About this file

This document is a Stability and Loading Data Booklet for the U.S. Coast Guard's 87 Foot Coastal Patrol Boat (87 WPB) class, specifically covering hulls 87301-87374. The comprehensive technical manual provides detailed stability, loading, and operational guidance for these maritime vessels. Key technical specifications include an overall length of 86' 11-1/4", beam of 19' 5-1/2", displacement of 91.9 long tons at full load, and a complement of 11 crew members. The vessel is powered by two MTU 8V396TE94 engines, achieving a maximum continuous speed of 25.6 knots and a patrolling speed of 15 knots, with a maximum range of 612 nautical miles at 10 knots.

The booklet contains critical operational information such as stability calculations, trim data, tank capacity tables, draft measurements, and procedures for damage survival. It provides guidance on loading conditions, passenger and migrant capacity, and stability considerations under various operational scenarios. The document emphasizes the importance of maintaining proper weight distribution, managing free surface effects, and understanding the vessel's stability characteristics to ensure safe maritime operations. Prepared by the U.S. Coast Guard Surface Forces Logistics Center's Naval Architecture Section, the manual was last revised on 7 December 2018 and is based on inclining experiments from two specific cutters, BLACKFIN and GANNET.

DEFINITION OF TERMS

ABV B.L.: Above Base Line, refers to vertical distance above the base line. (KG, VCB, KML, KMT and VCG are measured from the base line.)

Base Line: A horizontal reference line. The Base Line is located as shown below in the definition of “Drafts at Forward and Aft Marks”.

Bulkheads: The bulkheads divide the cutter into watertight compartments. The main transverse watertight bulkheads are at frames 2, 9, 14 and 22.

Compartment: A space or a group of spaces between watertight bulkheads. This cutter has five compartments: the forepeak, the berthing space, the mess/galley, the machinery space and the lazarette.

Draft: The vertical distance from the waterline to the Base Line. For the Aft Marks the draft is measured to the bottom of the skeg.

Drafts at

Forward and

Aft Marks:

The depth of the cutter below the waterline to the Base Line

(extended) at the Forward Marks, and to the bottom of the skeg

(extended) at the Aft Marks, which is 7.5 inches (0.625 ft) below the

Base Line. The forward and aft marks are as shown below:

Draft at LCF: Vertical distance between the waterline and the Base Line at the LCF.

Displacement: The weight of the cutter afloat. In accordance with Archimedes’s principle, the weight of the cutter is equal to the weight of the water the cutter displaces at a given draft.

FP and AP: Forward and Aft Perpendiculars. Imaginary vertical lines at the bow (FP) and the stern (AP). On this cutter, the AP is at the Transom at Frame 25.70 and the FP is located 24.28 meters forward at Frame 1.42 (about 16.5 inches aft of Frame 1).

Freeboard: The vertical distance from the intersection of the deck edge and side shell to the water line.

87 WPB – Coastal Patrol Boat Page 10 of 38

Free Surface: The effect of liquids which are able to shift in a tank because it is not full (so that there is a surface of liquid that is free to shift). The ability of the liquid to slosh to the low side of the tank increases the heel produced by the liquid’s weight. This effect reduces the cutter's stability. Free surface is tabulated for each tank in units of feet-LT then all tank moments are added together and divided by the total weight of the cutter, resulting in units of feet. This is done for convenience because it can then be just added to the KG of the cutter to get the effective stability of the cutter including this free surface effect.

GM: Distance between the center of gravity and the metacenter. This is referred to as metacentric height and is equal to the difference between

KM and KG.

Heel: Rotation of the vessel about its longitudinal axis.

KG: Distance from the base line to the center of gravity of the cutter.

KGv: Distance from the base line to the virtual center of gravity of the cutter. It is equal to KG plus the virtual increase in KG resulting from the effects of the free surface of liquids aboard.

KM: Distance from base line to the metacenter.

LCB: Longitudinal Center of Buoyancy. The longitudinal point at which buoyancy may be considered to be concentrated. LCB, LCF, and LCG are measured from midships, Frame 13.56.

LCF: Longitudinal Center of Flotation. The longitudinal point which is the geometric center of the waterplane; and the point about which the vessel trims.

LCG: Longitudinal Center of Gravity. The longitudinal point at which weight may be considered to be concentrated.

List: A semi-permanent transverse inclination of the vessel (about its longitudinal axis).

