About this file

This Sole Source Acquisition document details an unplanned drydock contract for the United States Coast Guard (USCG) Cutter ADELIE. The Coast Guard requires immediate drydock services to repair a critical propulsion system failure, specifically to remove, replace, and renew the cutter's starboard shaft and propeller after an unexpected loss on November 30, 2025. The contract will be awarded to Platypus Marine Inc. in Port Angeles, WA, which is located two nautical miles from the cutter's homeport, on a sole source basis to minimize transit risks and potential additional damage to the vessel.

Market research identified three potential Coast Guard-certified drydock facilities, but Platypus Marine was selected as the only suitable vendor due to its proximity and low risk profile. The contract will be a firm fixed-price commercial type with an expected 14-day performance period, funded through Unplanned Maintenance Funds for Fiscal Year 2026. The sole source justification emphasizes the urgent need to restore the cutter's operational capability, prevent mission impact in the Northwest District, and avoid the significant risks and increased costs associated with transporting the damaged vessel to alternative shipyard locations.

SOLE SOURCE ACQUISITION

In compliance with Federal Acquisition Regulation (FAR) 13.501(a)(1)(ii), this justification uses the format at FAR 6.104-1 and is modified to state that the procedures in FAR subpart

13.5 are used.

1. Agency and Contracting Activity.

The Department of Homeland Security, United States Coast Guard (USCG), SEA-C- Surface Forces Logistics Center proposes to enter into a contract on a basis other than full and open competition.

2. Nature and/or Description of the Action being Approved.

(a) Nature of the action: SFLC-PBPL has a requirement on a sole source basis to procure services for the unplanned drydock of CGC ADELIE to remove, replace, and renew the cutter’s starboard shaft and propeller. This justification for other than full and open competition seeks approval to award a commercial type contract with firm fixed price to the nearest shipyard to the cutter's homeport, Platypus Marine Inc, due to saving cost to the government and will provide quickest path to full operational capability.

(b) Name and address of the contractor:

Platypus Marine Inc.

518 Marine Dr.

Port Angeles, WA 98363

(c) Type of action: Firm Fixed-Price Contract

(d) Estimated total value (including options):

(d) Type of funding: Unplanned Maintenance Funds

(e) Year of funding: Fiscal Year 2026

(f) Solicitation number: 70Z08026QPBPL0018

(g) Background information about the requirement: Coast Guard Cutter ADELIE experienced an unexpected loss of their starboard propeller on November 30, 2025. This will be a commercial contract, expected period of performance 14 days.

3. Description of Supplies/Services.

USCG-SFLC seeks to procure services for the Unplanned Drydock for CGC ADELIE following the unexpected loss of their starboard propeller. Services required will be to Dry Dock CGC ADELIE to renew the starboard shaft and starboard propeller and inspect the starboard side propulsion shaft bearings for damage as a result of the loss of the starboard propeller. This service will return the CGC ADELIE to fully mission capable status.

4. Identification of Statutory Authority Permitting Other Than Full and Open

Competition.

The statutory authority permitting other than full and open competition is Section 3205 of Title 10, U.S. Code permitting other than full and open competition. The FAR implements this authority in section 13.501(a) (sole source (including brand name acquisitions) as the FAR defines such term in section 2.101).

5. Identification of Exception to the Buy American Act.

There are no exceptions to the Buy American Act.

6. Demonstration that the Proposed Contractor’s Unique Qualifications or the Nature of the Acquisition Require Use of the Authority Cited.

(a) Platypus Marine, Inc. is located two nautical miles from CGC ADELIE’s homeport of Port Angeles. The proximity of the shipyard at Platypus Marine, Inc. and the cutter’s current location at homeport minimizes transit distance, eliminating the risk of further damage to the cutter and crew safety.

(b) CGC ADELIE experienced a critical casualty on November 30th while transiting

Puget Sound, when a sudden loss of speed was observed. Upon return to port, the crew discovered a complete loss of the starboard propeller and a missing section of the propeller shaft aft of the lower bearing. This loss has resulted in a significant reduction in maneuverability, rendering the vessel unsafe for transit and unable to perform its mission. Extended distances of travel present an increased risk to both the cutter and crew and result in higher costs associated with tugboat escort services. Immediate repairs are required to restore the cutter’s operational capability and prevent further mission impact.

(c) Extended distances of travel increase risk to both the cutter and crew and higher costs for increased distances traveled for tugboat escort services. Immediate repairs are required to restore the cutter’s operational capability and prevent further mission impact.

(d) Failure to approve this J&A would extend the cutter’s non-operational period, negatively impacting Coast Guard operations in the Northwest District, including

Last Updated 11/21/25 3 protection of the U.S. northern border. It would also increase the total cost of the unplanned drydock due to additional tugboat, dining, and lodging expenses for the crew.

7. Description of Efforts Made to Ensure that Offers are Solicited from as Many Potential Sources as is Practicable.

In early December, market research was performed using historical data from comparable projects in the Puget Sound region. This research identified three vendors with Coast Guard-certified drydock facilities capable of conducting the necessary repairs: Platypus Marine Inc., JT Marine, and Lake Union Dry Dock. However, JT Marine and Lake Union Dry Dock were deemed unsuitable due to the heightened risk posed to the cutter and crew during transit to their locations.

An announcement is planned to be published in SAM.gov no later than December 18, 2025.

8. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable.

The contracting officer determines that the anticipated price(s) will be fair and reasonable based on commercial pricelists and Independent Government Cost Estimates that will help the contracting officer determine that the anticipated cost is fair and reasonable.

9. Description of Market Research.

Market research was conducted in early December using two primary techniques:

1. Vendor Outreach: The Patrol Boat Product Line contacted all Coast Guard certified drydock facilities in the Puget Sound area to confirm their capabilities.

2. Historical Data Review: Recent contract pricing for similar drydock repairs performed in the region was reviewed to establish a baseline for price reasonableness.

This market research identifies that Platypus Marine, Inc., is the only available source located within the cutter’s traveling distance that poses the least amount of risk to further damaging the cutter and endangering crew safety within the necessary timeframe.

Transporting the cutter to a more distant facility would pose significant risk, incur excessive costs, and could result in further damage due to the vessel’s compromised condition.

The other shipyards identified in market research included JT Marine in Vancouver, WA, and Lake Union Dry Dock in Seattle, WA. Transit to JT Marine would require a lengthy and high-risk open ocean passage during winter, as well as a tug escort from Astoria, OR, to Vancouver, WA. Similarly, transit to Lake Union Dry Dock would involve a prolonged passage through the Puget Sound, also necessitating a tug escort.
