Contractor Ques�on/Answers Benjamin Botoms Drydock Repairs
1. Will the Government accept work for this specifica�on to be performed at the awarded Contractor’s facility?
Response: This work is to be completed at the Contractor’s facility.
2. Will the Government extend the deadline for ship checks to April 30?
Response: yes
3. Will the Government consider an extension for bid submital to May 15 to allow for ship checks, review of reference and responses to Contractor requests for clarifica�on?
Response: no
4. Will the Government provide a deadline extension of an addi�onal 2 weeks to submit ques�ons?
Response: no
5. Contractor’s facility has an approach of 15’ at 0 �de. To meet the requirement of 18’ on approach, the vessel would have to be scheduled to arrive on a minimum of +3 �de, is this acceptable to the
Government?

6. Will the Government make specifica�on references available to Contractors?
Response: -The contractor must submit a request for references to the Contract specialist and Contrac�ng Officer
7. Under the Guarantee sec�on D (1) the statement is as follows: Contrac�ng Officer determines it is not prac�cable or is otherwise not advisable to return the vessel(s) to the Contractor, or the Contractor fails to proceed with the repairs promptly, the Contrac�ng Officer may direct that the repairs be performed elsewhere, at the Contractor's expense. Will the Government consider revising it to the following:
Contrac�ng Officer in agreeance with the Contractor determines it is not prac�cable or is otherwise not advisable to return the vessel(s) to the Contractor, or the Contractor fails to proceed with the repairs promptly, the Contrac�ng Officer may direct that the repairs be performed elsewhere in a mutually agreed upon loca�on, at the Contractor's expense.
Response: No, the terms of condi�ons will not be changed
8. What is the Governments defini�on of “maintain” in respect to the an�foul/ICCP on the cri�cal items list?
Response: Maintain is part of the ICCP work item �tle; and maintain is defined in the Manufacture Tech Pub listed in Sec�on 2 References in the work item.
9. Contract (ac) Change Order Growth Work, Page 36: Instead of an itemized list of consumables, will the Government agree to a fixed rate per labor hour based on historical data for cost jus�fica�on?
Response: -All Change Request(CR’s) need a price breakdown for parts, labor(sub contractor) and shipping. This includes the composite labor rate for labor being claimed on a CR. An itemized list of consumables must be provided when claimed on Change requests.
10. Please confirm, if awarded, that the en�re work package will be executed. Some work items are linked through processes, and one cannot be completed without the other occurring.
Response: All work items in the specifica�on are Definite Work Items; and will be ac�vated by the KS at �me of award. Op�onal items will be ac�vated by change request.
11. Work Item 3 and 8: Work Item 3 requires any disrup�on in climate control to be addressed in the cleaning plan. However, Work Item 8 states that temporary HVAC is not required during the �me the system is down for duct cleaning. Please clarify the conflic�ng statements.
Response: Historically these work items are completed when the cuter is up on the dry dock blocks where no personnel live onboard. If the contractor plans to conduct this work item at the pier; then temporary HVAC will need to be provided.
12. Work Item 9 - 3.3.2: States that Stave wear greater than 0.025 must be renewed. Since the wear amount will not be known un�l inspec�on should the renewal be priced into the original submital, or will this be accomplished through an addi�onal work order upon results of inspec�on?
Response: Para 3.3.2 Bearing Inspec�on; is a sub paragraph of 3.3 Sha� Remove/Reinstall. Stave bearings can be measured prior to the removal of the propulsion sha�s as per the requirements.
Contractor will need to submit a Change Request based off CIR requirements if stave bearing measurements are out of tolerance.
13. Work Item 10: The note “3.3 sub paragraphs are describing requirements for performing condi�onal tasks that may be ini�ated by change request/modifica�on pending inspec�ons.” 3.3 sub paragraphs refer to the inspec�on/mechanical cleaning of piping adjacent to all 10” valves and strainers along with the replacement of 6” of 2.5” 70-30 CUNI and 10” of 1.5” 70-30 CUNI. Please confirm that this note indicates that this work should not be priced into the work item 10 bid submital pricing. In other words, it is to be priced as an addi�onal work order later if required.
Response: This ques�on combines two different paragraphs.
1. As per the requirements remove the 10” valves and inspec�on piping for growth, fouling and corrosion and submit CFR/CR for removing growth inside of piping.
