About this file

This document is a Q&A addendum for Solicitation 70Z08026QMECP0006 for the CGC NORTHLAND Main Diesel Engine Renewal FY26 project. The solicitation involves a Coast Guard vessel main diesel engine (MDE) replacement at Coast Guard Base Portsmouth, with the engine removal to be completed pier-side. The Q&A reveals that the Coast Guard will not provide pre-existing removal plans, expecting contractors to develop their own approach. Key details include the requirement for contractors to submit a preliminary work plan detailing equipment removal routes, potential interferences, and temporary cut locations. The Coast Guard notes this is their first time conducting this specific task, and the Alco Engine lifting rig and cradle stand are owned by Fairbanks Morse Defense (FMD), not the government.

CGC NORTHLAND MAIN DIESEL ENGINE RENEWAL FY26

SOLICITATION 70Z08026QMECP0006

QUESTION 1:

1. As part of the ongoing WMEC SLEP Program the CG Yard studied and developed a detailed removal plan for the MDEs. They considered three options: taking the engines out of the bottom of the ship, the side of the ship or the top of the ship. They decided to go out through the top which requires removal of the helo hangar. Will the Government make this plan available to interested contractors? It would be a tremendous waste of taxpayer money to pay a contractor to develop a plan when one already exists.

ANSWER 1:

1. The Coast Guard will not provide the Service Life Extension Program (SLEP) main diesel engine removal plans, as this request is intended for Industry to propose their own approach to completing the task while the vessel remains in the water. The Coast Guard Yard (CGY) previously conducted a study focused specifically on dry dock operations at its facility, which does not apply to this pier-side scope of work.

The removal will be conducted at Coast Guard Cutter NORTHLAND’s homeport, CG Base Portsmouth.

For guidance, refer to page 19, section (iv) Technical Capability Submission, subsection Technical Approach, item f, which states:

“Preliminary work plan that includes outline of proposed equipment removal route, all interferences requiring temporary removal, and proposed temporary cut location(s).”

QUESTION 2:

2. Because this SOW requires a complete build we are requesting a copy of the Coast Guard Yards Removal Plan for the #1 Starboard Main Diesel Engine Model 18 Cylinder ALCO 251. Written Procedure requested for how the Coast Guard accomplished this task land based to be duplicated as a dockside.

ANSWER 2:

2. This is the first time that the Coast Guard has done this task. There is not a written procedure.

QUESTION 3:

3. Would the USCG allow the contractor to utilize the Alco Engine lifting rig built and already certified for this operation as well as the cradle stand for one piece installation if that is the preferred method?

ANSWER 3:

3. The Coast Guard does not own the Alco Engine Lifting Rig or the cradle stand.

Fairbanks Morse Defense (FMD) is the owner of those tools.
