1.0 Introduction
As shown on Figure 1, Fishing Creek is an embayment located on the west side of the Chesapeake
Bay, about 10 miles southwest of the William Preston Lane, Jr. Memorial Bridge (the “Bay Bridge”) over the Chesapeake, and just north of a small point of land comprising Thomas Point Park. Fishing
Creek is situated in Anne Arundel County, in the State of Maryland.
The U.S. Coast Guard Station Annapolis is located on the west shore of Fishing Creek. The station is accessed via a short road from Thomas Point Road. Station Annapolis consists of an on-shore multi-purpose building, two small quarters buildings, a boat house, various service outbuildings, and an angled, steel sheet pile bulkhead, from which extend southeasterly a long, fixed wood finger pier and a shorter floating dock. The bulkhead provides a large equipment crane. The fixed pier serves
Response Boat – Medium (RB-M) and similar sized vessels; the floating dock serves Response Boat
– Small (RB-S) vessels.
The approach from Chesapeake Bay over Fishing Creek to Station Annapolis is via a roughly 1 ½ -mile navigational channel (Figure 2). Last maintenance-dredged in 2006, the channel is again in need of dredging to restore the desired navigational cross section.
1.1 Operational Criteria/Requirements
According to the project Specifications , the purpose of this project is to dredge the 7,450 foot long by
40 foot wide channel to a depth of minus nine feet (-9), at a minimum, and minus ten feet (-10), at a maximum, from Mean Low Water (MLW) in order for the unit’s small boats to transit and be able to execute their operational missions without the encumbrances of shoaling in the channel they currently are experiencing.
1.2 Sediment Sampling Purpose and Scope
The intent of this sampling and analysis program was to obtain necessary data to determine the chemical and physical characteristics of the sediment for dredge spoil disposal purposes. Figure 3 depicts the grab sediment sample locations.
This sampling and analysis report outlines the criteria, procedures, analytical parameters, and rational used to evaluate the levels of constituents of potential concern (CPOCs) within the sediment scheduled for dredging. A summary of the site sample collection methods and analytical results are presented in this report. The Scope of Work for the sampling and analysis consists of the following:
Collection of grab sediment samples for compositing from locations along the channel where dredging will be necessary;
Submittal of the composite sediment samples to a laboratory for chemical and physical analysis; and
Specifications for Dredge Fishing Creek Channel at U.S. Coast Guard Station Annapolis, Annapolis, Maryland
(July 2012)
AECOM 1-4
Development of this report that documents the field activities and results of the chemical and physical analysis of the proposed dredge material.
AECOM 2-1
2.0 Sampling and Analysis Field Activities
AECOM performed a review of the June 2012 Conditional Hydrographic Survey prepared by Gahagan and Bryant Associates (GBA) prior to selection of sample locations. Sample locations were based on the following criteria:
Sediment depth located shallower than minus nine (-9) and no greater than minus ten (-10) feet MLW; and
Sediment samples located in the center of the navigation channel.
In addition, a Task Hazard Analysis (THA) was prepared and reviewed by all field personnel prior to sediment sample collection. Aqua Survey, Inc (Aqua Survey) provided sampling services while Mr.
Sean Crouch of AECOM performed sediment sampling activities.
2.1 Sediment Sampling and Analysis
Aqua Survey mobilized their 24-foot pontoon R/V Schuylkill equipped with ponar sampling equipment on July 10, 2012. Aqua Survey was accompanied by AECOM for sample processing and logging.
2.1.1 Sediment Sampling Methodology
Upon review of the June 2012 Conditional Hydrographic Survey, AECOM supplied the plotted sediment sampling locations to GBA to determine the Global Positioning System (GPS) coordinates.
The coordinates (Table 1) were provided to Aqua Survey to help navigate to the sampling station.
Using GPS, Aqua Survey located each sampling station (SD-1-A through SD-1-E and SD-2-A through
SD-2-E). Upon arriving at each sampling station, Aqua Survey collected water surface elevations and top of sediment elevations with respect to MLW. A summary of this data has been provided on Table
1. Grab sediment samples were collected from each sampling station using a properly decontaminated ponar sampler. Each grab sample was then transferred to a labeled dedicated five
(5)-gallon container with a lid and transported back to landside for logging and processing. Sediments were logged in accordance with the Unified Soil Classification System (USCS) and are presented on the sample logs located in Appendix A.
Using a properly decontaminated stainless steel spoon and bowl composite samples were homogenized from the following grab samples:
SD-1: composite of SD-1-A through SD-1-E; and
SD-2: composite of SD-2-A through SD-2-E.
