(End of provision)

E.6 FAR 52.212-2 -- Evaluation -- Commercial Items (Oct 2014).

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1 – Price Evaluation -- The total evaluated price will be computed by adding all line item amounts for all years. Price will be evaluated for price reasonableness.

Factor 2 -- Technical Capability - Offerors must be deemed technically acceptable in all of the following sub-factors to receive a rating of pass for technical capability.

i. An approach for accomplishing work requirements identified in the PWS, with the appropriated personnel and equipment, at contract start date through expiration, to meet the Government’s desired outcomes.

ii. Staffing Plan – Identifying all the staffing assignments for each area and an annual schedule for all necessary assignments by dates and areas for each building (on all daily and periodic maintenance).

iii. Personnel Qualification – The Contractor shall provide the Contracting Officer with evidence

(i.e., certificate of training, license) that all required certification, qualification and training has been received by each employee as applicable.

iv. The offerors shall furnish information for at least the last ten years for similar services with like or similar size and complexity.

Factor 3 – Satisfactory Past Performance - The Government shall also use the Past Performance

Information Retrieval System (PPIRS), in addition to other sources, to obtain Contractor past performance information and will use the information in the performance risk assessment. Although the

Government will consider data obtained from other sources, the burden of providing thorough and complete past performance information rest with the offeror.

Evaluation Method for Award

Only the lowest priced offer will be evaluated for technical acceptability. Should the lowest priced offer not receive an acceptable technical or past performance rating, the process will continue in order of lowest priced offer only until the lowest priced, technically acceptable offer with acceptable or neutral past performance is identified.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the

Government to exercise the option(s).

Offerors should submit all technical questions regarding this solicitation to the Contracting Officer in writing via email on or before 3:00 PM EDT, Thursday 06 September 2018. No question will be accepted after that date.
