Finish proof rolling on an exposed subgrade free of surface water. When practical, proof roll subgrade areas to receive pavement with a loaded dump truck or pneumatic-tired roller. Operate the roller in a systematic manner to ensure the number of passes over all areas. Provide one-half of the passes made with the dump truck or roller in a direction perpendicular to the other passes. Perform proof rolling in the presence of the Contracting Officer. Undercut rutting or pumping of material as directed by the Contracting Officer and replace with base material.
3.1.2 Construction
Shape subgrade to line and grade and compact to at least 98 percent of ASTM D 698. Include plowing, disking, and any moistening or aerating required to obtain specified compaction for this operation. Remove soft or otherwise unsatisfactory material and replace with base material or other approved material as directed by the Contracting Officer. Bring up low areas resulting from removal of
Section 32 11 16 - PAGE 5 unsatisfactory material to required grade and shape the entire subgrade to line and grade and compact as specified. After rolling, do not show deviations for the surface of the subgrade for pavement areas greater than 1/2 inch when tested with a 12-foot straightedge applied both parallel and at right angles to the centerline of the area. Do not vary the elevation of the finish subgrade more than 0.10 foot from the established grade of the site. Protect the finished subgrade from becoming excessively wet from rainfall and runoff.
3.2 PREPARATION OF UNDERLYING MATERIAL
Prior to constructing the base or rigid pavement base course, clean the underlying course or subgrade of all foreign substances. The surface of the underlying course or subgrade shall meet specified compaction and surface tolerances. Correct ruts, or soft yielding spots, in the underlying courses, subgrade areas having inadequate compaction, and deviations of the surface from the specified requirements, by loosening and removing soft or unsatisfactory material and by adding approved material, reshaping to line and grade, and recompacting to specified density requirements. For cohesionless underlying courses or subgrades containing sands or gravels, as defined in ASTM D 2487, the surface shall be stabilized prior to placement of the overlying course. Accomplish stabilization by mixing the overlying course material into the underlying course, and compacting by approved methods. The finished underlying course shall not be disturbed by traffic or other operations and shall be maintained in a satisfactory condition until the overlying course is placed.
3.3 GRADE CONTROL
The finished and completed course shall conform to the lines, grades, and sections shown. The lines, grades, and sections shown shall be maintained by means of line and grade stakes placed by the Contractor at the work site.
3.4 MIXING AND PLACING MATERIALS
Mix and place the materials to obtain uniformity of the material at the water content specified. Make such adjustments in mixing or placing procedures or in equipment as may be directed to obtain the true grades, to minimize segregation and degradation, to reduce or accelerate loss or increase of water, and to insure a satisfactory base course.
3.5 LAYER THICKNESS
The compacted thickness of the completed course shall be as shown on the drawings. When a compacted layer of 6 inches is specified, the material may be placed in a single layer; when a compacted thickness of more than 6 inches is required, no layer shall be thicker than 6 inches nor be thinner than 3 inches when compacted.
3.6 COMPACTION
Compact each layer of the material, as specified, with approved compaction equipment. Maintain water content during the compaction procedure to within plus or minus 3 percent of optimum water content, as determined from laboratory tests. In all places not accessible to the rollers, compact the mixture with hand-operated power tampers. Compaction of the base or rigid base course shall continue until each layer is compacted through the full depth to at least 98 percent of laboratory maximum density. Make such adjustments in compacting or finishing procedures as may be directed to obtain true grades, to minimize segregation and degradation, to reduce or increase water content, and to ensure a satisfactory base course. Any materials that are found to be unsatisfactory shall be removed and replaced with satisfactory material or reworked, as directed, to meet the requirements of this specification.
3.7 PROOF ROLLING
Section 32 11 16 - PAGE 6
Proof roll subgrade and base course material free of surface water. When practical, proof roll subgrade and base course with a loaded dump truck or pneumatic-tired roller. Operate the roller in a systematic manner to ensure the number of passes over all areas. Provide one-half of the passes made with the dump truck or roller in a direction perpendicular to the other passes. Perform proof rolling in the presence of the Contracting Officer. Undercut rutting or pumping of material as directed by the Contracting Officer and replace with clean aggregate material. Maintain water content of the top layer of the base course such that the water content is within plus or minus 3 percent of optimum water content, as determined from laboratory tests. Any material in the base courses or underlying materials indicated to be unsatisfactory by the proof rolling shall be removed, dried, and recompacted, or removed and replaced with satisfactory aggregate materials.