Using a properly decontaminated stainless steel spoon, each composite sample was transferred to laboratory supplied containers, placed on ice and shipped under chain of custody protocol to
Lancaster Laboratories, Inc. of Lancaster, Pennsylvania for analysis outlined in Table 2. It should be noted that Toxicity Characteristic Leach Procedure (TCLP) was only conducted on composite sample
SD-1 as this sample had higher reported concentrations. A blind duplicate (SD-3) was collected from composite sample SD-1 and submitted for the same analysis (Table 2) with the exception of TCLP.
AECOM 2-2
The remaining sediment from each composite sample was placed in containers and submitted to
Craig Testing, Inc. of Beltsville, Maryland for physical analysis outlined in Table 2.
Alconox® detergent solution and deionized water was used to decontaminate non-dedicated field sampling equipment.
AECOM 3-1
3.0 Sampling and Analysis Results and Discussions
The July 2012 and May 2005 analytical results from (SD-1 and SD-2) were compiled and are presented in the following sections. Chemical analytical results were compared to the following:
State of Maryland Department of the Environment (MDE) Cleanup Standards for Soil and
Groundwater, Interim Final Guidance, June 2008;
Toxicity Characteristics Leaching Procedure (TCLP) standards referenced from 40 CFR
261.24; and
Background concentrations for metals referenced in MDE Cleanup Standards for Soil and
Groundwater, Interim Final Guidance, June 2008.
The May 2005 grab sediment sample locations, which were homogenized to create composite samples SD-1 and SD-2 are depicted on Figure 3. Please refer to the July 2005 Sediment Sampling and Analysis Report for additional information.
3.1 Chemical Analytical Results.
The July 2012 analytical data were evaluated with reference to the United States Environmental
Protection Agency (USEPA) Contract Laboratory Program National Functional Guidelines for
Inorganic Data Review (October 2004) and the USEPA Contract Laboratory Program National
Functional Guidelines for Superfund Organic Methods Data Review (June 2008). The National
Functional Guidelines were modified to accommodate the non-CLP methodology. Laboratory control limits and/or method criteria were used as appropriate as the basis for validation actions. A copy of the validation report has been included as Appendix B.
A summary of the validated detected analytes from the July 2012 sampling event and the corresponding analytes from the May 2005 sampling event has been presented in Table 3. The complete laboratory report is included as Appendix C.
The data indicates that semi-volatile organic compounds, specifically polycyclic aromatic hydrocarbons (PAHs), pesticide/herbicides, metals, dioxins/furans, nitrate, ammonia, total kjeldahl
(TKN) and phosphorous were detected at SD-1 and/or SD-2. The following July 2012 analytes exceeded the MDE Cleanup Standards for Protection of Groundwater:
SD-1: Delta BHC, arsenic, barium, and chromium; and
SD-2: arsenic and chromium.
The following July 2012 analytes exceeded the MDE Residential Cleanup Standards:
SD-1: benzo(a)pyrene, arsenic, barium, chromium and iron; and
SD-2: benzo(a)pyrene, arsenic, chromium and iron.
Sediment Sampling and Analysis Report, United States Coast Guard Station Annapolis, MWH Americas, Inc., (July 2005)
AECOM 3-2
The following July 2012 analytes exceeded the MDE Non-Residential Cleanup Standards:
SD-1: benzo(a)pyrene, arsenic, and iron; and
SD-2: arsenic.
It should be noted that the metals exceedences also exceeded the corresponding naturally occurring concentrations published in the June 2008 MDE Cleanup Standards for Soil and Groundwater.
Based on a review of July 2012 analytical data for SD-1, arsenic, barium, cadmium, chromium and lead were detected; however, these analytes did not exceed the TCLP standard established in 40
CFR 261.24.
The above detected analytes reported during the July 2012 sampling event are within the general range (within one order of magnitude) of the same detected analytes reported during the May 2005 sampling event.
3.2 Geotechnical Analytical Results.
A summary of sediment physical properties for SD-1 and SD-2 collected in July 2012 are presented in
Table 4 and the laboratory report is included as Appendix D. It should be noted that these samples are composites of individual grab samples and are not characteristics of the physical properties of the channel as it extends from the shore out to 7,450 feet. As indicated on the sample logs (Appendix A), the material encountered generally grades from silt to sand as the channel approaches Chesapeake
Bay from the shore.
Based on a review of the physical data for the composite samples, the material is predominately silt
(85% to 88%) with the remaining percentages being sand. Based on the ASTM Standard D 2487-00, the material can be classified as follows:
SD-1: SILT, some well graded Sand; and
SD-2: SILT, with well graded Sand.