Margin Line: A line (set by regulations) defining the highest permissible damaged waterline along the side of the vessel in the final condition of sinkage, trim, and heel. For the 87 WPB, it is a line proceeding from three inches below the aft deck at the transom to a point three inches below the foredeck at the bow.

Metacenter: The point of intersection of the cutter’s vertical axis when heeled (or trimmed) to small angles with a vertical line through the center of buoyancy. This is the point that buoyancy pivots about when the cutter is heeled (or trimmed) slightly. There are two metacenters: transverse, or KMT, acting in heel, and longitudinal, or KML, acting in trim. Transverse metacentric height is a primary measure of a vessel’s stability.

Midships Midway between the Forward and Aft Perpendiculars. On this cutter, midships is at Frame 13.56 (about 22 inches aft of Frame 13).

87 WPB – Coastal Patrol Boat Page 11 of 38

MT1”: Moment to alter trim one inch. The product of weight times the distance it is shifted through that changes the trim one inch.

One

Compartment

Flooding:

A cutter that can survive the flooding of any main watertight compartment. “Survive” means staying afloat without submerging the margin line and retaining adequate stability to withstand moderate winds and seas.

Roll: Rotation about the cutter’s longitudinal axis usually in both directions, as when the cutter is under the influence of waves or wind gusts.

Roll Period: The time for the cutter to make one complete roll. The cutter will generally roll with the waves, and in this case, it will have the same period as the waves. The roll period due to wave action is not indicative of stability. Only the “natural” roll period, either in absence of wave action or in a different period than wave action is indicative of stability condition. Roll period can be measured by sighting a fixed point on the cutter against the horizon, noting the time between the passage of the fixed point upwards through the horizon and when it next passes through the fixed point upwards through the horizon, in one complete cycle. Measuring this time over three cycles, then dividing by three is done to improve accuracy.

Stability: The tendency of the cutter to return to an upright position when disturbed by overturning effects. Transverse stability is of the primary concern, but longitudinal stability should also be considered.

TCG: Transverse Center of Gravity. The transverse distance from centerline at which an object’s weight is considered to act. Generally given positive to starboard, or by (S) and (P).

TP1”: Tons per inch immersion, the change in displacement per each inch of change of draft.

Trim: The difference between the draft at the AP and the FP. The trim can be computed from the draft readings as follows:

Trim = 1.03 * [Aft reading (ft) – Fwd reading (ft) – 0.625 (ft)]

Note: The deduction of 0.625 feet in the trim calculation above is because the aft draft marks are measured to the bottom of the skeg

(extended), which is 0.625 feet below the Base Line.

VCB: Vertical Center of Buoyancy. The vertical distance from base line to the point at which the forces of buoyancy on a cutter may be considered to act or be concentrated. Also given as KB.

VCG: Vertical Center of Gravity. The vertical distance from base line to the point at which an object's weight can be considered to act or be concentrated.

The VCG of the whole cutter is the same as the KG.

87 WPB – Coastal Patrol Boat Page 12 of 38

GENERAL REMARKS

The purpose of this booklet is to assist operating personnel in keeping the cutter within the safe region of stability. The quantitative data in this booklet are based on the class average of the light ship conditions obtained by inclining experiments of USCGC BLACKFIN (on

1/13/08) and USCGC GANNET (on 3/31/18).

For the 87 WPB Marine Protector Class in general, the normal full load and minimum operating conditions herein have margin on allowable KG/KGv. For normal conditions of loading, including icing, passenger loading and migrant loading as detailed in this booklet, the allowable KGv will not be exceeded. Stability characteristics and reserve buoyancy of this cutter will be satisfactory provided the following guidance is followed:

A. The cutter’s virtual KGv (which is KG corrected for free surface effects) is maintained below the maximum allowable KGv presented on the “Limiting KGv Diagram” on page 13.

B. Trim does not exceed 1 foot by the bow or 1 foot by the stern.

C. The Liquid Loading Instructions on page 14 are followed.

D. All boundaries designated as watertight are maintained watertight.

E. The “Procedures After Damage” on page 38 are followed.

“Principal Characteristics” are generally similar for all 87 WPB Marine Protector Class vessels.

Criteria used for Intact Stability is U.S. Navy Design Data Sheet DDS 079-1 (2008) for eighty

(80) knot nominal winds. Criteria used for the Damage Stability is DDS 079-1 (2008) for flooding of any one main compartment for thirty (30) knot nominal beam winds.

