About this file
This is a Purchase Request document seeking approval for 3M Peltor Comtac VI NIB headsets with single lead boom microphones for the US Coast Guard Port Security Unit (PSU) 312.
The document outlines the critical need for these specific headsets to provide hearing protection while maintaining communication capabilities during live-fire training and operations. The current PSU communication systems prevent effective radio communication when hearing protection is worn, creating safety risks and tactical limitations. 3M is identified as the sole manufacturer capable of providing headsets with the required capabilities and integration with existing Harris green gear radios. The request is submitted by Ens Josh Rau, CG PSU 312 Shoreside Division Officer, and includes related solicitation details requiring delivery by February 28, 2025, with quotes due by February 20, 2025 at 10:00 AM Pacific Time.

Subject: Request for Purchase of 3M Peltor Comtac VI NIB Headsets
Purpose:
The SSD requests approval for the acquisition and deployment of 3M Peltor Comtac VI NIB headsets with single lead boom microphones. These headsets will provide members protection from hazardous noise levels found in training/operational environments while improving communication efficiency. The systems requested are necessary for members safety by providing requisite hearing protection while simultaneously providing fire team members the ability to communicate and pass vital information with one another, something current PSU communications systems lack. Currently, Fire Teams have no communication with one another while their hearing protection is being properly worn, preventing the use of the PRC-152A from being utilized during all live-fire engagement/s. With hearing protection being used, all radio-communications are drowned out, leading to the increased potential for an unsafe movement or the inability for Fire Teams to properly maneuver against enemies. Current comms systems in place do not offer minimal hands-free operation while operating mission sets and environments and SHOULD NOT be utilized during upcoming deployments.
The only manufacturer of headsets with the full capabilities desired and integration into existing helmet system is 3M. These are confirmed to work with Harris green gear radios.
