RFQ 70Z08419QAA152300, Sewer Maintenance Services at the Coast Guard Academy
1. Question: What licenses are required?
Answer: At a minimum, the contractor must be permitted to transport and dispose of solid and hazardous waste within the State of CT. All waste shall be transported and disposed of in accordance with all local, state and federal laws/regulations. Disposal facilities must be permitted/licensed.
2. Question: What are the range of pipe sizes of the storm water lines?
Answer: 4-12 inches
3. Question: What would constitute an Emergency and Non-Emergency Situation?
a. What is the required response time for each type of service call?
Answer: The government will determine what constitutes an emergency at the time of the incident that causes the need for services. The government will issue a Task Order for any work required under paragraph 2.7 of the Performance Work Statement. The Task Order will define the required response time. The government anticipates that any short term request for services that are not expected to exceed a cost of $2500.00 to be processed locally with payment being made in arrears using a Government Purchase Card.
4. Question: What is the schedule of payment for services rendered for this contract?
Answer: The Government will make payment in accordance with the Prompt Payment Act (31 U.S.C. 3903) and prompt payment regulations at 5 CFR Part 1315.
5. Question: What bonding or insurance is required for this project?
Answer: (a) Workers’ compensation and employer’s liability. Contractors are required to comply with applicable Federal and State workers’ compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer’s liability section of the insurance policy, except when contract operations are so commingled with a contractor’s commercial operations that it would not be practical to require this coverage. Employer’s liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit workers’ compensation to be written by private carriers. (See 28.305(c) for treatment of contracts subject to the Defense Base Act.)
(b) General liability.
(1) The contracting officer shall require bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence.
(2) Property damage liability insurance shall be required only in special circumstances as determined by the agency.
6. Question: Are disposal sites for debris removed from the storm water system, sanitary sewer system, and grease traps provided to the contractor?
a. Can you provide a list of permitted disposal locations for these different types of debris if not provided to the contractor?
Answer: The contractor is responsible the proper disposal of debris. The Academy’s Public Works branch does not maintain a list of permitted disposal locations.

7. Question: What is the anticipate timeline for determining if funds will be available for this project?
Answer: Once Congress and the President have passed either a Continuing Resolution or annual Appropriations Act, the contract is normally modified to provide funding within 7-10 calendar days.
8. Question: Can facilities on base be available to the contractor for storing cleaning equipment that maybe damaged due to below freezing temperatures?
Answer: Negative, no on base storage facilities are available.
9. Question: What is the anticipate schedule for progress meetings?
Answer: An initial meeting upon contract award is normally scheduled by the COR. Subsequent progress meetings may be schedule by either the government or the contractor as the need arises.
