About this file
This is a Question and Answers document for Solicitation 70Z08126QELIZ0021, titled "Repair AST Deficiencies." The document addresses 26 questions from potential contractors regarding scope clarifications and technical specifications for repairs to three 80,000-gallon JP-5 fuel tanks at a Fuel Farm facility.
Key technical specifications identified include tank dimensions of 30 feet diameter, 18 feet height, and approximately 700 square feet of roof area. The scope encompasses replacement of deteriorated secondary containment joint sealant and tank bottom-to-foundation/ring wall joint sealant, though exact linear footage quantities are not available. Replacement emergency vents must be pressure relief type vents, not pressure/vacuum type. No existing coating system testing reports or emergency vent information are available; contractors must refer to the scope of work for detailed requirements. Tanks will not be drained for coating repairs, and no internal coating work is required. Coating repairs are limited to failed or degraded areas only, with square footage quantities unavailable. Coating contractors and inspectors must be NACE or AMPP certified, including QP-1/QS-1 certification. Non-destructive testing for pipe welding requires workmanship inspection, 5x visual inspection, and liquid penetrant inspection. Open blasting must employ proper containment systems. The government permits tank replacement as an alternative if recommended by contractors. A site superintendent may serve in dual roles as SSHO and QCM. No photos are available for certain project areas, and additional alarm system, piping, and equipment details are not provided.

• Tank diameter - 30 feet
• Tank height - 18 feet
• Roof dimensions - ~700 square feet
Any available tank drawings or manufacturer data sheets - Please see attached tank drawing.
2. Secondary Containment and Tank Joint Sealant Quantities. The scope requires replacement of deteriorated secondary containment joint sealant and tank bottom-to-foundation/ring wall joint sealant. Please provide:
• Estimated linear feet of joint sealant requiring replacement (if available) - All deteriorated joint sealant must be replaced in accordance with the scope of work.
The estimated linear feet is not available.
• Existing drawings or details identifying sealant locations - Existing drawings or details for sealant locations are not available.
3. Emergency Vent Information. For tanks requiring emergency vent replacement under Option Item 1, please provide the following information, if available:
• Existing emergency vent sizes/capacities
• Existing vent opening/bung sizes
• Existing vent connection details
• Tank nozzle/flange information
Additional emergency vent information is not available. Please refer to the scope of work for all required emergency vent work.
4. Emergency Vent Type Requirements. Please clarify whether the replacement emergency vents are required to be pressure/vacuum (P/V) type vents or emergency pressure relief-only vents.
Replacement of emergency vents are to be pressure relief type vents.
Question and Answers
5. Existing Tank Coating Testing. Has the existing coating system on the three 80,000-gallon JP-5 tanks been tested for hazardous materials, including lead, chromium, or other regulated constituents? If testing has been performed, please provide available test reports.
There are no coating system testing reports available.
6. Coating Inspection Requirements. Please clarify whether a NACE/AMPP-certified coating inspector is required for the tank overcoating work, or if contractor-performed coating inspection and dry film thickness verification will satisfy the contract requirements.
Either NACE or AMPP certified coating inspector is acceptable. Contractor performed coating inspection can meet requirements if they are NACE or AMPP certified.
7. Option Item 3 – Alarm System Information. For the tanks requiring high-level alarm/leak detection system replacement, please provide the following information:
• Tank dimensions/depths required for determining alarm probe lengths
• Existing alarm system details
• Whether alarms are local at the tank or connected to a remote panel/control system
• Existing control panel locations and available electrical/instrumentation drawings
Additional alarm system information is not available. Please refer to the scope of work for all required alarm system work.
8. Option Item 6 – Piping Replacement. For the piping replacement work at the Main Sewage Lift Station Generator (Building 29) and AB-208 (Building 91), please provide:
• Existing piping sizes
• Approximate linear feet of piping requiring replacement
• Available piping drawings or details
Additional piping details are not available.
9. Tank Location Map. Could you please provide a map of the project area identifying the locations of all tanks included in the solicitation and applicable option items?
Please find attached Base map with building numbers. Please refer to the scope of work for tanks at buildings.
10. Can the SILC-CSTO-36-71 91 11 23-02 manual be provided; it is not publicly available?
Question and Answers
Please find attached the SILC CSTO.
11. Clarify if the tanks will be drained down by the base for coating repairs. If so, would be base be interested in performing tank inspections since tanks will be out of service. If inspection reports exist, can the government share?
Tanks will not be drained down for coating repairs. Please find attached additional inspection reports.
12. Clarify there is no internal coating requirements.
No internal coating work is required in the scope of work.
13. Will base allow open blasting or is there a requirement for containment systems?
Proper containment systems will be required to perform any blasting work.
14. To ensure that all Contractors are bidding the same, please identify a square footage quantity for the coating repairs. Paragraph e. would indicate the entire tank, however Paragraph f. indicates "failed or degraded coating areas of the ASTs".
The scope of work includes coating repairs for failed or degraded coating areas of the ASTs.
No coating repair is required for areas that are not failed or degraded.
15. Per the standard UFGS 09 97 13.27 which is typically used for coating of military steel structures and fuel tanks, it is required that the coating contractor is QP-1/QS-1 certified.
Clarify if this is a requirement.
Coating contractor and coating inspector to be NACE or AMPP certified to include QP- 1/QS-1 certification.
16. Per the standard UFGS 09 97 13.27 which is typically used for coating of military steel structures and fuel tanks, it is required that QP-5 oversight is required. Clarify if this is a requirement.
Either NACE or AMPP certified coating inspector is acceptable. Contractor performed coating inspection can meet requirements if they are NACE or AMPP certified.
17. To ensure that all Contractors are bidding the same, please identify a square footage quantity for the coating repairs.
Square footage quantity is not available.
18. To ensure that all Contractors are bidding the same, please identify a square footage quantity for the coating repairs.
Question and Answers
