About this file
This is a Questions and Answers (Q&A) document for a federal pest control services contract solicitation for USCG Base Elizabeth City. The contract is a one-year firm-fixed-price (FFP) engagement with no option years, with a Period of Performance from August 1, 2026, to July 31, 2027. The incumbent contractor's Purchase Order number is 70Z08424CDL930005. Bidders must attend a mandatory site visit, which may be represented by a proposed subcontractor provided the prime contractor's name is officially recorded on the sign-in sheet; failure to do so will render the quote non-responsive and ineligible for award.
The Q&A clarifies key scope and pricing elements: Mosquito Surveillance will be established as a separately priced Contract Line Item Number (CLIN) with a unit price for two (2) estimated events in the base year, though the Government will only pay for events explicitly ordered by the Contracting Officer's Representative (COR); Annual Structural Pest Inspections must be "sufficiently intrusive" through non-destructive physical inspection of accessible crawlspaces, attics, and basements using standard diagnostic tools, though specialized equipment is encouraged but not mandatory, and destructive testing requires prior COR approval; sanitization of food-contact surfaces following pesticide application is a Government responsibility performed by USCG food service personnel, while the Contractor is responsible for preventing contamination through protective covering and immediate cleanup of spills; and Unscheduled Service Calls will be priced as a separate FFP per-call unit price, with historical figures of 250 normal-hour and 20 after-hours calls provided for estimating purposes only. The Preliminary Integrated Pest Management (IPM) Plan submitted with the proposal shall not exceed ten (10) single-sided pages (excluding title pages, tables of contents, and personnel certifications), must outline the general technical approach to pest management and monitoring strategies, and the full comprehensive site-specific IPM Plan is due thirty (30) days after contract award. During the mandatory site visit, the Government will provide a guided tour of representative facility types and approximate square footages from an updated Appendix B to support bidders' technical and price proposals.

Mosquito Collection Scope: PWS Section 10.4.7 states that the Contractor shall perform mosquito collection and testing "when required by the COR". Because this task is listed as a specific task rather than a separately priced CLIN, could the Government provide an estimated annual frequency or a historical average for these requests to allow for proper labor and material resource allocation?
The Government acknowledges that Mosquito Collection and Surveillance is a specialized task distinct from a standard treatment-based service call. To clarify pricing and scope, this requirement will be established as a new, pre-priced Contract Line Item Number (CLIN) in the Price Schedule.
For bidding purposes, the Government defines one (1) Mosquito Surveillance Event as a single day's effort to survey all ditch lines, collect specimens as required by PWS Section 10.4.7, and deliver them to the COR.
There is no historical average for this specific task. For the purpose of establishing a firm-fixed unit price, bidders shall provide a price for an estimated quantity of two (2) events for the base year. The Government will only pay for events that are explicitly ordered by the COR. See "Price Schedule" tab.
Definition of "Intrusive" Inspection: Regarding PWS Section 10.3.6, "Annual Structural Pest Inspection," the requirement states the inspection shall be "sufficiently intrusive to be effective". Does the Government define "intrusive" as a thorough visual inspection of accessible crawlspaces and attics, or does this requirement involve the removal of structural elements (e.g., baseboards, wall panels) or the use of specialized borescope equipment?
The Government defines "sufficiently intrusive to be effective" as a highly thorough, non-destructive physical and visual inspection. It does not require the removal of permanent structural elements (e.g., tearing off baseboards, removing wall panels, or destructive drilling) as a routine measure.
Specifically, the Contractor is expected to:
- Physically enter and traverse all safely accessible crawlspaces, basements, utility chases, and attics (rather than merely conducting a visual scan from the entry hatch).
- Utilize standard, non-destructive diagnostic tools such as high-intensity flashlights, wood-probing/sounding devices, and moisture meters to inspect exposed wood and framing members.
- Open existing access panels to inspect void spaces.
- The use of specialized equipment (such as borescopes or thermal imaging) is highly encouraged through existing openings but is not mandatory.
Destructive testing or the removal of structural components shall only be performed if active infestation is highly suspected, and must be coordinated with and approved in writing by the COR prior to execution.
