Technical Approach Submit a brief overview planning document using any means (computer generated, hand written, etc.) that outlines the strategy for ensuring that this requirement is completed on or before the contract completion date. The planning document shall include at least:
1) Proposed schedule, resources, completion-dates, float, and major milestones for the various tasks required to complete this contract and
2) Identify a list of items that may pose the most contract schedule risk and approach to mitigate or eliminate each risk.
3) Capture schedule coordination with USCG-hired contractors to provide access in order to perform the work outlined in General Requirements, Paragraph 1.2.
NOTE: Negative responses are required for any items listed above that the contractor does not identify (i.e. schedule risk).
Coatings Certification Requirements Submit a description of how you intend to meet SFLC Standard Specification 0000 coatings QC/QA requirements for this contract. This plan must include the names of any subcontractors and resumes for any proposed QP1 certified painters and/or independent NACE CIP Level 3 inspectors.
Sewage and Grey Water System Cleaning Procedures
Submit a description of the methods that will be employed to clean the sewage and grey water system piping and tanks (e.g. chemical cleaning, pressure washing, etc.) and if applicable, a description of the subcontracting plan.
Watertight Closure Assessment Qualification
Requirements Submit documentation describing prior experience with repairing and/or grooming watertight hull fittings to include doors, hatches and scuttles, both individually dogged and quick-acting styles. Describe frequently used techniques for alignment and establishing a watertight seal.
Thermographic Inspection
Certifications/Qualifications Submit documentation indicating that an employee or subcontractor performing the work possesses a current "ANSI/ASNT LEVEL I certification (or higher) meeting SNT-TC-1A:
Personnel Qualification and Certification in Nondestructive Testing", and/or any other relevant job experience or skills that indicate adequate qualifications for performing the work.

MTU Engine Maintenance Qualification Requirements
Submit the name and resume of at least one on-site employee or subcontractor serving at the technical representative. The technical representative shall have QL3 training certification and experience with MTU marine engine documented on their resume. In addition, submit documentation that one MTU 1B dongle for the MTU 20V4000 engines is in your legal possession.
MTU 20V4000 Maintenance Experience Submit documentation of prior experience performing major MTU 20V4000 maintenance such as successfully completing one, or more, similar contracts/projects.
Welding Certifications/Procedures Submit welding documentation (e.g. WPSs, welder certs, etc.) in accordance with SFLC Standard Specification 0740, specific to your internal or subcontracted staff for the weld joints that will be installed.
Fire Safety Plan Submit a brief description of how you intend to meet Fire Detection/Alarm/Response requirements outlined in SFLC STD SPEC 5550 and para 3.1.1.3 of the General Requirements Work Item. At a minimum address the following:
• What temporary measures will be taken (e.g.
temp installation of a contractor-furnished and owned systems, hook up of temp external power to the vessel’s installed systems, etc.) to supplement any loss of the vessel’s fire detection/alarm, fire-fighting, and shipboard lighting and communication systems.
• Who will fight a fire on the vessel, and how will they will be notified of a fire.
• Given the scope of work, what are the anticipated breaches of the cutter’s Fire Protection Boundaries (e.g. hull access cuts needed, hull fittings that will be impacted by vessel work, etc.).
• How will the risk caused by the anticipated breaches be mitigated (e.g. removal of cables/hoses/etc. at the end of each work day or installation of quick disconnects, installation of temporary fire curtains, etc.).
