About this file
This is a Questions and Answers document for federal contract opportunity 70Z08126QELIZ0005, a USCG Station Oregon Inlet Gutters and Exterior Painting project. The document addresses clarifications on surface preparation, material specifications, hazardous materials testing, work scheduling, bonding requirements, and site visit procedures.
Surface preparation requires soft washing and priming as needed to ensure proper paint adhesion. Trim and fascia dimensions are specified at 6-inch width. No lead-based paint testing has been performed, though the building was completed in 1992 and no lead-based paints have been used since. The deck is excluded from painting scope. Work outside regular hours must be requested between 0700 and 2000 Monday through Friday per the SOW. Original, sealed Performance and Payment Bonds are required, though scanned copies are acceptable to meet SF-1442 timeline requirements. Site visit attendance is strongly encouraged but not mandatory for bid responsiveness. Progress payments can be made every 30 days with supporting documentation, processed through IPP.gov via EFT. Additional repair costs discovered after demolition will be addressed through bilateral contract modifications before work commences. The Government requires pricing for all SOW elements (both painting and gutters); gutter-only pricing is not acceptable. The prime contractor must meet all insurance requirements listed in the solicitation, including HSAR 3052.228-70 requirements, regardless of subcontractor coverage arrangements. Exterior painting specifications are detailed by substrate type (wood siding and wood trim/fascia/soffit) and existing finish type (alkyd/oil-based or latex/waterborne), with specified MPI coating systems, DFT requirements of 4.5 to 5 mils, and 100% Acrylic Latex materials.

Questions and Answers in Response to 70Z08126QELIZ0005, USCG Station Oregon Inlet Gutters and Exterior Painting
1. Is there a defined standard for surface preparation beyond soft washing (e.g., scraping, sanding, full priming)?
A: Soft washing and priming if required to ensure proper adhesion of topcoats of paint.
2. Regarding trim and fascia dimensions, could you provide typical widths or details for the listed linear footage quantities to better quantify material and labor?
A: 6-inch width.
3. Has any testing been performed for lead-based paint or other hazardous materials on existing surfaces?
A: No, however construction finished on the building in 1992 and no lead-based paints have been used since.
4. Are there specific limitations on work areas, working hours, or sequencing that we should account for?
A: The deck is not included to be painted. See the SOW for work outside regular hours.
Requests for work outside those hours should be between 0700 and 2000 Monday through Friday.
5. In the event of award, will original (physical) Performance and Payment Bonds be required, or are electronic bonds acceptable?
A: Original, sealed bonds must be submitted, but scanned copies of bonds are acceptable to meet the timeline on bocks 12a and 12b of the SF-1442.
6. Please confirm whether attendance at the scheduled site visit is mandatory for bid responsiveness.
A: Potential quoters are strongly encouraged to visit the site, but it is not mandatory for responsiveness.
7. Can you send me pictures of the project?
A: No. A site visit was held on April 14 to check the site and verify existing conditions.
8. If damage is revealed after demolition, will additional funds be added to the award to address the new repair work needed? How will these extra repairs be paid to the contractor? Credit card or bank transfer. These types of payments generate bank fees per transaction.
A: Additional funds will be added to the award to address any new repair work needed. This will be done through a bilateral modification signed by both parties before any repair work commences. The modification(s) would increase the cost of the contract, with the payment method staying the same throughout the contract. The USCG utilizes IPP.gov as the invoice submission and approval hub. Payments are made via EFT.
9. Is it permissible to submit pricing for gutter work only?
A: The Government intends to make an award to the contractor who can satisfy all portions of the SOW (both painting and gutters), and we are looking for quotes which provide pricing for all elements of the SOW.
10. Are there progress payments every 30 days? Are those progress payments processed via IPP after inspection of work in progress has been approved by the government?
A: Progress payments can be made every 30 days, as long as backup documentation showing the invoiced progress is also submitted. All invoices and payments are made through IPP.gov.
11. Is it permissible for the requirements of HSAR 3052.228-70 to be met by the subcontractor's COI with my company named as an Additional Insured? Also, the subcontractor performing the work carries automobile liability insurance and has named my company as additional insured. Since I will not be operating any vehicles in connection with the project, can you confirm whether this satisfies the requirement, or if I am still required to carry a separate automobile liability policy as the prime contractor?
A: Since the contractual relationship resides solely between the prime contractor and the Government (not the subcontractors), the prime contractor would need to meet all insurance requirements listed in the solicitation.
12.Regarding exterior painting, could you confirm the required coating system, including the number of coats, primer requirements, and any specified manufacturer or product?
A: Please see the below standards. DFT means Dry Film Thickness, the film thickness of the fully cured, dry paint or coating. REX is an MPI short-term designation for an exterior coating system used in repainting projects or over existing coating systems.
1. Existing, previously coated with an alkyd / oil-based finish, wood siding:
a. 100% Acrylic Latex
b. MPI REX 6.3A-G1 (Flat)
c. Primer Coat: MPI 5
d. Intermediate Coat: MPI 10
e. Topcoat: MPI 10
f. System DFT: 5 mils
2. Existing, previously coated with an alkyd / oil-based finish, wood trim, fascia, and soffit:

b. MPI REX 6.3L-G1 (Flat)
c. Primer Coat: MPI 6
d. Intermediate Coat: MPI 10
e. Topcoat: MPI 10