Sanitization Responsibility: PWS Section 10.1.5 regarding "Major Food Sites" states that if sprays are necessary, the Contractor must "notify the Facility Manager to sanitize the surfaces prior to the next shift". Please clarify if the actual performance of sanitization following pesticide application is a Government responsibility, or if the Contractor is expected to perform the cleaning/sanitization as part of their service?
The actual sanitization of food-contact and food-preparation surfaces prior to the resumption of food service operations is a Government responsibility (to be performed by USCG food service personnel or the designated galley contractor).
However, the Pest Control Contractor is responsible for the following preventative and immediate clean-up actions:
Prevention: The Contractor must properly cover and protect all food-contact surfaces, utensils, and food-prep equipment prior to applying any liquid or aerosol pesticides to prevent contamination.
Immediate Clean-up: The Contractor must immediately wipe up and clean any visible accidental drips, spills, or direct overspray of pesticide residue on any surface.
Notification: The Contractor must immediately notify the Facility Manager and the COR of the specific areas treated so that the Government-led sanitization can be performed prior to the next shift.
Service Call Pricing Structure: PWS Table 1 provides historical averages for service calls (250 normal hours/20 after hours), while Section 10.5.2 introduces CLINs for "Lots" of 10 and 5 additional calls. Should the base proposal price for the primary recurring CLINs include the first 250/20 historical calls, or will all service calls be billed against the "Lot" CLINs (X001 and X002)?Could you please provide the price schedule? Also, could you confirm whether the pricing requested is for the Base Year only or if it should include all Option Years as well? Additionally, please confirm the applicable Period of Performance.
Service Call Pricing: Bidders shall propose a Firm-Fixed-Price (FFP) per-call Unit Price for Unscheduled Service Calls. The historical figures of 250 normal-hour and 20 after-hours calls are provided for estimating purposes only. The Government will pay for the actual number of service calls performed during the period of performance at the awarded FFP unit price. These calls are not included in the price for the recurring services CLIN.
Period of Performance: The Period of Performance is for One Year only. There are no Option Years. The anticipated Period of Performance is from August 1, 2026, to July 31, 2027.
Price Schedule: See "Price Schedule" tab
Incumbent Contractor: Could you please confirm whether there is a current incumbent for this contract? If so, we would appreciate it if you could share the associated Purchase Order number and the total contract value.

The solicitation states the site visit is required for quote consideration. May a representative of our proposed subcontractor attend on behalf of the prime contractor, or must the prime contractor's representative be present?
Yes, a representative of your proposed subcontractor may attend the mandatory site visit on behalf of the prime contractor.
However, to satisfy the solicitation's mandatory site visit requirement and ensure your quote is eligible for consideration, the attendee must explicitly register and sign in on the official site visit attendance sheet under the name of the prime contractor (e.g., "John Doe, representing RS Kay Multiservices LLC").
Failure to ensure that the prime contractor's name is officially recorded on the site visit sign-in sheet will result in your quote being deemed non-responsive and ineligible for award.
Can you confirm the base period and number of option periods contemplated for the resulting contract?
This is a one year contract, no option years.
Is there a maximum page limit or format requirement for the Preliminary IPM Plan submitted with the proposal?
The Preliminary Integrated Pest Management (IPM) Plan submitted with the proposal must adhere to the following limitations and format requirements:
Page Limit: The Preliminary IPM Plan shall not exceed ten (10) single-sided pages. Title pages, tables of contents, and copies of personnel certifications or SDS sheets do not count against this page limit.
Content Expectations: The preliminary plan should be concise and focused. It must clearly outline the Contractor's general technical approach to pest management, proposed methodologies for the required recurring services, monitoring strategies, and the process for minimizing chemical pesticide use at USCG Base Elizabeth City.
Note: As detailed in PWS Section 10.2.1, the full, comprehensive, site-specific IPM Plan is not due until thirty (30) days after contract award.
The PWS references a Master Facility Service Matrix in Appendix B. Will the government provide square footage or interior floor plan data for the listed buildings, either at the site visit or prior to the quote due date?
During the mandatory site visit, the Government will provide a guided tour of a representative sample of the primary facility types (e.g., a standard administrative office, barracks, the galley, and a major aviation hangar). Bidders shall use the approximate square footages provided in Appendix B as the basis for their technical and price proposals.
