Waste Water Treatment Plant Operation Services at Sector Field Office Eastern Shore

70Z08420QAA554400

Questions and Answers

1. Can you please provide me the current contract number that this work is being performed under.

HSCG84-16-C-AA5499

2. For further clarification, under Page 18 of 19. Section 6.4.5 it says “Provide annual Level IV training for Operator Certification to unit designated Waste Water Treatment Plant personnel for system familiarization and operational understanding.” Is this annual training to the contractors operator employees, or is this intended to be training to designated USCG employees? Furthermore it talks about this in Section D.7 that a training schedule is provided 30 days prior to scheduled training. For maintaining a license, our operators are required to take 20 hours of training every 2 year period for

Class 1 and 2 licenses, and 16 hours for Class 3 and 4. Our operators are on various training schedules in order to ensure everyone meets these standards. Therefore Operator A may have training one day, and Operator B could have training next month for 1 day. Sometimes this is scheduled months out, but sometimes a class will pop up short notice and be arranged within a few weeks. If we are notifying you every time we have a training event 30 days in advance, you may be getting notification every month. Just clarifying what the intent is and what exactly you would need from us in that situation.

This is intended to be training given to designated USCG employees.

3. Under Page 19 of 49, under section 6.4.7, there are some possible errors:

1. Enterococci is not listed. Enterococci sampling is required 1/week per the VDPES permit.

2. Ammonia is not listed. Ammonia sampling is required 1/3 months per the VDPES permit.

3. “Fecal Chloroform” is listed as a testing requirement. I believe this is a typo and should be listed “Fecal Coliform” which is in their VDPES permit.

Amendment 0001 was issued to revise Section 6.4.7.

4. There were 2 amendments released as well as 2 additional updated RFQ documents titled

“…RFQ+SFO+Eastern Shore+Amendment 0001” and “…RFQ+SFO+Eastern Shore+Amendment

0002”. Therefore I’m assuming that when we submit the RFQ back, we would submit just the latest

“…RFQ+SFO+Eastern Shore+Amendment 0002”? and not the previous versions? Is that correct? Please clarify.

Submit both SF30’s; Amendment 0001 and Amendment 0002 with your quote. Please reference

“70Z08420QAA554400 – RFQ – SFO Eastern Shore – Amendment 0002” as the latest version of the

RFQ package.

5. On the RFQ section 23 and 24 that are required to be completed. This information is also presented in the “B.2 Schedule of Prices” for the total pricing of the base year and 4 option years. Under

Sections 23 and 24 are we only indicating the first base year pricing, or are we including all of the 4 option years as well in this area?

Section 23 and 24 of the SF1449 is completed at the time of award. The Government requests that you complete B.2 Schedule of Prices.
