AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT Page 2 of 5
14. Description of Amendment/Modification (Organized by UCF section headings, including solicitation/contract subject matter were feasible.)
1. In the SOW section 5.1.2.1 Project Manager description the PM is designated as a key personnel. Is the USCG expectation that the PM be the same person as the ALSE Inspector/Maintainer as described in section 5.2.1?
This will be a separate person offsite that will be managing the contract & be in communication with the COR.
2. If the anticipation is for the PM to be one of the senior level employees provide by the contractor for this work effort, is the PM required to be on site?
Offsite
3. Is the off-site PM the same as the PM that is expected to be a senior level employee?
Should be an offsite manager within the company for the COR to be in contact with.
4. In section 11.3 the USCG states "in order to support the USCG’s operational schedule and aircraft availability, the work hours for the Contractor employees under this contract may fall outside of the standard seven (7) hour day, Monday through Friday and may include weekends and occasionally night work. Contractor employees shall work no more than forty (40) hours per week (from Sunday to Saturday)”. Is the off site PM and alternate PM required to be available outside standard 7 hour days?
No.
5. In section 10.0 the USCG states that it will provide all necessary tools and ground equipment (GSE) to be used by contract employees. Can the USCG either provide a list of what GSE will be provided or at the very least a copy of the technical documents 32H-65D2 - Illustrated Tool and Equipment Manual; PG-85-00-310-A, Aviation Life Support Equipment Systems Process Guide; and PG-85-00-150-A, Aeronautical Support Equipment Process Guide.
For all maintenance procedure cards, all tooling, safety equipment, & GSE will be provided to complete the task. Power carts, generic aircraft tools/expendables, & compressed air carts are some items the technician should be expected to work with.
Please see attached guides.
6. The USCG states that the contractor is expected to provide senior level employee(s) which means more than 1. However, the government estimates only 1920 hours in
AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT Page 3 of 5 the period of performance. Can the USCG identify how many FTE’s both senior or other is required on this project?
The technician onsite is the only one required to be FTE. The contracting company determines how they want to manage the PM offsite.
7. Can the USCG confirm that wage determination 2015-5687 Revision 19 is the wage determination being used on this project?
Yes, this is the correct Wage Determination. The latest revision at time of award will be applicable.
8.Section 6.1.11 states the employee will be working with hazardous material. Can the government confirm the degree of hazard when working with or in close proximity to the potential material. IAW wage determination 2015-5887 Rev 19 the employee should be entitled to an 8% differential pay if the hazard exposure is high and a 4% differential pay if its low. Please advise.
Differential pay should be low.
9. As part of the job requirement of a ALSE technician, does the technician have to be a graduate of the DoD Sewing Machine Repair school.
Technician either meets the requirement of A&P License or is a graduate of CG or DOD equivalent maintenance school.
10. Does the employee on this project have to be school trained rescue technician?
Note: Only graduates of USCG Aviation Survival Technician School or DoD facilitated Aviation Life Safety Equipment School are authorized to inspect, maintain, and modify Coast Guard Aviation rescue and survival equipment.
Civilians or contractors holding a valid FAA Airframe & Power-plant license are exempt from this requirement provided they have completed equivalent training with at least 2 years experience.
11. Does the employee on this project have to be an expert on gaseous oxygen systems?
Needs to have basic understanding, will receive training too CG standard w/ earning of designation memo.
12. The performance requirements for this project are not realistic. One error leads to a negative CPARS. Thus 1 error or 20 errors has the same outcome. This presents no incentive for the contractor to maintain adequate levels of quality. Furthermore, the USCG and the DoD do not use 100% as an acceptable level of quality when it comes to maintenance as there is no such thing as a perfect employee. Would the government
AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT Page 4 of 5 change the performance standards to what the USCG uses for performance standards which is above 93% for quality?
Yes we can lower to 93%. We will still use the 100% inspection method. All task & work completed by technician will be inspected by a member of the quality assurance team.
13. Can the USCG define what periodic inspections mean? If periodic means 1 inspection per month and the contractor fails the 1 inspection, there is no incentive to correct the action since the outcome is is a negative CPARS regardless if its corrected or not. Please define periodic inspection.
Periodic inspection is one that may occur a couple times a year or less. Could be an hours based requirement based on aircraft type. Technician will always be following Maintenance Procedure Cards which will be followed 100% of the time.
14. In order for our proposal to be found technically acceptable must the proposed maintenance technician have expert knowledge in ALMIS?
It is preferred but could be trained. Needs to have a basic understanding of computers.
15. If the installation is closed or not open due to a down day or event outside the control of the contractor, can the USCG confirm our services and by extension our invoice acceptance for services is not predicated on installation availability if the delay in service is a government caused delay?
Read below: stated in PWS 11.5. If beyond 20 hours a year, invoices will be accepted.
Unit shutdowns may be planned or unplanned. During a unit shutdown, Air Station Kodiak closed for business and contractors are not allowed onsite. Planned unit shutdown days will be determined in advance by Air Station Kodiak Command. Unplanned unit shutdown time (i.e. inclement weather, etc.), not normally exceeding twenty (20) hours per employee per year, will occur on an as needed basis. The Contractor will be notified as soon as possible of any unit shutdown times; however during times of inclement weather, Contractors shall contact supervisor. The Government may opt to modify the work schedule to make up for time lost due to Federal Holidays described in Section 11.4 or unit shutdowns described in Section 11.5. The COR will notify the Contractor as soon as possible of any schedule changes for Federal Holidays or Unit Shutdowns.
16. In section 5.1.1 the USCG states "A current airframe and power plant (A&P) license with proof of experience in the last twelve months is preferred but not required” yet in section 5.2.1 a valid FAA A&P license holder is exempt from the requirement to be a graduate of USCG Aviation Survival Technician School or DoD Aviation Life Safety Equipment School provided they have completed equivalent training with at least 3 years experience. A&P FAA certificate holders are not authorized to perform inspection and repairs on survival equipment such as parachutes, rafts, harnesses, survival clothing, etc.
Can the government explain the rational exempting and overriding the authority of the
AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT Page 5 of 5
FAA. A&P license holder by permitting them to provide services outside the scope of their license/ certificate.
When you are graduate form one of these schools you aren’t given a A&P FAA license, you are trained in the Coast Guard’s maintenance processes. We would prefer someone who has experience in ALSE technical work which could be gained from another equivalent DOD source. That being said, the A&P FAA certificate is what we will be accepting if the other requirement is not met.
