A00002 – Question Responses

Contractor A - Questions Answered in Amendment A00001

Contractor B

1. Questions from Contractor B

1.1. Item O-10

1.1.1. Spec calls for a designated shaft, spread sheet shows 2 each

1.1.2. Confirm USCG needs to extend for 2

1.2. Item O-11

1.2.1. Spec calls for propulsion system alignment, spread sheet shows 2 each

1.2.2. Normally USCG calls this as 1 job

1.2.3. Confirm USCG needs to extend for 2

1.3. Item O-27

1.3.1. Spec calls for a designated shaft, spread sheet shows 2 each

1.3.2. In paragraph 1.2, materials OFM are for ONLY one shaft

1.3.3. Confirm USCG needs to extend for 2

2. Answer to Contractor B

2.1. Item O-10, O-11, and O-27 should be treated as each, not job. Therefore, please provide the amount that it will cost to perform the said work item on “one” shaft. The quantity two will then capture both shafts. Same for the propulsion system alignment, and shaft straightening. If the easiest way to do this is to quote the entire job, then divide the number in two, that is alright.

Contractor C Questions

1. Questions from Contractor C

1.1. Information for Para. 1.2 on D-007 & D-008 are the same. Is the Propeller Shaft Assembly referred to both Propeller Tail Shaft & Intermediate Shaft?

1.2. Please Clarify the Valve Lists in 1.1.1 & 1.1.2 are current since the developer note in Para. 1.1.1 read “ The following tables do not apply to ACTIVE. See separate entry specific to ACTIVE (REC file code 210A.618)”

1.3. D-024 Para. 3.5.2.1 indicates a full (100%) preservation is required. D-002 UW Body, Preserve (100%) Para.1.1 Note 2 reads - U/W body surfaces are as defined in 4.1 (Definitions) and exclude areas covered by docking blocks, unless the vessel is fleeted for the express purpose of preserving blocked areas. D-024 Para. 3.8 reads – “Fleeting – Not Required” Please Clarify /Confirm Intent to Preserve 100% UW Hull excluding Areas in way of Docking Blocks, and Fleeting is not required?

1.4. Para 3.2 of Work Item reference Para. 3.3 for Surface Preservation. However, there is no additional information for Surface Preservation in Para. 3.3. Please clarify.

1.5. Para 3.1.4.2 of Work Item reference Para. 4.1 for Tank Content Restoration. However, there is no additional information for Tank Content Restoration in Para. 4.1 Please clarify.

2. Answer to Contractor C

2.1. Work item 7 refers to the tail shafts. Work item 8 refers to the intermediate tail shaft. So yes, both tail shaft and intermediate shaft are referred to.

2.2. ACTIVE is a cutter. These tables are correct for the specified cutter, VIGILANT.

2.3. Correct, no fleeting will be required. 100% U/W body preserve with the exception of those areas covered by blocks.

2.4. Pelase refer to Appendix A-10 of SFLC Std Spec 0000, 2020.

https://www.dcms.uscg.mil/Portals/10/CG-4/documents/SFLC/StandardSpec2020/SFLC-Std- Spec-0000-(2020).pdf

2.5. There will be no additional requirements as outlined by section 4.1 (because it does not exist).

Typically here, if fluid is retained it will be specified, however the fluid will be disposed.

3. Please provide the following references identified by 618WMEC 521-003: Reference No 1, Diag Firemain, Sprinkling & Washdown, 618WMEC-521-001 Reference No 2, Arr. Firremain, Sprinkling & Washdown, Mn Dk & Abv., 618WMEC-521-002 Reference No 3, Details Firemain System, 618WMEC-521-004 Please provide copy of all Bill of Materials references identified on these drawings.

1.7. It is unclear if the existing sea valves on board the vessel are in accordance with reference 521- 003, reference no. 7, Bill of Materials BM No. 9. BM No 9 identifies valves to be bronze with monel stem, trim, disc, and seat inserts. (A) Are all sea valves identified on BM No. 9 required to be of the material type listed in the description column of BM No. 9? (B) Are all sea valves identified on other Bill of Materials, which have been requested by other bid questions, required to be of the material type listed in the description column of each requested Bill of Materials? (C) Are sea valves with bronze body and bronze trim allowed to be substituted for sea valves with bronze body and monel trim?

1.8. Item 16; Controllable Pitch Propeller (CPP) System, Inspect and Service. Are all components identified in paragraph 3.2.4.1 included in the Servo Box seal kit listed in paragraph 1.2? If not, which components identified in paragraph 3.2.4.1 are not included in the seal kit?

1.9. Item 17; Controllable Pitch Propeller (CPP) Hubs, Remove, Inspect and Reinstall. Are all blade seals, O-rings, springs, and fasteners identified for renewal in paragraph 3.3.3 included in the Hub Installation Kit or Hub Repair Kit listed in paragraph 1.2? If not, which components identified in paragraph 3.3.3 are not included in the government furnished kit?

2. Answer to Contractor D

2.1. MSD Bilge Preservation – Bilge plating requiring renewal is not below the lead – no lead should have to be moved to execute the work item as written – only reason lead would possibly be moved/shifted etc. is if the side scan reveals it, which will be documented in CFR, etc. and would of course require contract change to execute etc.

2.2. Sea Valves and Materials – No sea water valves have been renewed since the last drydock and I have no reason to believe that the valves onboard are any other material other than what is required per Bill of Material 9. As to whether valves of a different material can be re-installed, that should be a question for the SES section and then result in a Configuration/Drawing change across the fleet to authorize the deviation – Absent their guidance, the cutter wants and will only accept exactly what is called out in the drawing/bill of materials.

2.3. Provided upon direct request - Bill of Materials BM-14 of drawing 618WMEC 529-002 for material identification

2.4. Provided upon direct request – Bill of Materials BM-61 of drawing 618WMEC 535-002 for material identification

2.5. Provided upon direct request – Reference No 1, Diag Firemain, Sprinkling & Washdown, 618WMEC-521-001 Reference No 2, Arr. Firremain, Sprinkling & Washdown, Mn Dk & Abv., 618WMEC-521-002 Reference No 3, Details Firemain System, 618WMEC-521-004 Please provide copy of all Bill of Materials references identified on these drawings

2.6. Provided upon direct request – Bill of Materials BM No 311 and Doppler Log Sea Valve Vent installation, 618WMEC 506-003 for material identification

2.7. Provided upon direct request – Bill of Materials BM No. 9. BM No 9 identifies valves to be bronze with monel stem, trim, disc, and seat inserts

2.8. Yes, all material included

2.9. Yes, all material included.
