STANDARD FORM 30 (REV. 11/2016) BACK
(1) Accounting classification Net increase $
1.) Will the 35 Yard and 42 Yard Compactors be broken down into smaller dumpsters, or will they require servicing (emptying) directly from the compactor itself? They will require emptying and returning each time, so yes servicing would be required.
2.) Will the Roll Off Dumpsters (30 Yard and 15 or 30 Yards) stay on site year-round, or Will they only be provided and serviced as needed?
Within the scope of the contract, the following roll-offs will be required year-round; any trash, cardboard, or non-international rubbish/debris. The international dumpsters will be on an as needed basis. They would have to empty the year-round dumpsters and then return it after emptying.
3.) What licenses and permits are considered "applicable" at minimum for this particular solicitation: 70Z08424QDL940009?
3052.223-70 REMOVAL OR DISPOSAL OF HAZARDOUS SUBSTANCES -
APPLICABLE LICENSES AND PERMITS (JUN 2006)
The Contractor shall have all licenses and permits required by Federal, state, and local laws to perform hazardous substance(s) removal or disposal services. If the Contractor does not currently possess these documents, it shall obtain all requisite licenses and permits within __30_ days after date of award. The Contractor shall provide evidence of said documents to the Contracting Officer or designated Government representative prior to commencement of work under the contract.
4.) Are bidders required to have APHIS certification to haul international/regulated waste as prequalification to bid? Yes this will be required.
5.) On the Price Schedule, “30 Yard Open Top” roll-offs are listed for hauling international/regulated waste. APHIS does not allow international/regulated waste to be hauled in open roll-offs; enclosed containers are required. Will you be amending the description to reflect this requirement? CORRECTED.
6.) The Performance Work Statement references trash dumpsters at Gloucester, Hull (Point
Allerton), Newburyport (Merrimack River) and Weymouth, but the Price Schedule says compactors. Would you please clarify on the Price Schedule that they are actually dumpsters. CORRECTED.
7.) On the Price Schedule, Hull (Point Allerton) says “weekly collection” but the Qty is 24.
Would you please clarify. CORRECTED.
8.) On the Price Schedule, Newburyport (Merrimack River) says “weekly collection” but the
Qty is 24. Would you please clarify. CORRECTED.
10) On the Price Schedule, there is a line item for rental of a compactor for cardboard, but there is no line item for collection (i.e. hauling and disposal). Will you be adding an additional line to the Price Schedule for collection or is the single line item intended to be all-inclusive?
The single line item is intended to be all inclusive.
11) What type of cover is required for the 30 CY roll-off? At minimum, we will require a solid vinyl tarp in order to be compliant with EPA Stormwater regulations and our permit. No permeable tarps will be allowed as they will still allow stormwater infiltration during rain events.
12) Is the scope of work for this solicitation the same as the current contract or are there any additions/deletions/changes? No, the SOW is not the same as there are additional trash pick-ups
13) As the contractor must assume the disposal/tipping fees in their costs, please provide the total tonnage in 2023 for each of the following containers: For the months of 12/1/2022 to 11/30/2023 A. total tonnage for the 35cyd Trash Compactor at Base Boston: 206.70 B. total tonnage for the 42cyd Cardboard Compactor at Base Boston 21.93 C. total tonnage for the 30cyd Debris Open Top at Base Boston 145.31 D. total tonnage for the 15/30cyd Open Top for International Waste 0.00
14) B. Section 5.1 - Base Boston, states that collections for all containers (besides the 35cyd compactor for trash) shall be ordered on-demand by the COR. Is the 30cyd open top permanently onsite, therefore only requiring an initial delivery upon contract start. Then called in for service by the COR as needed? That is correct.
C. If the answer to B is yes the open top is permanently onsite, there is not a separate CLIN for a monthly rental of the open top, therefore, the Contractor will have to build this cost into the CLIN line item. As the CLIN line item indicates currently, the government anticipates a monthly service of this open top, however, if the COR calls in for less than 12 services per year the Contractor will lose money as they will recoup cost for rental, if the COR calls in for more services per year the government will lose money as the Contractor will have assumed cost for rental into the CLIN line item. Will the government add a CLIN line item to cover cost of the monthly rental for this open top? We recommend the contractor build this cost into their line item for that CLIN as necessary.
D. Can the government verify if the material going in the open top (i.e. "bulky" waste, C&D waste or other)? Bulky waste and some limited C&D waste (ceiling tiles, crown molding, small amounts of dry wall, etc.).
15) Are there any documentation requirements, such as manifests, for the International Waste as part of our reporting requirements? Yes, you must provide the required documentation for international wastes. There is a manifest-like document that must be completed and filed with them and us (the owners) sign.
16) It states the contractor is required to submit a monthly report to include the quantity of recycled material in pounds for each commodity.
A. As the scope summary table indicates, all recycling containers are for cardboard. Is this in fact the case or are there any recycling containers that will have other recyclable materials (i.e.
are the 8cyd dumpsters carboard only or are they single stream recycling containers)? Yes, only cardboard recycling.
B. As front load dumpsters are not individually weighed, are estimates of waste and recycling for these dumpsters, ok? Yes, best estimates are fine.
17) How frequently do the security passes need to be updated? Is this an annual requirement? Security passes don’t have a time limit, but we have as procedure for all to update as new drivers/employees start or leave the company. IE the driver must always have a driver’s license and if they are new to the company, added to the list of authorized drivers sent with the award.
18) This section states the QCP should be submitted with contractor quote, however 6.0 Deliverables indicates the QCP should be submitted 10 days after award. Can the government please clarify that the QCP does NOT need to be submitted with the quote? Just clarified now in PWS. No, QCP is required within 10 days of award.
19) I’m submitting an offer for Solicitation Number 70Z08424QDL940009 and wish to seek clarification on the following phrase in the PWS’s 5.1. Schedule for Collections:
There will be no additional compensation for work performed outside regular working hours, however, the government will only call for pickups outside of the prescribed hours in rare cases of operational urgency.
Does this mean any additional services requested will be considered as part of the fixed price monthly services for all the locations?
We added an unscheduled CLIN to the Pricing Sheet.
20) It has come to our attention that there is interest in this solicitation by potential bidders who do not have trucks, equipment, or waste collection personnel in MA, with the clear intent to subcontract all of the work. To comply with FAR 52.219-14, Limitations on Subcontracting (see
p. 20 of your Solicitation), where not more than 50% of the work may be subcontracted, will you require bidders to submit a detailed subcontracting plan demonstrating compliance with FAR 52.219-14 if they are not an established hauler in MA or if they are not incorporated or do not have a business certificate on file with the MA Secretary of State’s Corporations Division?
Per far 19.702(b)– the Government will not require a subcontracting plan as it is not required from small business concerns.
