About this file

This document contains a Questions and Answers (Q&A) file for a United States Coast Guard (USCG) solicitation for cooling tower and boiler chemical treatment services at Base Elizabeth City. The solicitation (70Z08125QELIZ0008) is a 100% small business set-aside using NAICS code 325998, with a firm-fixed price contract anticipated. Key requirements include the contractor providing all labor, equipment, and materials for water treatment of boilers and cooling towers, with specific installation responsibilities for controllers, pumps, solenoids, piping, and other necessary equipment.

Critical solicitation details include a site visit scheduled for March 25th at 1000, quote submission deadline of NOON Eastern Time on April 1, 2025, via email to Tami.N.Clark@uscg.mil, and a requirement for automatic conductivity controllers. The work will be performed at USCG Base Elizabeth City in North Carolina, with the contracting officer's representative being Michael Barclift. Potential vendors must have an active SAM.gov registration and meet the small business size standard of 1,500 employees. This is a new service requirement with no current incumbent contractor.

Text version

1. For the 6 steam boilers, is USCG going to assist the awardee on installing the black iron pipe from boiler(s) to our controls, sensors/probes/blow-down valve and pipe to drain? Note, most water treatment companies DO NOT have welders/pipe fitters or electricians on staff to do this sort of installation.

Answer: No! As stated in the SOW…. The Contractor is responsible for providing and installation of ALL new equipment which includes controllers, pumps, solenoids, tubing, piping, and any other items necessary to provide water treatment to the boilers.

1. For the 6 steam boilers, is USCG going to assist the awardee on installing electric to our new or existing controls?

Answer: No! The USCG will not be assisting, and these tasks will be the responsibility of the Contractor.

1. Can the USCG grant an extension due to the short turn-a-round on receiving answers to questions submission? We ask for an extension till Friday April 4th?

No extensions are granted.

1. The current Scope of Work (SOW) does not specifically mention conductivity controllers, but we included them as an optional upgrade. Given the associated costs, I wanted to confirm whether the government requires:

1. Automatic conductivity controllers for each boiler, or

1. Manual conductivity monitoring and adjustment, which is the more cost-effective standard approach.

Answer: The government requires automatic controllers. As stated in the SOW…… The Contractor is responsible for providing and installation of ALL new equipment which includes controllers, pumps, solenoids, tubing, piping, and any other items necessary to provide water treatment to the boilers.

1. Is there a current incumbent performing service? If so, what is the current contract award?

Answer: No! The solicitation is a new requirement for service which includes providing chemical treatment to boilers and cooling towers.

1. What is the tonnage of the cooling tower?

Answer: The tonnage is unknown for the cooling tower located at Building# 23 Thrun Hall. The two cooling towers located at Building# 48 Fire Station have a capacity 13.85 tons per cooling tower.

1. Will there be a site visit?

Answer: Yes! Scheduled site visit is March 25th at 1000.
