About this file
This is a Questions and Answers document for a PSU 313 Berthing contract solicitation. The document addresses four key inquiries regarding contract structure, damage responsibility, housing program participation, and geographic requirements.
The contract is issued annually as a new solicitation rather than a renewal with an incumbent contractor. While TLG Hospitality has performed these services in recent years, the government is open to working with any contractor meeting the Statement of Work requirements. Regarding room damage, individual Coast Guard members are prohibited from providing holding authorizations prior to check-in; the Coast Guard will conduct internal investigations to determine individual member liability for damages. The place of performance is explicitly restricted from participating in low-income housing programs for rooms outside the contracted room block during the agreement term. The geographic requirement of "within 10 miles" of PSU 313 is a hard maximum and cannot be extended to 15.1 miles due to past operational complications including construction delays, crime, traffic issues, and transportation constraints. Hotels that have performed successfully under previous contracts include Hotel Indigo Everett Waterfront, Courtyard Marriott Downtown Everett, and Delta Hotel Everett.

PSU 313 Berthing Questions and Answers
• We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
o Each year, there is a brand-new contract developed. The current contractor, TLG Hospitality, has worked with us the past few years and we have utilized a number of different hotels for monthly berthing, but there is not necessarily an incumbent and we are willing to work with whoever can meet all listed requirements of the Statement of Work.
• Will the USCG be responsible for damage to rooms or can the hotel take a authorization per person staying there.
o Individual members are never to provide holding authorizations prior to check-in for IDT berthing. The Coast Guard will conduct investigations pertaining to damages to determine punitive and financial responsibility of individual member(s).
• Can the place of performance participate in low income housing programs as shown on the solicitation for rooms outside of the room block during the term of the agreement? We work with multiple non profit agencies and tribal Gov agencies to place families for a multitude of reasons. We work closely with multiple nonprofit and Tribal government agencies to place families, so this clarification will help ensure full compliance.
o Place of performance shall not participate in low-income housing programs.
• Based on research and inventory availability, are you able to consider the radius to
PSU 313 to 15.1 miles?
o The place of performance distance of “within 10 miles” is a hard maximum via current and prior commands due to a multitude of past complications including construction delays, crime, traffic issues, lack of transportation, etc. The hotels that have worked best in recent years are Hotel Indigo Everett Waterfront, Courtyard Marriott Downtown Everett, and Delta Hotel Everett.
