About this file

This is a Questions and Answers document for RFQ 70Z08126QELIZ0019, issued as of August 18, 2026, addressing clarifications on residential renovation work for USCG-owned single-family homes in North Carolina.

The work involves composite decking, railing, and screening installations at three residential properties: 203 W. Lookout, 4211 Cobbs, and 711 Canal. Structural framing may use standard No. 2 pressure-treated lumber, but composite materials are mandatory for all visible decking, handrails, fascia, guardrails, and trim for longevity. The back porch screening requirement includes the entire enclosure system (frame, door, and mesh). The contractor must hold a North Carolina General Contractor License, as these homes may be subject to future sale to non-government entities. The performance period is calculated at 150 workdays from the anticipated Notice to Proceed, approximated as 210 calendar days on the SF-1442 form. Progress payments are permitted monthly as work advances. Payment bonds must be submitted within 15 calendar days of award per FAR 52.228-13. Pile repairs or replacements discovered during demolition will be handled through contract modification. Long-lead material delays are acceptable grounds for schedule extensions if documented. For composite decking finishes, 203 W. Lookout requires weathered grey/driftwood color, while 4211 Cobbs and 711 Canal require medium-dark charcoal/brown-gray. The Government will provide siding paint for color matching at 711 Canal and 4211 Cobbs; 203 W. Lookout has vinyl siding with no color match requirements for framing. Housing units will remain occupied during construction, with tenants responsible for clearing vehicles and personal property from work areas. No HOA restrictions or driveway constraints are known. The submittal matrix requires Initial Product Data, General Contractor License, and Past Performance documentation with quotes, with no specific page limits but superfluous information discouraged. All bidding information and submission procedures are posted on SAM.gov under the RFQ number.

RFQ 70Z08126QELIZ0019

Questions and Answers as of August 18, 2026

1. I've never heard of composite framing. Please clarify whether the structural girders, joists, posts, columns, stair framing, and ledgers must be constructed from a structural composite product, or if standard No. 2 pressure-treated lumber is acceptable for the framing with composite decking, railings, and screening.

Answer: No. 2 Pressure-treated lumber for framing is acceptable. Composite lumber must be used for the decking and handrails for longevity.

2. The SF-1442 states that performance and payment bonds are required within 15 days after award, while the attached clauses require either a payment bond or an irrevocable letter of credit within 5 days. Please confirm exactly what bonding or payment protection is required and when it must be submitted.

Answer: See FAR 52.228-13 for the type of payment protection required. Any bonds must be submitted within 15 calendar days (not the five days stated in FAR 52.228-13).

3. Please confirm whether progress payments will be permitted during construction or if payment will be made only after completion and final acceptance.

Answer: Progress payments are acceptable and are typically paid monthly as work progresses.

4. The SF-1442 requires completion within 210 calendar days after the notice to proceed, while the Scope of Work requires completion within 150 workdays after the notice to proceed and acceptance of submittals. Please confirm which schedule controls, as they are functionally different when federal holidays (which are not included in the scope) are considered.

Answer: The SF-1442 requires use of calendar days, which was approximated based on a 5-day workweek. The exact period of performance will be calculated based on 150 workdays from the anticipated NTP at the time of award.

5. In reviewing the SOW, we noted the requirement that a North Carolina General Contractor

License be provided with the quote/proposal. We wanted to seek clarification as to whether the

Government is specifically requiring the prime contractor to be licensed and/or registered as a foreign entity in the State of North Carolina as a condition of bidding or award.

Answer: These units are residential single-family homes that are currently owned by the USCG, but they are not a part of or within any federal facility. Additionally, they could be subject to a sale to non-government person(s) at some date in the future. For these reasons, there is a requirement for a NC General Contractor License.

6. How does the bidding process work?

Answer: All available information is posted on www.SAM.gov under RFQ

70Z08126QELIZ0019. This includes how to submit a quote, requirements to submit your quote, evaluation criteria, etc.

7. Structural composite lumber for exterior framing/girders is rare, expensive, and subject to lead times. If exterior structural composite lumber is unavailable or cost-prohibitive, is pressure-treated ACQ lumber acceptable for hidden/primary framing, provided all visible decking, fascia, guardrails, and trim are composite?

Answer: Pressure-treated lumber is acceptable for hidden and primary framing. . Composite lumber must be used for the decking and handrails for longevity.

8. Existing pilings are scheduled to be re-used, but framing/foundations may be deficient. How will pile repairs or replacements be handled if existing pilings are found to be structurally deficient during demolition? Will this be processed via a contract modification/change order?

Answer: When submitting your quote, please provide pricing for work as described in the SOW so that an accurate comparison of pricing can be made to other quotes received in response to the solicitation. If you identify anything that you think should be included but believe is not addressed in the SOW, please make a note of that on your quote and provide that pricing separately. Any items identified after award that are not included in the SOW will be addressed through a contract modification.

9. Section 11.a.f calls to "replace screens in kind at Back Porch". Does the screening requirement for the back porch include an entire screened-in porch enclosure system (frame, door, mesh) or mesh replacement only?

Answer: The entire enclosure system shall be screened.

10. The SOW notes coordination with Housing Officers and Tenants. Will the housing units remain fully occupied during construction? If occupied, will tenants be required to clear vehicles, furniture, and personal property from the laydown and work areas prior to mobilization?

Answer: The houses will remain occupied. Tenants will be responsible for moving vehicles, furniture, and personal property.

11. Laydown and dumpster areas require COR approval. Are there any size or placement restrictions for dumpsters and material laydown areas at the individual residential sites (e.g., driveway constraints or HOA rules in local communities)?

Answer: There are no HOA rules in the communities for any of the homes and no driveway constraints are known.

13. SOW allows requesting modified delivery dates for long-lead items. If composite materials or custom railings experience supply chain delays, will the government issue a time-extension modification prior to site mobilization if long-lead submittals are approved early?

Answer: Documented instances of supply chain delays is an acceptable reason to extend the period of performance and/or delay mobilization depending on the individual case. Quotes should be submitted with all known current lead times for materials.

14. The submittal matrix requires "Initial Product Data," "General Contractor License," and "Past

Performance" with the quote. Is there a specific page limit or format required for the Past

Performance and Product Data attachments submitted with the quote?

Answer: No page limit is listed, but submitting superfluous information is not desired. Please limit submissions to that which is necessary.

15. Could the Government please clarify the following: Finishing Requirements: Is the

Contractor expected to apply any paint or topical finish to the composite decking, railings, or structural members, or is the project intent to utilize the manufacturer's factory finish?

Answer: Recommend manufacturer’s skin for composite decking. No topical finish required for framing/hidden pressure treated lumber.

16. Color Specifications: If painting or staining is required, could the "Basis of Design for

Materials and Colors" referenced in Section 13 be provided to ensure compliance with the desired aesthetic for each site?

Answer: No painting/staining required. For composite decking at 203 W. Lookout, we are looking for a weathered grey/driftwood color. For 4211 Cobbs and 711 Canal we are looking for

Medium-dark charcoal/brown-gray.

17. Repair Finishes: For repairs to adjacent wall finishes damaged during demolition (as required in Sections 11.a.g, 11.b.f, and 11.c.e), does the Government have a specific paint schedule or color match requirement for the existing housing structures?

Answer: The Government has siding paint that can be used to color match for these homes: 711

Canal and 4211 Cobbs. 203 W. Lookout has vinyl siding. There are no color match requirements for framing.
