Scope of Work
Complete Hazardous, Universal, Regulated, and Non-Regulated Waste Disposal Services

C.G. Base Cape Cod Hazardous Waste Disposal Contract
Scope of Work FY19 – FY23
1.0 INTRODUCTION
The U. S. Coast Guard Base Cape Cod (BCC) seeks contractor support for disposal of industrial and non-industrial wastes generated on the facility located in Buzzards Bay, MA. The disposal service provided shall be compliant with requirements the Resource Conservation Recovery Act (RCRA), Hazardous Waste Code of Federal Regulations 40 parts 262-286 (40 CFR 262-268), Transportation of Hazardous Materials 49 CFR 171-177, and Code of Massachusetts Regulation 310 part 30.00 (310 CMR 30.00).
2.0 BACKGROUND
BCC provides the support service mission of hazardous waste management to several tenant commands. BCC maintains a number of industrial facilities that generate hazardous waste, to include: three aircraft hangars, ground support and boat maintenance facilities, and a paint booth. Additionally, BCC operates a large military family housing and community support area, which can generate hazardous waste. BCC has classification of a Large Quantity Generator (LQG) of hazardous waste and a Small Quantity Generator (SQG) of waste oil; however, the generator status is subject to change upon changes in processes.
3.0 PERIOD OF PERFORMACE
The period of performance is the Base Bid Federal Fiscal Year 2019 (FY19).
4.0 SCOPE OF WORK
The contractor shall provide labor, materials, equipment, transportation, documentation, and all other means necessary to provide compliant hazardous waste disposal service. Enclosure (1) provides the annual estimation of waste streams, which includes hazardous, universal, regulated and non-regulated wastes. The requirements of the contract are consistent through the Base Bid and Options 1 – 4. The sub-sections below describe the work required by this contract.
4.1 Waste Inventory. Inventory all wastes offered for disposal prior to every shipment to a Treatment Storage Disposal Transfer (TSDF). Typically, BCC coordinates waste characterization analysis although the contractor shall be able to provide waste characterization upon request.
4.2 Documentation. The contractor shall provide Shipment Inventory including itemization within loose packs, Waste Characterization Profiles, waste analysis upon request, Lands Disposal Restrictions (LDR), Hazardous Waste Manifests, Bill of Lading, and recycler’s operating permits. Prior to shipment, the contractor shall provide to the COR for approval a written summary of the ultimate waste disposal method or facility used for each type of waste offered for disposal.
4.2.1 No later than close of business on October 31st, the contractor shall provide an annual summary report of the preceding fiscal year. The summary report shall include dates of shipments, total quantities per waste stream shipped, EPA/DEP waste codes, waste descriptions with each receiving facility’s EPA number and off-site management method codes.
4.3 Packaging and Transport. The contractor shall package and accurately label waste for shipping in accordance with Federal and Massachusetts regulations listed in Section 1.0. The contractor shall provide replacement DOT approved accumulation and shipping containers in “as new” condition at fair market value upon request. Enclosure (2) provides the annual estimate for replacement containers. The contractor shall transport waste for disposal to a licensed recycling facility or TSDF. [Note: When feasible and compliant with governing regulations, recycling is the preferred method of waste disposition.]
4.3.1 The contractor shall provide a trained field chemist(s) on site will complete or validate waste inventories and waste characterizations, complete characterization analysis upon request (refer to Section 4.1), package waste stream and apply labeling prior to shipment.
4.3.2 Typically, there are four RCRA Waste shipments per year, which include universal waste. Waste oil pump out occur quarterly as well. Duration between shipments may not exceed 90 days unless the COR informs the contractor that there is a change in BCC’s Generator Status.
Transportation of all other wastes for disposal occur on an as needed basis coordinated by the COR.
4.3.3 Prior to any waste being shipped off base the contractor shall provide the
COR with all required documentation listed in Section 4.2.
5.0 GENERAL REQUIREMENTS
5.1 Site Visits. BCC strongly encourages bidders to inspect the work site to satisfy them regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Address is writing and direct to the Contracting Officer any questions regarding this specification or the work required.
5.2 Hours of Work. Normal working hours for the contract are 7:00 A.M. to 4:00 P.M., Monday through Friday. If the contractor desires to work other than normal duty hours, on weekends or federal holidays, he/she must request written permission from the Contracting Officer at least 36 hours in advance of such work and approval must be received prior to the requested work time.
5.3 Security Requirements. The COR shall provide the contractor a Security Access
Request form to be filled out with pertinent information about each employee to work on any part of this contract. All employees shall agree to submit to a National Crime Information Center (NCIC) Background Check. The form will also require information on vehicles to be accessing Joint Base Cape Cod property.
The contractor shall submit to the COR the completed form, at a minimum, three
(3) days before access to the worksite is needed. Drivers must have a valid state driver’s license on their person at all times while on JBCC property. Vehicles shall be registered and have insurance meeting the minimum requirements of the Massachusetts Registry of Motor Vehicles.
A finding in the NCIC Background Check may result in denial of Base access.
Request an access control denial and revocation list of requirements from the COR. The Contractor will be responsible for any associated costs that generated by delays arise due to not meeting this requirement. Base Access Matrix form provided in Enclosure (3).
5.4 Occupational Safety and Health. The contractor must take necessary precautions safety regulations to include Occupational Health and Safety Administration (OSHA) and MA Department of Labor Standards regulations.
In addition, the Contractor shall conform to any restrictions as may be outlined by the Base Safety Officer and Fire Department during the course of the contract.
5.5 Disposal and Removal of Materials. This material shall be disposed of legally off
Joint Base Cape Cod property. The Contractor shall not cause, suffer, or permit the handling, transportation, or storage of any material in a manner, which results, or may result in emissions that cause or contribute to a condition of air pollution, ship any debris that could create air-borne dust in a closed container or wet down and securely covered. The contractor is responsible for comply with all applicable federal, state and local environmental and disposal regulations.
5.6 Spill Prevention Control and Countermeasures. The contract shall take all necessary precautions to prevent a release of hazardous material. In the event of a release of hazardous materials the contractor shall immediately notify the COR and contact 911 if the material is uncontrolled or a health hazard.
5.7 Government Inspection. The Contractor shall keep the COR informed of contract operations and plans so that they may arrange to be present at the various times that work is being performed.