Moisture content ranges from 70% to 75% and specific gravity for both composite samples is 2.64.
AECOM 4-1
4.0 Dredge Spoils Disposal Options
Dredge spoils (up to 32,000 cubic yards) have been previously approved based off of the May 2005 analytical data for placement at the Maryland Port Administration’s (MPA’s) Cox Creek Containment
Facility under Permit Agreement Number 305040 dated July 9, 2012. The analytical data collected during the July 2012 sampling event does not identify any significant deviations in concentrations from the May 2005 sampling event; therefore, no additional permitting requirements are anticipated.
AECOM 5-2

The analytical data were evaluated with reference to the USEPA Contract Laboratory Program
National Functional Guidelines for Inorganic Data Review (October 2004) and the USEPA Contract
Laboratory Program National Functional Guidelines for Superfund Organic Methods Data Review
(June 2008). The National Functional Guidelines were modified to accommodate the non-CLP methodology. Laboratory control limits and/or method criteria were used as appropriate as the basis for validation actions.
Based on the results of the validation, the data appear valid as reported and may be used for decision making purposes. Two nondetect SVOC data points were rejected due to extremely low matrix spike/matrix spike duplicate recoveries. Results reported below the sample quantitation limit (SQL) were qualified as estimated (J) by the laboratory; these qualifiers were retained during validation unless superseded by other validation qualifiers. Several data points were additionally qualified during validation due to nonconformances of the quality control (QC) acceptance criteria (see discussion below). Qualifications for detected values were added to the Table 3 Chemical Analytical Summary.
REVIEW ELEMENTS
Sample data were reviewed for the following parameters where applicable to the method:
Agreement of analyses conducted with chain-of-custody (COC) requests
Holding times/sample preservation
Laboratory blanks
Surrogate spike recoveries
Matrix spike (MS)/matrix spike duplicate (MSD) results
Laboratory duplicate results
Laboratory control sample (LCS)/laboratory control sample duplicate (LCSD) results
Field duplicate results
DISCUSSION
Agreement of Analyses Conducted With COC Requests
The sample reports were checked to verify that the results corresponded to analytical requests as designated on the COC. No discrepancies were noted.
Holding Times/Sample Preservation
The cooler temperature was within the acceptance criteria of 4± 2°C, and all samples were analyzed within the method specified holding times.
Laboratory Blanks
Several target compounds were detected in the laboratory method blanks associated with the samples in this data set. The presence of blank contamination indicates that false positives may exist for these compounds in the associated samples. An action level was established at five times the concentration detected in the blank. The following table summarizes the level of blank contamination detected in the blanks, the action levels, and the associated samples.

MS/MSD analyses were performed on sample SD-3 Composite for phenols. All %Rs and RPDs met the acceptance criteria.
The laboratory performed MS analyses on sample SD-3 Composite for total Kjeldahl nitrogen (TKN) and phosphorous analyses. All %Rs met the acceptance criteria.
MS or MS/MSD analyses for the remaining methods were performed on non-project samples, and were therefore not evaluated due to potential differences in sample matrices, etc.
Laboratory Duplicate Results
Laboratory duplicate analyses were performed on sample SD-1 Composite for the ammonia analysis, and on sample SD-3 Composite for TKN and phosphorous analyses. All RPDs met the laboratory acceptance criteria with the exception of the TKN RPD (35%) which exceeded the criterion of 20%.
TKN was detected in all samples; these results have been qualified as estimated.
LCS/LCSD Results
The %Rs of all target analytes were within the QC acceptance criteria in the LCS or LCS/LCSD analyses associated with all samples for all analytical methods with one exception. The LCS/LCSD %Rs
(54%/53%) for chloromethane fell below the acceptance range of 56-120% in the LCS/LCSD associated with samples SD-1 Composite and SD-2 Composite. The non-detect results for this compound were qualified as estimated (UJ) for this compound in these two samples.
Field Duplicate Results
Samples SD-1 Composite and SD-3 Composite were the field duplicate samples submitted with this data set. The following table summarizes the RPDs of the detected compounds. The RPDs of acenaphthene, aldrin, endosulfan sulfate, and nitrate were not calculable (NC) due to non-detected result in either the original or duplicate sample. Since the detected results for these compounds were
<5x the MDL, precision was deemed acceptable.
The remaining RPDs were compared to the QC acceptance criteria of ≤ 50% for a solid matrix when results are ≥ 5x the reporting limit. This criterion is double when results are < 5x the reporting limit.
Results that did not meet the criteria have been highlighted in bold type. These results have been qualified as estimated (J) in both the original and duplicate sample.