2. The replacement of 6” of 2.5” 70-30 CUNI and 10” of 1.5” 70-30 CUNI is known repairs that are needed.
14. Work Item 10 - 3.4: This passage implies that the following sub paragraphs of 3.4 are statements that only apply to growth work and do not apply to ini�al submital scope. Is this a correct interpreta�on or should the sub paragraph requirement be applied to all other work in work item 10?
Response: Para 3.4 is requirements for CFR/CR base addi�onal work found during the inspec�on of the piping. (Intent is to cover any CFR/CR based work found during the arrival inspec�on/opera�onal test)
15. Can the Government provide an itemized Bill of Materials for the valves in Work Item 10 that includes valve informa�on and part numbers?
Response: Contractor can find itemized bill of materials in the CG Reference/CG Drawing listed in sec�on 2 of the work item reference(s) for valves listed in Table in para 1.1.1.
16. For Work Item 13 does the Government have a preferred vendor/tech rep for oversight of work on
Schotel components.
Response: Para 3.1.2 Tech Rep. Qualifica�ons for performing bow thruster maintenance and repairs. If requested by the KO, submit evidence that one or more on-site technicians has successfully overhauled, renewed, or repaired the Schotel Transverse Thruster equipment/system, or a similar model of bow thruster manufactured by the same company, and further describe all knowledge, experience, and training contribu�ng to being qualified to disassemble/reassemble the bow thruster
17. Work Item 14: Can the Government provide a descrip�on of what “adequate” support of the stern door entails. A drawing or further descrip�on of expecta�ons would be helpful.
Response: As per WARNING note in para 3.2.1 Opera�onal test. Pg 87 of specifica�on
18. As references have not been provided, can the Government confirm that one of the designated blocking plans allows for the 5’ height that is required to remove the rudders?
Response: References are available upon request
19. Does the Government’s blocking plan provide details of the block specifica�ons?
Response: The contractor must use their own blocking plan.
20. Work Item 20 – 3.2.3 refers to a separate work item. Is the pricing for this requirement to be applied to both work item 20 and work item 22?
Response: AS per para. 3.2.3 pg 123. Provide pricing for those tasks with the corresponding CLIN of the same �tle(Seat Trial Performance).
21. Work Item 21 includes a temporary services item for Hazardous Material, is disposal of the hazardous material intended to be built into the submital or can this be billed through an addi�onal work order as found? Table 2 and 3 provide some criteria but depending on tank loads during arrival the disposal could vary.
Response: Yes, disposal for hazardous material shall be built into the submital.
22. Work Item 22: If the marina depth is not suitable for the cuter and it needs to move to the closest

dock for dock side trials will the Government coordinate the movement and berth? When moving dockside will the cuter need to be under the care of a tug?
Response: Safe naviga�onal depth is 18 feet. Contractor shall coordinate the movement of the cuter around the shipyard; to include a tug when dry- docking the cuter.
23. Work Item 23 – 3.3: This item is broad, can the areas that this applied to be defined?
Response: 3.3 Touch-Preserva�on Requirements. Reference SFLC Standard Spec 6310 touch up requirements for ANY disturbed interior or exterior surfaces to match exis�ng adjacent surfaces, in accordance with SFLC Std Spec 6310, Appendix A (Cuter and Boat Exterior Pain�ng Systems) or Appendix B (Cuter and Boat Interior Pain�ng Systems).
24. Bid Pricing Sheet – “Foreseeable Costs”: Current GSA rates are posted through Sept 2024. However, the period of performance is for Nov-Dec 2024. Should Contractor’s use the rates posted under October and November 2023 to complete the worksheet?
Response: The Contractor must use the updated rates available
25. Bid Pricing Sheet – “Foreseeable Costs”: Under Family Separa�on Allowances, the comment conflicts with the sub�tle. Are Contractors who are >50 miles from Homeport supposed to complete this sec�on?
If so, how many personnel should be assumed?
Response: Yes, and the number of personnel is listed in the foreseeable cost sec�on of the solicita�on
26. Will the Government accept a payment schedule proposed by the Contractor based on performance milestones? Will that be nego�ated before, upon or a�er award?
Response: Contractors normally bill by progress invoices based on what work has been completed, which are processed when they are received
