RFQ NO. 70Z08418QAA152400 - AMENDMENT 3
Q&A #1
REFUSE AND RECYCLING
COLLECTION AND DISPOSAL
QUESTION 1:
The Schedule of Prices, SLIN 0001AA series and SLIN 0002AB series include quantities for the same 35-yard Compactor for Garbage/Rubbish, and, when added together, indicate a potential requirement for 156 hauls per year, or about 3 hauls per week. However, the table on page 6
(Section 5.7) shows twice per week hauls of the 35-yard Compactor for Garbage/Rubbish, or a quantity of 104 hauls per year. Additionally, the table on page 7 of the PWS (Section 5.10) states only a potential of 52 hauls per year (once per week) for the 35-yard Compactor for
Garbage/Rubbish. Can you please clarify whether the 35-yard Compactor for Garbage/Rubbish will be requested for hauls approximately 52, 104, or 156 times per year?
ANSWER 1:
The 35 yard garbage/rubbish compacter shall be removed once per week, for a total of 52 hauls.
The PWS Section 5.7 table shows Thursday for the compactor to be removed. The Schedule of
Prices has been updated.
QUESTION 2:
The materials definitions in the PWS include Scrap Metal (page 2). However, the equipment requirements do not include a container for collection of scrap metal. Does the Schedule of
Prices include a line item for Scrap Metal Collection and Removal? Is scrap metal collection and removal intended to be part of this solicitation?
ANSWER 2:
Scrap metal is not included in this contract and there is no CLIN for it. PWS has been revised.
QUESTION 3:
Page 4 of the PWS, Section 5.3.1 reads: "Government Supplied Containers. One 42 yard compactor will be provided by Base Boston for the collection of recyclable cardboard. This compactor is located at the Main Collection point. In addition to emptying the container at a recycling facility and returning it to Base Boston, the Contractor shall also be responsible for the repairing, painting and cleaning of this unit.”
Will the Government reimburse the Contractor for repairs, painting and cleaning of the
Government Owned Equipment? It seems unreasonable for the Government to expect a contractor to provide an indefinite number and extent of repairs at no cost, for equipment the
Contractor does not own.
ANSWER 3:
Any damage caused to the government owned container by the contractor is the responsibility of the contractor (see FAR 52.237-2). Also, see FAR 52.245-1 -- Government Property, for more details.
QUESTION 4:
I would like some clarification on garbage/rubbish pickups at location 0001. It shows Monday and Thursday requested pick-ups for 104 total per year for location 0001 but does not show what size dumpster you would like to be used. I understand the 0002 location has a 42 yard compactor
/ 35 yard compactor / 30 yard open top and up to a 30 yard open top per request.
ANSWER 4:
A total of 52 hauls will be made for SLIN 0001AA. For all other dumpsters under CLIN 00002 the COR will call for pickup on an as-needed basis only with 24 hours-notice, and assurances from the government of regular working-hour pickups (exempting operational emergencies).
See Revised Schedule of Prices.
QUESTION 5:
A Standard Form 1449 is not included in the FedBizOps notice. Will one be issued?
ANSWER 5:
Since combined synopsis/solicitation procedures were used for this requirement in accordance with FAR 12.603 paragraph (b), the SF 1449 will not be used to issue the solicitation. It will once be used for contract award.
QUESTION 6:
The Performance Work Statement at p. 7 indicates the 35 CY Compactor for Garbage/Rubbish will be emptied 52/yr. while the Schedule of Prices, at SLIN 10001AA et. seq., indicates 104 pick-ups per year. Please clarify.
ANSWER 6:
A total of 52 hauls per year will be made for SLIN 0001AA. Schedule of Prices has been updated.
QUESTION 7:
On the Schedule of Prices, please indicate which component of the pricing should be included in
CLIN 10001 et. seq. and which component should be included in CLIN 10002 et. seq.
ANSWER 7:
Please see the revised Schedule of Prices.
QUESTION 8:
What are the historic weights for each category of refuse? Please provide weight reports for the past 2 years.
ANSWER 8:
Weight data for each type of dumpster for the years 2015 – 2017 is now provided in Attachment
5 to the RFQ.
QUESTION 9:
What type of cover is required for the roll-off to be used for International waste? Is a vinyl cover acceptable, or will it need to be made of rigid material such as plastic or metal?
ANSWER 9:
The international dumpsters we have used in the past were structurally enclosed and loaded by a door at one end. A vinyl cover will be sufficient only if the Code of Federal Regulation (CFR) allows. We do not have a preference beyond the requirements of the CFR.
QUESTION 10:
Has the Department of Homeland Security (DHS) considered setting this solicitation aside for
Service Disabled Veteran Owned Small Businesses (SDVOSB)?
ANSWER 10:
After conducting market research before solicitation, it was determined that a total small business set-aside was in the best interest of the Government.
QUESTION 11:
In the absence of a Standard Form 1449, which indicates specific set aside requirements at Block
10, am I correct that this solicitation is set aside for Total Small Business as indicated by the X on p. 6 of the RFQ? If so, please make clear in the solicitation that the NAICS 562111 Size
Standard is $38,500,000.
ANSWER 11:
One the base FBO Notice for this RFQ it specifies that this is a Total Small business Set-aside and it references the NAICS Code as 562111 and the Small Business Size Standard as $38.5B.
(See paragraph (C) of the Description).
QUESTION 12:
Will a 20 or 30 CY Roll-Off for Metal be added to the PWS?
ANSWER 12:
Scrap metal is not included in this contract at this time. Therefore a Roll-Off for Metal is not required.
QUESTION 13:
Under CLIN 10001, SLIN 10001AA what services are covered by “Monthly Collection of
Garbage/Rubbish – Monday & Thursday”? This appears to be covered by CLIN 10002, SLIN
1002AB below. Also, what does the Qty. 104 represent?
ANSWER 13:
See Question #1 above.
QUESTION 14:
What is the purpose of CLIN 10001, “Refuse and Recycling Collection and Disposal Services,” with a Qty. of zero?
ANSWER 14:
This CLIN structure is required of our policy and is used for our internal purposes. You can disregard that “0 EA, etc.”
QUESTION 15:
Why are the items listed under CLIN 10002 listed as “Optional Items – Additional Pick
Ups?” These items (with the anticipated addition of a 30 Yard Open Top for Metal) correspond to the required items/services in the PWS.
ANSWER 15:
All items under CLIN x0002 are optional items, and may/may not be ordered based on our needed and funding. This has been revised in the PWS.
QUESTION 16:
Did you intend to break-out the contractor provided equipment rental costs from the pick-up costs, or do you want an all-inclusive pick-up cost for each category?
ANSWER 16:
No, the equipment rental and pick up costs should be all-inclusive and your unit costs should reflect that and all other costs associated with performing these services.
QUESTION 17:
I have been unable to locate the archived version of the USCG Base Boston award/contract for
Refuse and Recycling. Would you please provide the Contract Award Number and Award Date, or a link?
ANSWER 17:
The incumbent contractor is Waste Management of Central MA, HSCG84-09-N-AA1291. This contract was awarded on 05 December 2008 for 10 years and was a total value of $861,335.00.
