Question No. 001

CUTTER & HULL Number: USCGC BEAR WMEC-901

RFQ Number: 70Z08018QP45H8200

SOLICITATION SECTION: PARA NO.

DEFINITE/OPTIONAL ITEM NO. D-008 PARA NO. 3.2.6

TITLE:

Anchor Chain(s) and Ground Tackle, Inspect and Repair

QUESTION:

Paragraph 3.2.6.1 and 3.2.6.2 direct the contractor to, “perform solvent cleaning of all surfaces, specified to be coated (see below)” and “Coat the anchor and all shots of chain White”. Work Item 9: Anchor(s), Preserve contradicts the preparation and preservation requirements of Work Item 8. Which procedure shall the contractor follow to prepare and preserve the anchor(s)?

ANSWER:

Both Work Item 008 and Work Item 009 list the surface preparation requirements of Standard Specification

6310 without contradiction. Contractor shall ensure proper "anchoring profile" has been attained on surfaces to be painted in accordance with the Standard Specification. Then perform Solvent cleaning of

ALL surfaces prior to application of coating system.

Tanks (Potable Water), Preserve - Partial

Paragraph 3.3 directs the contractor to, “Power tool clean all affected surfaces to “bare metal”, in lieu of using abrasive blasting; and feather edges of existing intact coating to the prepared areas”. The contractor cannot “power tool clean to bare metal all affected areas” (which is not defined) and then feather those areas into intact coating. The contractor requests that the government define, for bidding purposes, the percentage of the tank interior area that needs to be power tool cleaned to bare metal and feathered into the intact coating system.

In Work Item 012 "All affected surfaces" is defined as 25% of the total tank surface or less. This is a

"Preserve Partial" work item. The Coast Guard COR will define "All affected surfaces", generally, this will be in small areas where existing tank coating has failed, not to exceed 25% of the total tank interior surfaces.

Question No. 003

DEFINITE/OPTIONAL ITEM NO. D-011 PARA NO. 3.5.6

Grey Water Piping, Clean and Flush

Paragraph 3.5.6 says, “In the event that hydro-blasting alone does not clean piping to required conditions, Contractor shall use chemical cleaning methods”. The contractor has no way of knowing if hydro-blasting alone will be sufficient to clean the piping. If chemical cleaning is required, will the government issue a

Change Order to pay for the chemical cleaning and disposal of additional waste water?

Any extraordinary methods necessary to conduct the work item shall be handled through the Change Order

Process and initiated by the Contractor issuing a Condition Found Report.
