About this file
This document appears to be a set of questions and answers related to various work items under a federal contract opportunity for the dry dock of the USCGC ROLLIN FRITCH.
The key details are as follows:
- The contract requires the preparation and preservation of various aluminum surfaces, including the 01 deck, which will be considered "critical-coated surfaces" requiring full containment and environmental controls. A contracted SSPC Level 3 QA inspector is required.
- For non-skid surfaces, a haze gray topcoat over a dark gray non-skid is acceptable.
- The contractor can estimate the quantity of fluids to be offloaded and restored based on the information provided in the specification package. Additional quantities can be submitted through a change request.
- Welding may be required for certain repairs, which the contractor will submit through a change request.
- Vinyl transition strips may be used instead of sewing carpet edges around hatches.
- The locations and sizes of the hatches requiring special edging are provided.
This document does not appear to contain the full Performance Work Statement or Statement of Objectives for the overall contract. It only addresses specific clarifications and responses to questions on certain work items.

Work Item 5 Q: Is there a specific tech rep that is required for this item? If so, please provide a contact.
A: There isn’t a specific tech rep that is needed to perform this work item if the contract knows/understands how to work the seal. The contractor just needs to provide proof that they have conducted work on a similar Wartsila seal; or be able to show that they are subbing to someone who has.
Work Item 11 Q: In line 3.1.7.1, it states Preparation of Aluminum surfaces by abrasive blasting. Is this for informational purposes of making sure that the correct abrasive material is used for the surface preparation or is the intent to abrasive blast the 01 deck?
A: Yes, it is for informational purposes to ensure the correct abrasive material is used, Ktr can reference Surface Forces Logistics Center Standard Specification 6310 appendix A4 for requirement on the preparation of surfaces.
Q: In line 3.2: Preservation requirements and particulars, says preserve all surfaces specified in Table 1 while conforming to the requirements specified in Table 2 below, and in accordance with all requirements in the SFLC STD SPEC 6310. Table 2 states, for Aluminum surfaces, to use Option 1 or Option II of the SFLC STD SPEC 6310. So will UHP SSPC WJ-2 be acceptable?
A: For option II SSPC WJ-2, UHP is acceptable so long as the surface meets the specification package requirements.
Q: Will the preservation of the decks be considered “Critical-coated surfaces” with full containment and environmental control equipment during the preservation and coating processes?
A: Yes, they will be considered “Critical-coated surfaces” in accordance with Surface Forces Logistics Center Standard Specification 0000. Reference 6310 pages 4-5 for the requirement of when containment and environmental controls are needed. This work item will require a contracted SSPC LVL 3 QA inspector, please reference Surface Forces Logistics Center Standard Specification 0000 page 10 for specific requirements.
Q: Table 2, line 2 calls for Haze Gray Non Skid. We cannot find any manufacturer that supplies Haze Gray skid, will Dark Gray skid with a haze gray topcoat suffice?
A: The Haze Gray is in reference to the topcoat of epoxy that is applied after the non-skid is place on the deck.
Work Item 14 Q: For estimating purposes, please provide a quantity of liquids being pumped off and disposed of and a quantity of liquids being pumped off/stored/pumped back on?
A: The contractor can estimate that the cutter will arrive with 5% of each tanks capacity and use the table on page 85 of the spec package to create a quote. The actual quantity won’t be known until the cutter arrives at the facility; at that time a CFR/CR can be submitted for the actual amount. Note 4 on page 87 states the restoration of fluids.
Q:Contractor requests the government provide the amount of fluid in each tank listed in Table 1 to be off-loaded to facilitate cleaning and inspection?
A: The contractor can estimate that the cutter will arrive with 5% of each tanks capacity and use the table on page 85 of the spec package to create a quote. The actual quantity won’t be known until the cutter arrives at the facility; at that time a CFR/CR can be submitted for the actual amount. Note 4 on page 87 states the restoration of fluids.
Work Item 20 Q: The Note in paragraph 3.2 indicates that any nick or gouge greater than 1/16" may require weld build up prior to filing smooth. If welding is required, it will be noted on the CFR. Will any welding be included in the Change Request?
A: Ktr will submit Change request if Ktr finds conditions where welding is required not previously specified in the specifications package.
Work Item 25 Q: Paragraph 3.2.4 Carpet Edging says, "all carpet edges that butt up against hatches shall have a sewn edge similar to the edge that surrounds the carpet attached directly to the hatch cover". Sewing of the edge or "Binding" as it is called will require additional time to dry fit the carpet, mark the hatch area and remove and transport to a facility with the equipment to bind the hatch perimeter in a large piece of fabric. The local deck companies do not complete these types of finishes. Will the government entertain the use of vinyl or metal floor transition strips to secure the carpet around the hatch?
A: The use of vinyl in place of sewing carpet edges that butt up against hatches will be acceptable but only for Carpet edges that butt up against hatches NOT for the carpet attached directly to the hatch cover.
Q: Reference 154 WPC 634-301. Rebv B, Deck Covering Schedule does not indicate the sizes and location of the hatches in the deck which will require special edging. Please provide a list of hatches, their locations and sizes.
A: location of hatches: location 2-23-2-L linear length: 140 inches, location: 2-21-2-L linear length: 167 inches, location: 2-17-2-L linear length 134 inches, location: 2-20-1-L linear length: 162 in, location: 2-17-1-L linear length: 76 inches, location: 2-15-1-L linear length: 48 inches , location: 2-15-2-L linear length: 158 inches
