About this file

This Request for Information (RFI) is issued by the U.S. Coast Guard seeking market research on underwater hull scanning technologies for their 154' Fast Response Cutters (FRC). The Coast Guard wants to identify technologies capable of conducting in-water hull inspections to determine hull plating thickness and detect defect areas, which would allow more comprehensive repair planning and help avoid unplanned drydock extensions. Interested parties are asked to provide detailed information about their scanning technologies, including resolution specifications, scanning capabilities through fouling and coatings, full and targeted hull scan capabilities, technical readiness level, industry certifications, operational personnel requirements, and potential proprietary technology justifications.

Responses must be submitted electronically to LaToya Sorrell at LaToya.N.Sorrell@uscg.mil by 21 November 2025 at 3:00 PM EST. The RFI emphasizes that this is not a solicitation, submission is voluntary, and the government will not reimburse any costs. Respondents are advised that failure to provide sufficiently detailed information may result in not being considered a likely offeror if a future solicitation is issued. The Coast Guard intends to potentially publish a solicitation announcement on SAM.gov pending technical feasibility determination and funding availability, and reserves the right to use any submitted information for future procurement purposes.

Request for Information (RFI)

NOTICE TYPE: Special Notice

SUBJECT: U.S. COAST GUARD 154’ FAST RESPONSE CUTTER (FRC) UNDERWATER HULL SCAN

CAPABILITY REQUEST FOR INFORMATION

NOTICE ID #: 70Z08026PBPLUWSCAN

THIS REQUEST FOR INFORMATION (RFI) NOTICE IS ISSUED BY THE UNITED STATES COAST

GUARD (USCG) AND IS INTENDED FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY.

PURPOSE: The U.S. Coast Guard is issuing this RFI for market research purposes to identify potential mature technologies for quantitative vessel underwater body inspections. The technology should be capable of accomplishing “in-water” hull scanning to determine hull plating thickness and identification of hull plating defect areas.

BACKGROUND:

The U.S. Coast Guard drydocks their Sentinel-Class Fast Response Cutters (FRC) every 48-months for planned maintenance on vessel equipment and structure. A hull plating inspection is conducted while the vessel is out of the water to identify areas requiring repair or renewal during the project. By completing the hull plating inspection (e.g. “side-scan”) during drydock, schedule risk is introduced since project period of performance (PoP) has already started at the time of inspection. The Government wants to leverage existing, mature industry capabilities to accomplish “in-water” side-scans prior to drydocking for more comprehensive repair planning and to avoid unplanned drydock extensions.

REQUEST FOR INFORMATION:

Pursuant to FAR Part 10 (Market Research), the information requested is as follows:

(1) Provide your scan resolution specifications (e.g. smallest spacing between measurements, max resolution/minimum tolerances on hull thickness measurement, etc). If your equipment has better or alternative resolution requirements to those in Ref (1), please present your case for how the Government’s requirements could be revised.

(2) What level of fouling, coating, and hull plating thickness is your technology able to scan through? Provide a brief description of equipment and Non-Destructive Test (NDT) inspection techniques/technology utilized.

(3) Describe your capabilities to support full hull scans and to target smaller hull areas (e.g.

10’ x 10’ area amidships, near the keel, etc). Provide an estimated duration (days) to accomplish for the FRC.

(4) Provide your technology’s current Technical Readiness Level (TRL) using the DoD’s standard hardware TRL definitions (see Table 2-1 of Ref (5) “DoD Hardware TRL Definitions, Descriptions, and Supporting Information”).

(5) Is your product and/or your class of hull scan technology recognized or certified by an International Association of Classification Societies member (i.e. American Bureau of Shipping, Lloyds of London, Det Norske Veritas, etc…)?

(6) Describe your personnel requirements; can your technology be operated from the vessel or do you require an auxiliary tender and/or divers?

(7) Provide sole source justification if you believe your technology is proprietary, as appropriate.

No response does not preclude participation in any future competitive solicitation, if one is issued. If a solicitation is issued, it will be announced later via System for Award Management (SAM). All interested parties must respond to that solicitation announcement separately from the responses to this RFI.

Submissions shall be in Word or PDF format and shall be sent electronically to POCs listed below.

NOTES:

1. The USCG uses the term “cutter” to describe USCG vessels greater than 65ft in length.

DISCLAIMER: There is no solicitation at this time. This RFI is not a request for proposals;

submission of any information in response to this request is purely voluntary; the Government will not pay for any costs incurred nor is it obligated to respond. All submissions become Government property and will not be returned.

After reviewing responses to this RFI, and if the USCG still plans to proceed with the acquisition, a solicitation announcement may be published on the SAM.gov website under Contract Opportunities. It is the responsibility of the interested parties to monitor the Contract Opportunities website.

Failure to respond or submit sufficiently detailed information may result in a company not being considered a likely offeror when making a decision on whether or how to set aside a solicitation for restricted competition. Regardless of the information submitted, the Government reserves the right to consider any arrangement as determined appropriate for this requirement.

No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose determined necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. The Government intends to issue a future solicitation pending technical feasibility determination and funding availability.

SUBMISSION INSTRUCTIONS: Interested parties are invited to submit a response to the above information by 21 November 2025 at 3:00PM Eastern Standard Time (EST). All responses and questions regarding this RFI must be emailed to LaToya Sorrell at LaToya.N.Sorrell@uscg.mil.