The loading of passengers and migrants and operation involving high speeds, towing, and offshore patrolling in adverse conditions are primary operational requirements of this class.

Added weight often adversely affects stability and reduces the vessels’ ability to achieve maximum speed. Therefore, unnecessary items should be removed whenever possible.

Guidance about the loading of passengers and migrants and the effects of topside icing is provided on pages 15 and 16.

The term TON as used in this book refers to the standard Long Ton (LT) of 2240 pounds.

Weights not given in TONs are in pounds. All gallons used in this booklet are U.S. gallons.

The reference line for the forward draft marks is the baseline, and for the aft draft marks is the bottom of the skeg (extended) which is 7.5 inches (0.625 feet) below the baseline.

Questions about this booklet should be addressed to the Naval Architecture Section (SFLC-

ESD-NAV ARCH), Surface Forces Logistics Center, U.S. Coast Guard, Phone (410) 762-6136.

87 WPB – Coastal Patrol Boat Page 13 of 38

LIMITING KGv DIAGRAM

Maintaining acceptable intact and damage stability requires that the cutter’s virtual KG

(i.e., “KGv” - which is KG corrected for free surface effects) be kept below the limiting KGv curve shown.

The curve shown above is for intact stability under 80 knot beam winds. The limiting curve for damage stability is for flooding of any main compartment.

The KGv limits shown above are for a range of trims between 1 foot by the bow and 1 foot by the stern. Operating trim shall be kept within this trim range. As noted previously, the cutter will be within these trim and KGv limits for all normal loading conditions. If the cutter trims excessively without unusually large special deck loads, there is a possibility of unknown flooding. This should be investigated.

At the time of inclines, the roll period was observed to be approximately four seconds. If the observed roll period is greatly different than this, especially if it is slower, this may be an indicator of flooding or other stability related problems.

LIQUID LOADING INSTRUCTIONS

Proper loading of the vessel is important in achieving operational needs while maintaining a high margin of stability. The following instructions should be followed and provides the most favorable fuel oil transfer sequence:

a. Fill the fuel oil tanks and Lube Oil tank to 95%, and the potable water to 100%

b. The single pair of fuel oil tanks does not require any burn sequencing for stability considerations.

The above tank consumption will generally produce favorable trim and stability conditions throughout the operating range of the vessel.

Please see tank capacity tables herein for detailed tank sounding and loading data.

87 WPB – Coastal Patrol Boat Page 15 of 38

PASSENGERS

The maximum number of passengers that can be safely carried onboard is forty (40) with two (2) ship’s personnel assumed on the bridge. It is important to consider dynamic effects (weather, wind, and sea swell) that the cutter may experience. The final decision as to the number of passengers allowed is at the discretion of the

Commanding Officer.

MIGRANTS

Loading migrants can significantly affect the vessel’s stability. Before migrants are brought aboard, the CD/AMIO Manual, COMDTINST M16247.4(Series) should be reviewed. Note: The numbers of allowed migrants cited herein are current and should be used in lieu of the numbers cited in the Manual, if different.

The number of migrants that can be safely carried differs from the maximum allowed number of passengers due to different criteria and assumed loadings. When migrants are aboard it is assumed that the fuel loading is not reduced below 70%, winds do not exceed 60 knots, the cutter does not execute high speed turns, but crowding of personnel including migrants to one side might occur. Furthermore, when migrants are aboard for a short term period of not more than 24 hours damage stability requirements do not apply. Deck area requirements are 10 square feet per migrant when they are aboard for more than 24 hours (which is referred to as “Saturation Loading”) and 5 square feet per migrant when they are aboard for not more than 24 hours (called

“Super Saturation Loading”).

Fifty (50) migrants can be safely carried for Saturation Loading (greater than 24 hours), and are to be located with thirty-two (32) migrants on the aft deck and eighteen (18) on the Foredeck.

One hundred (100) migrants may be carried for Super Saturation Loadings (less than 24 hours) and are to be located with sixty-four (64) migrants on the aft deck and thirty-six

(36) on the Foredeck.

It is important to consider dynamic effects (weather, wind, and sea swell) that the cutter may experience. The final decision as to the number of migrants aboard is at the discretion of the Commanding Officer.

87 WPB – Coastal Patrol Boat Page 16 of 38

EFFECTS OF ICING ON KG

The cutter’s ability to withstand beam winds is reduced when there is topside icing.

