About this file
This document is a Request for Specification Clarification containing 17 questions and answers related to a Coast Guard dry dock maintenance and repair contract. The questions cover various technical work items including shaft straightening, sleeves, shaft insulation, void plugs, bearing fasteners, rudder assembly, zinc anodes, and main reduction gear components. Key clarifications include:
Material specifications allow flexibility in some areas, such as using either monel or stainless steel for void plugs and fasteners. The contract includes optional work items that contractors must price individually, such as shaft straightening and insulation. Proposal submission guidelines specify a 15-page limit for technical documents, with certain certifications and documentation excluded from the page count. Vendors are instructed to use updated technical publications, reference specific Coast Guard drawings and bills of materials, and price for full replacement of certain hardware components. The solicitation appears to be for comprehensive maintenance and repair work on Coast Guard cutters, with detailed technical requirements and options for potential additional work.

Question 9)
WI 28: Main Reduction Gear (MRG) Ancillary Components, Renew
TP 4649 provided doesn’t correspond with Main Propulsion Plant. Could you please provide correct TP?
Answer: The file originally included was incorrect. Have the vendors use only the updated version.
Question 10)
Page 23: Volume 1: has a page limit of 15 pages. However as part of the technical submissions the following are required: Quality control plan, coating plan, technical representative list, sub-contractor list, dry-dock certification, pre-award calculations, pumping plan, welder certification, welding procedures, welder qualifications, proof of insurance, and temporary services narrative. This page limit seriously inhibits the documents able to be provided. The following are the page amounts standard for some of these documents:
Quality Control Plan – 7 Pages Temporary Services Narrative – 5 Pages Dry Dock (Floating Dock) Certification – 23 Pages Pre-award Calculations w/ Pumping Plan – 6 Pages Proof of Insurance – 2 Pages
Answer: The Quoter shall present the following information with proposal not to exceed 15 pages, excluding the Planning Document of the Technical Approach, Drydock Certifications, and Welding Documentation. See Page 26 of 70 regarding excluded documents.
Question 11)
The package provided via the link is missing references and has a few wrong revisions.
Please see attached list by work item.
Answer: Apart from the drawings listed in items 26, 29, 34, & 38, we don’t provide the types of files listed. Item 26, FL 184-002 was provided and is the only Rev that was available. Please tell vendors to use Rev B in leu of Rev A.
Question 12)
Work Item: 11 Paragraph/Section:
Title: Shaft Straightening
Are the shafts to be straightened over the entirety of the arrangement, or just individually tail shafts only or line shafts only?
How bent is the contractor to assume the shafts are going to be, or is this item just an inspection and straightening will be subject to CCO and additional pricing?
Answer: 1) A designated shaft in its entirety. 2) We don’t know if the shaft is bent or not.
It’s a standard recurring work item that we do every dry dock. It’s an option item, so in the event the shaft needs straightening, we can turn it on. The contractor needs to price the shafts individually as if they need to make corrections.
Question 13)
Work Item: 12 Paragraph/Section:
Title: Sleeves
Is the government going to provide enough material for both sides or just one?
Are all sleeves already rough machined or will they need significant machining of the IDs, ODs, and lengths?
Answer: 1) The RWI says renew the sleeve(s) on both propeller shafts. 2) The contractor will need final machining. The ID's need to be matched to the shaft, the OD's are machined after final assembly to achieve runout requirements. The lengths may not need to be final machined, but they may have to be, needs to be checked/verified
Question 14)
Work Item: 10 Paragraph/Section:
Title: Shaft Insulation
References are for tail shaft and line shaft, but work item references propeller shaft. Is the contractor to price insulating the tail and line shaft as one in its entirety, or per each?
Answer: Yes, because it’s optional, the contractor will price tail and line shaft individually/per shaft.
Question 15)
Work Item: 26 Paragraph/Section: Requirement 3.5 Title: Provision of Pre-Award Calculations
Will the calculations from the sister vessel satisfy the requirement requested in Item 26 of this solicitation?
Answer: Yes, if they can provide a copy of a previous cutter, they have dry docked in the same dock then that is acceptable proof they have capability to dry dock (A and B class doesnt' matter, as long as it's a 270 for a 270 and 210 for a 210)
Question 16)
Work Item: 28 Main Reduction Gear (MRG) Ancillary Components, Renew.
Reference TP 4649 provided is not a Technical Publication. Please provide correct one.
The file originally included was incorrect. Please have the vendors use only the updated version. (New passphrase sent to vendors)
