About this file

This document is a Questions and Answers (Q&A) file related to a United States Coast Guard aviation fuel testing solicitation. The Q&A addresses a specific requirement for laboratory location, with the government clarifying that while a lab within 75 miles of North Carolina is preferred, vendors may submit proposals that include shipping logistics, provided they can consistently meet the mandatory 3-day sample turnaround time. The underlying solicitation (70Z08125QELIZ0021) seeks a small business contractor to provide complete laboratory testing services for JP-5 aviation fuel, including tests for density, relative density, gravity, visual inspection, flashpoint, ice inhibitor, and particulate analysis. The procurement is 100% set-aside for small businesses under NAICS code 541380, with a small business standard of $19 million, and will be awarded on a lowest-price technically acceptable basis as a firm-fixed-price contract. Quotes are due by noon Eastern Time on August 4, 2025, and must be submitted via email to Tami.N.Clark@uscg.mil, with vendors required to have an active SAM.gov registration.

Q&A 1:

I noticed in your bid that the lab needs to be within 75 miles of NC. We would request an exception to that requirement.

· The rationale for the 75-mile radius is that we would be dropping off the samples ourselves to the lab to ensure the required 3-day turnaround time is met.

· If the samples must be shipped and then analyzed, it would be difficult for them to meet the 3-day turnaround time.

· In my opinion, they are welcome to submit a proposal and include the shipping in their proposal, but we must meet the 3-day turnaround time.