Topside icing of the vessel can reduce stability to a degree that prohibits safe operations. For example, a one inch thick buildup of ice on the main deck, deck house sides and top, and on the mast will cause a 0.4 foot rise in KG, and make the vessel less stable. Therefore, it is imperative to make every effort to prohibit ice formation wherever and whenever possible. Ice buildup in the operating range of displacements of more than four (4”) inches will result in unacceptable stability when there is a beam wind of forty-five (45) knots or greater. Non-uniform icing can be approximated by estimating the thickness of the existing ice if it were uniformly distributed over the main deck, deck house sides and top, and the mast.

DAMAGE SURVIVAL

Following damage resulting in free flooding of any main compartment, the cutter is able to withstand 30 knot beam winds combined with effects of sea conditions associated with such winds provided the following are satisfied:

A. The vessel is in a load condition at or between Full Load and Minimum Operating.

B. The liquid loading instructions have been followed.

C. All boundaries designated as watertight are maintained watertight.

During normal operations, the KGv will be below the allowable value and the trim will be within the acceptable range. However, if additional loads are brought aboard, the cutter's

KGv and trim should be checked to assure that the KGv limits are not exceeded and that the trim does not exceed 1 foot by the bow or stern.

The most critical case of one compartment flooding is between Frames 14 – 22. All other cases of one compartment flooding have KGv limits that are considerably higher.

If the cutter is loaded to a displacement exceeding Full Load Condition and/or the trim of the cutter before damage exceeds 1 foot, the margin line (see definition on page 10) may become submerged after damage. Submergence of the margin line may not cause loss of the cutter if the KGv before damage was below the allowable value, watertight closures have been maintained closed, and if there is no down-flooding over the deck into other main subdivision compartments.

HYDROSTATIC PROPERTIES NOMOGRAPH

The NOMOGRAPH on the next page allows the user to determine displacement, LCF, tons per inch immersion, and moment to change trim of the cutter by using the forward and aft draft readings.

To use the Nomograph: Locate on the graph the forward and aft draft readings. Along a line joining these two marks read the displacement. Place a horizontal line through the displacement and read the moment to change trim one inch and the tons per inch immersion. Draw a vertical line through the displacement and on the bottom scale read the longitudinal position of the center of flotation (LCF).

Full hydrostatic properties of the vessel are provided in drawing number 87-WPB_079_006.

PROCEDURES AFTER DAMAGE

The user should be familiar with the guidance provided in the Naval Ships Technical Manual, Chapter 079, Volume 1.

THE FOLLOWING STEPS SHOULD BE TAKEN WHENEVER FLOODING OCCURS:

STEP ONE: CLOSE ALL OPENINGS TO PREVENT PROGRESSIVE FLOODING.

STEP TWO: ESTABLISH FLOODING BOUNDARIES AS CLOSE TO THE AREA OF

DAMAGE AS POSSIBLE.

STEP THREE: ASSESS THE SITUATION TO DETERMINE WHETHER STABILITY IS

CRITICAL BEFORE TAKING FURTHER ACTION.

STEP FOUR: REMOVE FLOODING WATER FROM THE CUTTER, IF POSSIBLE, EXCEPT THIS

PROCEDURE SHOULD BE HALTED IF THE REMOVAL RESULTS IN LENGTHENING

THE PERIOD OF ROLL OR A LARGER HEEL ANGLE.

STABILITY IS CRITICAL IF ANY OF THE FOLLOWING CONDITIONS EXIST:

• More than one main compartment is flooding.

• Cutter has an erratic and/or long roll period, and a tendency to hang at the end of the roll.

• High winds (in excess of 20 knots) and rough seas are prevailing.

• Cutter's KGv prior to damage exceeded the Limiting KGv from the diagram on page

13.

• The cutter's trim prior to damage exceeded either 1 foot by the bow or stern.

• The Main Deck is awash at any point.

IF STABILITY IS CRITICAL, the following action must be taken whether there is a list or not:

• Take all necessary action to ensure the safety of the crew. Make certain that personnel will not be trapped or otherwise injured by a sudden roll or capsize.

• Favor stability in handling the cutter. Steer into seas or heave to and avoid rolling as far as possible. Avoid radical maneuvering.

• Jettison topside weight. This is a slow and labor intensive operation, and the improvement gained will usually be small. Consider this in extreme conditions.
