordinates with barge operators and determines site requirements. Government will provide points of contact at both terminals for coordination purposes.

QUESTIONS & ANSWERS
1. The Statement of Work specifies transport of one Ford F-450 truck with flatbed trailer (34,500 lbs loaded; 40'0" x 8'6" x 12'0" dimensions) from Seattle, WA to Juneau, AK. Since there is no continuous highway route between Seattle and Juneau, I need clarification on the intended transport method:
USCG personnel will drive truck and loaded trailer to shipment site in Seattle. Contractor is responsible for shipment from Seattle to Juneau. USCG personnel will drive Truck and trailer to shipping location in Juneau for transport back to Seattle.
2. Will the F-450 truck and flatbed trailer be loaded onto a barge or ferry in Seattle and transported together via water to Juneau, or is a different transport method intended?
The truck and trailer shipment needs to abide by the specified dates – That is what this contract is for. Barge/ferry are the only options that I am aware of.
3. If barge/ferry transit is required, is the contractor responsible for arranging and paying for the marine freight leg (Seattle to Juneau), or does the Government provide barge passage?
Yes, the contractor is responsible for payment. The government does not provide barge passage.
4. What are the specific pickup location in Seattle (dock, address) and delivery location in Juneau where the truck and trailer will be loaded/unloaded?
Wherever you tell us we need to drop it off and pick it up. That is the intention of soliciting this contract.
5. Are there any intermediate handling, transfer, or staging requirements during the transport?
The truck and trailer can be separated during transit, but the cargo must remain attached to the trailer at all times.
6. Will Coast Guard personnel operate the F-450 and trailer for all four movements: delivery to the Seattle terminal, drive-on at vessel load, drive-off at vessel discharge in Juneau, and retrieval from the Juneau terminal (and the same in reverse for the return leg)? Or is the contractor responsible for providing a qualified driver at any of these points?
The contractor is responsible for onload/offload of truck and trailer. USCG will drop off at shipping terminal in Seattle and pick up in Juneau and the opposite on the way back.
7. If the contractor is responsible for any drayage, please confirm the pickup and drop-off addresses in both Seattle and Juneau so the terminal-to-destination distance can be priced.
The truck and trailer can be dropped off and picked up by USCG personnel at the site of loading/unloading onto the barge.
8. Is the rig roadworthy for self-propelled drive-on/drive-off (RoRo), with functional brakes, lights, and current registration on both ends? Or is it a non-roadworthy load requiring crane lift-on/lift-off?
The rig is roadworthy and registered.
9. Does the TRCS or associated equipment include any compressed gas cylinders (oxygen, mixed gas) or other hazmat that will ship with the system? If so, please specify quantities and classifications.
Yes, Compressed Oxygen and Air will ship with the system.
UN1072, UN1002, UN1956, UN3091 – Quantities specified in attachment.
10. Is the TRCS to remain mounted on the trailer for the entire transit, or is any equipment to be removed or separately secured?
All items delivered on the trailer are to remain on the trailer throughout shipment process.
The trailer may be detached from the truck.
11. Are the four listed dates firm "no later than" deadlines or exact-day requirements?
Marine sailings to Juneau are scheduled, not on demand.
Shipment must arrive in Juneau and be ready for pick up no later than 13 August 2026 and be dropped off in Juneau for return to Seattle no sooner than 22 August and no later than 24 August.
12. If the government slips a pickup or drop-off date and a scheduled sailing is missed, who bears the cost of rebooking, storage, or demurrage at the terminal?
The government will pay
13. Is this awarded as a single round-trip price, or are the outbound and return legs priced and invoiced separately?
Round Trip – If invoiced separately, the cost of both legs must be quoted up front.
14. Will the government provide a point of contact at both the Seattle and Juneau terminals for coordination?
Yes
15. Is there any hazmat or dangerous goods include in this shipment if so what are commodities and how much.
See question #9
16. Can the shipment be offloaded and picked up in the Port of Anchorage
No
17. Can you provide the technical drawings associated with this shipment in order for us to determine lifting and tie down locations.
No. It is a standard Ford F-450 and 40’ Flatbed Trailer with the Hyperbaric chamber strapped to it
18. Will the Ford F-450 and loaded trailer be transported together as one shipment, or may they be transported separately?
They may be disconnected but need to be on the same shipment
19. Are both the truck and trailer required to return together on the return trip?
Yes
20. What is the expected lead time for obtaining access to the pickup and delivery locations?
Coast Guard members will be dropping the truck and trailer off at the locations on the dates listed. It is the contractors responsibility to transport them from Seattle to Juneau and back (preferably via commercial barge)
21. Will contractor personnel require escorts at either the Seattle or Juneau locations? If so, will the Government provide those escorts?
The locations in Seattle and Juneau are not military bases. No escort should be required
22. Will Government personnel be available to coordinate loading and unloading at both locations?
Government personnel will not load/unload. They will drop off and pick up only.
23. Will the equipment be ready for pickup on the stated dates, or are there designated pickup time windows?
It is up to the contractor to figure out how, but the shipment must arrive in Juneau and be ready for pick up no later than 13 August 2026 and be dropped off in Juneau for return to Seattle no sooner than 22 August and no later than 24 August.
24. Are there any preferred ports, terminals, or ferry operators that the Government expects the contractor to use?
The Government does not have a preference
25. Is the stated gross weight of 34,500 lbs inclusive of the Ford F-450, trailer, recompression chamber, and all associated equipment?
Yes
26. Will the equipment already be loaded and secured on the trailer upon pickup, or is the contractor responsible for loading and securement?
The trailer will be loaded and secured and attached to the truck. It is being driven to Seattle by government personnel for commercial shipment to Juneau.
27. Are the pickup and delivery dates firm, or is there any allowable flexibility provided that the required delivery dates are met?
See Question #11
28. If ferry cancellations, weather, or other transportation disruptions occur outside of the contractor's control, how will schedule impacts be handled?
Barge’s are based off of weight rather than shipment dates. The schedule must be followed as closely as possible.
29. Are there any site-specific restrictions (hours of operation, vehicle size limitations, PPE requirements, etc.) that the contractor should be aware of?
That is up to the contractor to figure out and would be based off the company handling the shipment’s requirements
