About this file
This is a Questions and Answers document for RFQ 70Z08126QELIZ0024 issued as of September 10, 2026, addressing clarifications for a mini-split HVAC system installation project.
The Q&A addresses six key inquiries regarding project specifications and requirements. Quoters are directed to rely on a site visit conducted on September 8, 2026, to verify actual dimensions and existing conditions for the three new refrigerant line sets, as photographs provided do not include dimensional data. The project will utilize pre-existing gravity condensate drains for the three indoor units, and the existing exterior wooden equipment platform may be reused provided proper vibration isolation is implemented for the new outdoor unit. North Carolina or local mechanical and electrical permits and inspections are not required for this project. For coastal corrosion protection, factory-applied coating on the new outdoor HVAC equipment is sufficient; field-applied coating is not necessary. Regarding federal compliance, the Buy American Act's domestic content test requirement for construction materials is waived for commercially available off-the-shelf (COTS) items under 41 U.S.C. 1907 and RFO FAR 25.201(b)(2), with applicability dependent on whether the mini-split system qualifies as a COTS item as defined in RFO FAR 25.003.

RFQ 70Z08126QELIZ0024
Questions and Answers as September 10, 2026
1. Are approximate lengths or additional information available regarding the route of the three new refrigerant line sets? The provided photos show the existing exterior routing, but no dimensions are provided.
A: All interested quoters were highly encouraged to verify existing conditions, including actual dimensions, by attending the site visit that was held on 08 September.
2. Are existing gravity condensate drains available for each of the three indoor units, or should offerors assume that condensate pumps may be necessary in addition to the required overflow protection?
A: Pre-existing gravity condensate drains are installed in the current system.
3. Can the existing exterior wooden equipment platform shown in the photographs remain and be reused, provided the new outdoor unit is properly mounted with vibration isolation, or is a new pad/wall-bracket installation required?
A: Pre-existing equipment platform can remain and be re-used.
4. Are North Carolina/local mechanical and electrical permits or inspections required for this project? If so, please identify the applicable permitting authority/AHJ.
A: No, not required.
5. Due to the coastal location, is factory-applied or field-applied corrosion protection/coating required for the new outdoor HVAC equipment?
A: Factory-applied coating is sufficient.
6. FAR 52.225-9, Buy American—Construction Materials, is included in the solicitation and no exceptions are listed in paragraph (b)(2). Please confirm whether the packaged mini-split HVAC equipment is subject to the domestic construction material requirement and whether any exception or nonavailability determination applies to this equipment.
A: The term “construction materials” is defined in RFO FAR 25.003. Please note that in accordance with 41 U.S.C. 1907, the domestic content test of the Buy American statute has been waived for acquisitions commercially available off-the-shelf (COTS) items (reference RFO FAR 25.201(b)(2)). If a mini-split system is COTS, then this waiver would apply.
