Quote Presentation
The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The quote should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the Offeror's quote.
The Offeror shall make a clear statement in the quote documentation that the quote can be considered valid for sixty (60) calendar days. In compliance with FAR Subpart 4.8 (Contract Files), the Government will retain one copy of all unsuccessful quotes.
Time, Date, Place and Submission of Quotes
SUBMISSION DELIVERY: Offerors shall submit their quote via email to the Contracting Officer and Contract Specialist as follows:
Quotes are due no later than September 6, 2018 at 2:00 PM EDT.
QUOTE SUBMISSION - Offerors assume the full responsibility of ensuring that quotes are received by the Contracting Officer at the place and by the date and time specified above. If the Contracting Officer or his/her appointed alternate does not receive the quote by the specified due date and time, the quote will be deemed untimely and it may not be evaluated or considered for award.
Quote Revisions
It is the intent of the Government to award without exchanges. However, should the Government determine that exchanges are necessary; the Contracting Officer will provide quote revision instructions to the Offerors as required.
Non-Government Personnel Participation
Offerors are hereby notified that the USCG may utilize contractor support personnel from Business Strategy Consultants LLC (prime) located in Largo, MD and MAIC in Waldorf, MD (subcontractor) to assist the Government in administering the acquisition and handling of quotes. All non-government personnel and their corporations have signed, or will sign before the evaluation process begins, NDA and NCI statements. The exclusive responsibility for source selection remains with the USCG. If the Offerors have additional concerns, contact the contracting officer in advance of submitting quotes.
