AMENDMENT 0001
Response to Questions/Requests for Clarification:
Offeror Question:
It would be beneficial and present a project cost savings for the USCG to provide the following kits from Stock. If these kits are not available in CG Parts other options should be considered. Offeror will provide a parts list showing current stocking levels in both USA & Germany. Because the cost of new parts can greatly increase project costs, removing items from the depot spares in Brownstown, Michigan should be considered as a cost savings option. If the depot spares are to be considered for parts removal the work can either be completed in Michigan or by shipment of one or two engines to
Alameda, CA. If the parts are not available from the offeror in time to complete the required services, the depot spares should be considered as the only option available. The offeror will provide parts quote outlining cost and availability of all items needed.
A table has been provided below of the “mtu kits” and individual parts the offeror recommends the USCG check stock for.
Cylinder Head Replacement Kit:
Part number listed is incorrect for the newest kit number containing the newest design cylinder head.
Correct PN: 584‐CYL‐HD‐RPLM‐3
Cylinder Liner Kit:
This kit is incorrect. Both MPDE’s currently have Stage “2‐0” Liners installed. Upon engine disassembly it will be determined if “2‐0” liners can be reinstalled/reused, or the crankcases will have to be machined for “3‐0” cylinder liners. The offeror recommends USCG check CG parts for PN 5840113010 quantity 40. Part number 58401300001 if for a “3‐0” cylinder Liner.
USCG should check CG parts as provide if stocking levels permit.

Other GFE Items:
Gearcase Assembly:
The offeror currently has one complete MPDE gearcase assembly for shipment in the Alameda Workshop. This gearcase should be utilized the #2 MPDE engine. This will save significant time in overhauling during the Period of Performance.
Oil Coolers:
The offeror currently has two (Left & Right) oil cooler assemblies in the Charleson, SC workshop. These coolers have been recently rebuilt and tested. It would be beneficial to use these coolers on one MPDE for this project. Present a cost/time/part procurement savings for the USCG.
Depot Spares Additional:
If the depot spares MPDE’s are to be utilized it would be recommended to use components off the engines as bulk exchange components. E.g. Exhaust manifold complete assembly (complete with pipes, flanges, plugs, etc... versus building a empty spare or requalifying removed component)
A plan should be considered and quoted if the USCG requests this to be completed.
Coast Guard Response:
The Cylinder Head replacement kit was ordered with the correct PN. Below is what Coast Guard has in stock. The items with N listed next to them supply doesn’t have and likely won’t be able to get.

For the Cylinder Liners‐RFC states kit is incorrect.
Is Kit incorrect only because of the 2.0 Liners?
Coast Guard has sufficient stock of 2.0 Liners PN: 5840113010 NIIN: 123600710 (78) The 2.0 liners are already being provided for GFE.
Coast Guard has sufficient stock of 3.0 Liners PN: 5840130001 NIIN: 016804011 (160) Coast Guard will attempt to earmark them for quicker shipment if need be.

Gearcase Assembly: The gearcase is not listed as GFE, so the expectation would be for the offeror to provide either a means for overhaul/replacement if overhaul is not feasible. Time/cost will be weighed to determine the best option.
Oil Coolers: Same Comment as above.
Depot Spare Additional: The recommendation makes sense, cost/time will need to be weighed. Is getting a plan/quote for this prior to award allowed.
All items listed with a Y Coast Guard will get on order.
