Work Item 5 Q: Drawing 154 WPC 562-201, Rev A Rudder Details indicates that the rudder voids have been costed with Rust-Preventive Compound. Does the government require the rudders to be steam cleaned prior to pressure testing?

A: The rudder voids do not need to be steam cleaned prior to pressure testing, Ktr can reference Surface Logistics Center Standard Specification 0740 for pressure testing requirements.

Work Item 8 Q: To determine if overhauling or renewal of the valves will be more economical for the government, please provide the manufacturer of the installed valves to get a quote for the overhaul kits.

A: The manufacture of the valves may vary, recommend Ktr obtains quotes that meet valve specifications for overhaul or replacement. Paragraph 1.1 states overhaul or renew, referencing paragraph 3.1.5 “Assume all above-listed valves (paragraphs 1.1.1 and 1.1.2) have a bronze housing and flanged connection.”

Q: Reference 256-301 has a list of the equipment parts. In the item it calls out for four (4) Miller-Leaman strainers and in the equipment parts list there are two different Miller-Leaman strainers with different MFG numbers. Each of those strainers state that there are only one (1) for a total of two (2) but the item calls out for four (4). Please provide which Miller-Leaman strainers are to be overhauled or renewed and the quantity.

A: The Miller Leanman strainer reference in 256-301 are the same once referenced in paragraph 1.1.2, as there are two different Miller Leanman strainer assemblies each with 2 cylinder basket containers for a total of four cylinder basket (referenced in paragraph 1.1.2) and two assemblies (reference in 256-301). Both assemblies of Miller Leanman strainers are to be overhaul in accordance with specifications.

Q: Reference 256-301 has a list of the equipment parts. In the item it calls out for one (1) Kraissl (Model 72-36) 1.25” strainer but the equipment parts list does not list that strainer or a description of strainer for the manufacturer. Please advise that this strainer is correct.

A: The strainer in the items is the correct strainer, Kraissl (Model 72-36).

Work Item 11 Q: Paragraph 1.1, Table 1 indicates that "All Deck Machinery" is to be partially preserved. Paragraph 3.2, Table 2 directs the contractor to "Prepare and coat previously coated surfaces of all deck machinery." It directs the contractor to complete preservation in accordance with SFLC STD SPEC 6310, Appendix A, Machinery, Deck Option I or Option II. This abrasive blasts the machinery to SSPC SP-10. This contradicts the statement that deck machinery is to be "Partially" preserved, please clarify the government's intent.

A: Ktr will preserve "All deck Machinery" that was approved via CR after inspection.

Work Item 14 Q: Contractor requests the government provide the amount of fluid in each tank listed in Table 1 to be off-loaded to facilitate cleaning and inspection.

A: The contractor can estimate that the cutter will arrive with 5% of each tanks capacity and use the table on page 85 of the spec package to create a quote. The actual quantity won’t be known until the cutter arrives at the facility; at that time a CFR/CR can be submitted for the actual amount.

Work Item 15 Q: Temporary Services. Provide Cutter states in paragraph 3.4 “The Contractor must provide two connex boxes and EKMS storage.” Please provide details on what storage is needed for EKMS?

A: Ktr will provide connex boxes that meet Surface Forces Logistics Center Standard Specification 8635, for cutter to store equipment. For bidding purpose EKMS storage will not be needed.

Work Item 20 Q: Please provide further information in para 3.3.1 for SDMP# 2023004 – such as the length of cracks and quantity.

A: There is one crack that is patched with Belzona that is approximately 16 inch in length.

Work Item 25 Q: The Standard Specification referenced in this work item are dates 2020 vice 2022. Please update the item to reflect the correct version of the Standard Specification.

A: For all specification work purposes please use the 2022 version of the two specifications.

Amendment 1 Q: The government released Amendment 001 which changed the site visit date to 11/21/24 and the bid date to 11/22/24. Typically, a site visit will generate additional questions. The contractor requests that the bid date be moved to 12/2/24 due to the lack of time to generate any questions that may arrive and the Thanksgiving holiday.

A: The closing date will be moved to 12/2/2024 due to the Ship’s availability and the Thanksgiving holiday.