3.8 EDGES
Place approved material along the edges of the base course in such quantity as will compact to the thickness of the course being constructed. When the course is being constructed in two or more layers, at least a 1 foot width of the shoulder shall be rolled and compacted simultaneously with the rolling and compacting of the subgrade and base course, as directed by the Contracting Officer.
3.9 SMOOTHNESS TEST
The surface of the top layer shall show no deviations in excess of 3/8 inch when tested with a 12 foot straightedge. Take measurements in successive positions parallel to the centerline of the area to be paved. Measurements shall also be taken perpendicular to the centerline at 100 foot intervals along the roadway and 50 foot intervals elsewhere. Correct deviations exceeding this amount by removing material and replacing with new material, or by reworking existing material and compacting it to meet these specifications.
3.10 THICKNESS CONTROL
The completed thickness of the course(s) shall be in accordance with the thickness and grade shown on the drawings. The completed course shall not be more than 1/2 inch deficient in thickness nor more than 1/2 inch above or below the established grade. Where any of these tolerances are exceeded, correct such areas by scarifying, adding new material of proper gradation or removing material, and compacting, as directed. Where the measured thickness is 1/2 inch or more thicker than shown, the course will be considered as conforming with the specified thickness requirements plus 1/2 inch. The average job thickness shall be the average of the job measurements as specified above but within 1/4 inch of the thickness shown.
3.11 MAINTENANCE
Maintain the completed course in a satisfactory condition until accepted.

3.4 APPLICATION
3.4.1 General
Following preparation and subsequent inspection of the surface, apply the bituminous prime or tack coat with the Bituminous Distributor at the specified rate with uniform distribution over the surface to be treated. Properly treat all areas and spots missed by the distributor with the hand spray. Until the succeeding layer of pavement is placed, maintain the surface by protecting the surface against damage and by repairing deficient areas at no additional cost to the Government. If required, spread clean dry sand to effectively blot up any excess bituminous material. No smoking, fires, or flames other than those from the heaters that are a part of the equipment are permitted within 25 feet of heating, distributing, and transferring operations of bituminous material other than bituminous emulsions.
Prevent all traffic, except for paving equipment used in constructing the surfacing, from using the underlying material, whether primed or not, until the surfacing is completed. The bituminous coat shall conform to all requirements as described herein.
3.4.2 Prime Coat
The prime coat is required if it will be at least 7 days before the surfacing (Asphalt cement hot mix concrete) layer is constructed on the underlying (subbase course, etc.) compacted material. The type of liquid asphalt and application rate will be as specified herein. Protect the underlying from any damage (water, traffic, etc.) until the surfacing is placed. If the Contractor places the surfacing within seven days, the choice of protection measures or actions to be taken is at the Contractor's option.
Repair (recompact or replace) damage to the underlying material caused by lack of, or inadequate, protection by approved methods at no additional cost to the Government. If the Contractor opts to use
Section 32 12 10 - PAGE 4 the prime coat, apply as soon as possible after consolidation of the underlying material. Apply the bituminous material uniformly over the surface to be treated at a pressure range of 25 to 75 psi; the rate shall be as specified above in paragraph APPLICATION RATE. To obtain uniform application of the prime coat on the surface treated at the junction of previous and subsequent applications, spread building paper on the surface for a sufficient distance back from the ends of each application to start and stop the prime coat on the paper and to ensure that all sprayers will operate at full force on the surface to be treated. Immediately after application remove and destroy the building paper.
3.4.3 Tack Coat
Apply tack coat at the locations shown on the drawings. Apply the tack coat when the surface to be treated is dry. Immediately following the preparation of the surface for treatment, apply the bituminous material by means of the bituminous distributor, within the limits of temperature specified herein and at a rate as specified above in paragraph APPLICATION RATE. Apply the bituminous material so that uniform distribution is obtained over the entire surface to be treated. Treat lightly coated areas and spots missed by the distributor with the bituminous material.
