Instructions for items other than those that are self-explanatory, are as follows:
Item 1 (Contract ID Code). Insert the contract type identification code that appears in the title block of the contract being modified.

For a solicitation amendment, change order, or administrative change, the effective date shall be the issue date of the amendment, change order, or administrative change.
For a supplemental agreement, the effective date shall be the date agreed to by the contracting parties.
For a modification issued as an initial or confirming notice of termination for the convenience of the Government, the effective date and the modification number of the confirming notice shall be the same as the effective date and modification number of the initial notice.
For a modification converting a termination for default to a termination for the convenience of the Government, the effective date shall be the same as the effective date of the termination for default.

USCGC BEAR FY24 DS2/AA Offeror’s Questions and Responses
Question 1: WI 19 Table 2, Task 13 - Commissary Hoist, Inspect and Service: For bidding purposes, please advise of the quantity needed to meet the requirement, material requirements, material type, and size and thickness for the friction discs to be renewed. Also, please provide a fab drawing for the friction discs to meet the requirements.
Response: Per TP 2721 SWBS 572 Section A, the electric brake is a Stearns 55,500 series, 15 ft-lbs. For this model and configuration, there are 2 friction discs. Approximate dimensions are 5” OD, 3/16” thick. Fab drawing and material specs are not available. Stearns part number 5-66-8452-00 or equal.
Question 2: WI 19 Table 2, Task 29 - Commissary Hoist, Inspect and Service: For bidding purposes, please advise of the material requirements, material type, and length for the wire rope assembly to be renewed.
Response: Wire rope is 3/8” 6x37 IWRC improved plow steel, RR-W-410 Type 1 Class 3, uncoated (i.e. non-galvanized), minimum breaking strength 12,400 lbs. For bidding purposes, estimate 65 ft length. Actual length must be templated from the existing wire rope.
Question 3: WI 21 Table One, Task 4 - Anchor Windlass, Overhaul: For bidding purposes, please advise of the quantity of new gear case oil needed to meet the requirement.
Response: The main gearbox has a capacity of 40 gallons, the speed Reducer has a capacity of 12 gallons, and the miter gearbox has a capacity of 1 gallon. For bidding purposes, 53 gallons of 80W-90 gear oil should be used for each windlass
(106 gallons total).
Question 4: WI 21 Table One, Task 7 - Anchor Windlass, Overhaul: For bidding purposes, please advise of the material requirements, material type, and size and thickness for the friction discs to be renewed. Also, please provide a fab drawing for the friction discs to meet the requirements.
Response: Per TP 2721 SWBS 581 Section A, the electric brake is a Stearns 82,000-2 series, 175 ft-lbs. For this model and configuration, there are 2 friction discs (quantity is per windlass, total of 4 friction discs required for the Work Item).
Approximate dimensions are 10” OD, 3/8” thick. Fab drawing and material specs are not available. Stearns part number
5-66-8420-00 or equal.
Question 5: WI 21 Table One, Task 12 - Anchor Windlass, Overhaul: For bidding purposes, please advise of the quantity needed to meet the requirement, material requirements, material type, and size and thickness for the bearings to be renewed. Also, please provide a fab drawing for the bearings to meet the requirements.
Response: Using USCG Drawing 901 WMEC 581-004 as reference:
- PC# 29: 6 bushings, OILITE PN# AA 2501-1 o Dimensions: 2.003” ID, 2.503” OD, 1.5” length o Material: oil impregnated bronze
- PC# 55: 2 bearings, TIMKEN PN 82576/82950 o Dimensions: 5.75” bore, 9.5” cup OD, 2.23” cone width, 1.75 in cup width. 2.25 in bearing width o Cage material: stamped steel
- PC# 56: 2 bearings, TIMKEN PN LM522546/LM522510 o Dimensions: 4.25” bore, 6.2987” cup OD, 1.375” cone width, 1.0625 in cup width. 1.375 in bearing width o Cage material: stamped steel
- PC# 133: 1 bearing, SKF PN 23126 o Dimensions: 5.12” ID, 8.27” OD, 2.52” width o Cage material: bearing steel

Question 6: WI 21 Table One, Task 17 - Anchor Windlass, Overhaul: For bidding purposes, please advise of the quantity needed to meet the requirement, material requirements, material type, and size and thickness for the wildcat bushings to be renewed. Also, please provide a fab drawing for the wildcat bushings to meet the requirements.
Response: Using USCG Drawing 901 WMEC 581-004 as reference:
- PC# 24: 1 bushing, wildcat PN# C-75672 o Dimensions: 6.004/6.003” OD, 5.011/5.013” ID, 5” length.
o Material: bronze
- 1 wildcat bushing per windlass (2 total).
- Fabrication drawings are not available. Recommend contractor use existing bushing as a template for measurements.
New bushing will be manufactured IAW instructions provided in WI 21, Table 1, Task 17.
Question 7: Work items 1, 2, describe in their respective paragraph 3.6 a requirement for KTR to renew damaged or non-monel nuts, and also a requirement to renew all hardware. Will USG clarify the KTR requirements for hardware renewal in these paragraphs?
Response: Replace all fasteners (e.g. nuts, bolts, washers, nylocks, etc.) with new hardware.
Question 8: Work item 5 describes in paragraph 3.7.2 a requirement for KTR to renew all Nylock hex nuts, and a requirement for KTR to renew all fasteners. Will USG clarify the KTR requirements for hardware renewal in these paragraphs?
Response: Replace all fasteners (e.g. nuts, bolts, washers, nylocks, etc.) removed with new hardware.
