About this file

This document is a Questions and Responses file for a Watertight Closure (WTC) Preservation and Repair Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Fiscal Year 2025. The solicitation covers preservation and repair services for watertight doors, hatches, and scuttles across the United States, with an anticipated award date of 18 November 2025 and a 60-month ordering period. Key details include a requirement for Fluidized Bed powder coating method (with no exceptions), submission of welding documentation per SFLC Standard Specification 0740, and evaluation using a best-value trade-off approach.

The document addresses multiple contractor questions regarding pricing structure, freight, repair specifics, and performance expectations. Notably, the government will handle packaging and freight to the contractor's facility, work can be performed anywhere in the United States, and all Contract Line Items (CLINs) must be priced with U.S. dollar figures. Contractors are required to submit signed and dated offers via email, and the solicitation emphasizes that blank or non-dollar unit prices will result in offer rejection without further consideration.

Watertight Closure (WTC) Preservation and Repair IDIQ FY25 Offeror’s Questions and Responses

Question 1: Line 0001.1 : The estimated quantity is 4800 sq.ft and the expected unit price is $/square feet

When it comes to a Watertight Door, Hatch and Scuttle, each one of these 3 fixtures have the following square footage.

Description Overall Size

Square footage (only based on overall size not considering the rib stiffener, angle stiffeners, etc on the fixture)

Watertight Door

26 x 66 24 sq.ft

Hatch 30 x 30 12.5 sq.ft

Scuttle 22” 5.27 sq.ft

The price to Tidal Coat these fixtures is not directly corelated to the square footage as the process to Tidal Coat remains the same irrespective of the square footage.

As an example, if the hatch is half the square footage of a WTD, the price to Tidal coat does not reduce to half.

We would like to suggest if you could have 3 individual line items, one for WTD, one for Hatch and one for Scuttle, in that case we would be able to provide the price per square footage.

Response: Attachment 1 - Schedule of Services - WTC IDIQ FY25 - Blank Schedule B has been updated.

Question 2: Line 0001.3 : Estimate of Freight is requested for 200 fixtures. The freight cost will vary depending on the destination and the number of fixtures that are sent with every order.

Response: Attachment 1 - Schedule of Services - WTC IDIQ FY25 - Blank Schedule B has been updated.

Question 3: Line 0002.1 : The extent of repairs varies substantially on each fixture depending on the magnitude of corrosion which is observed only after blasting the fixtures. Our suggestion would be to have 3 individual line items, one for WTD, one for Hatch and one for Scuttle.

In that case, we can estimate the price for repairing the entire C channel (along the perimeter) which is the most common corroded area.

Response: Attachment 1 - Schedule of Services - WTC IDIQ FY25 - Blank Schedule B has been updated.

Question 4: Line 0002.2 : The material needed for a WTD would be Wedges but for a hatch and scuttle it could be the internal latching mechanism. Our suggestion would be to have 3 individual line items, one for WTD, one for Hatch and one for Scuttle.

Response: Attachment 1 - Schedule of Services - WTC IDIQ FY25 - Blank Schedule B has been updated.

Question 5: Is the WTC Doors, Hatches and Scuttles to be scheduled for delivery to the Contractor for preservation or will the Government expect for Contractors to pick up and deliver the items?

Response: The Government is responsible for packaging and freight to the Contractor’s facility.

Packaging and freight of new fixtures, in stock or manufactured as needed, will be facilitated by the Product Line representative.

Question 6: We are very interested in bidding on this Preservation work, but the SOW was a little vague as to the Place of Performance. Is this work to be done strictly in the Northwest? We are in San Diego, Ca.

Response: Work can be done anywhere in the United States.

Question 7: NAVSE 009-32, Table 2, Line 41, States Powder Coat to be applied by Fluidized Bed Method Only. We normally have the prime write up an IDR for us to apply electrostatically in lieu of Fluidized Bed. 99% of the time it’s accepted. Please let me know if that is a deal breaker, we currently are and can continue to do this type of work at our Facility.

Response: Fluidized bed IAW 009-32 is 100 percent required with no exceptions. The doors cannot be sprayed with legacy epoxy coating systems or traditional powder coat methods.

Question 8: Proposal Submission: Please confirm whether all proposals should be submitted by email only, or if an upload to a secure portal (e.g., DoDSAFE/PIEE) is also required.

Response: Submit signed and dated offers via e-mail to the Contracting Officer and Contract Specialist specified in this solicitation at or before the exact time specified in this solicitation.

Question 9: Schedule B Completion: Should every CLIN on the Schedule of Services be priced, or is it acceptable to mark certain items as “Not Separately Priced” if covered under other CLINs?

Response: Unit prices left blank or annotated with something other than a U.S. dollar figure will be considered unacceptable and the Government reserves the right to reject the offer without any further consideration.

Question 10: Evaluation Approach: Will this requirement be evaluated on a Lowest Price Technically Acceptable (LPTA) basis, or as a best-value trade-off?

Response: This requirement will be evaluated using a best-value trade-off approach.

Question 11: Prime vs. Subcontractor Performance: For compliance, will the government accept subcontractor qualifications (coating certifications, welding qualifications, etc.) provided that Nelson Legacy Group LLC manages the project, administration, and quality control as the prime?

Response: The offeror shall submit welding documentation in accordance with SFLC Standard Specification 0740 specific to your internal or subcontracted staff for the welds required in the work specification.

Question 12: Ordering & Performance: Can you provide any guidance on whether task orders are expected primarily in the Norfolk area or distributed across multiple Coast Guard facilities?

Response: Work can be done anywhere in the United States.

Question 13: Timeline: Is there an anticipated award date and estimate of when the first task orders may be issued under this IDIQ?

Response: The anticipated award date is 18 November 2025. The ordering period of the contract is the date of award through 60 months, with yearly pricing and rates.
