About this file
This document is a Questions and Answers (Q&A) file related to welding requirements for specific materials, primarily focused on submarine construction or repair. The Q&A addresses technical specifications for welding materials, specifically noting that HY-130 is no longer available and has been replaced by commercial substitutes Weldox 900 (recently changed to Strenx 900). The document provides detailed guidance on welding, fabrication, and inspection requirements, referencing NAVSEA Technical Publications 1688, 248, and 271 for weld procedure, welder qualifications, and non-destructive testing (NDT) standards. Additionally, it specifies that weld procedure and welder qualification documentation must be submitted in accordance with Standard Specification 0740, with particular attention to work involving HY-130 deck plating and flight deck repairs.

Questions and Answers
Q1. Please provide guidance as to the actual welding requirements for the material identified in 3.4.1.
A1. T9074-AD-GIB-010/1688 is the correct reference. As stated in the General Requirements Work Item, HY-130 is no longer available. Weldox 900 (and recently changed to Strenx 900) are approved commercial substitutes, but needs to be treated as HY-130 for purposes of welding, fabrication and inspection. The flight deck repairs in Work Item 8 are forward of the HY-130 deck plating. But any emergent work affecting HY-130 plating needs to follow the HY-130 requirements as stated in the General Requirements.
Q2. NAVSEA Technical Pub 1688 is associated with NDT requirements onboard a submarine. Can you please clarify this is the correct NAVSEA TP?
A2. Welding, fabrication and inspection (not just NDT as stated in the vendor’s question) of any HY-130, Weldox 900 or Strenx 900 needs to be in accordance with 1688, including weld procedure and welder qualifications. 1688 cites other NAVSEA specifications, including tech pub 248 (for weld procedure and welder qualifications) and tech pub 271 (for NDT). Weld procedure and welder qualification documentation should be submitted in accordance with Std Spec 0740.
