Q & A 2

Q1. The solicitation references a Price and Technical/Past Performance evaluation in order to determine the successful bidder. Since no bid schedule is given, how will the Government make a Price comparison between bidders since every bidder can make different assumptions in preparing their cost estimate?

A1. Revised Enclosure 1 & 2 of the SOW to include Price Per Unit of Measure and Total of Estimated QTY block to make it easier for a contractors to provide a bid and the KO to compare pricing for Annual Estimation of Waste. Be sure to describe and itemize any and all additional fees needed to perform this RFQ.

Q2. Should different waste streams be generated at an actual pickup that was not listed on the annual generation provided with the bid, how will that be handled?

A2. If any Hazwaste offering is not addressed as a line item within the SOW, we would solicit specific pricing from contracted vendor well in advance ensuring we have communicated the intent to offer said material. We would provide analytical analysis of the material and in turn expect to receive a waste characterization profile for our review, approval and subsequently provide them a signed copy of the generated waste characterization profile.

Q3. Which containers on the Annual Estimation does the contractor need to provide?

A3. All containers, packing material and or misc. logistics required for proper DOT transport of said material would be provided by contractor.

Q4. Who is the current contractor and is it possible to get a copy of the contract?

A4. We are not authorized to provide a contractor with a copy of the government contract awarded to another contractor but are able to provide the following information:

Award for FY18 was $44,255.52

Q5. Please indicate how long a typical waste pickup takes.

A5. 3-5 hours and is dependent on the ability of contracted personnel to properly segregate lab pack items, analyzing SDS represented constituents of offered household hazardous waste streams and annotating them on a manifest.

Q6. Please estimate the volume of waste for a typical pickup.

A6. 5 to 6 - 55 gallon drums of both RCRA and Non-RCRA items, 3 to 4 30 gallon drums of both RCRA and Non-RCRA items, 4-5 lab pack boxes of segregated household hazardous waste, 4 to 6 boxes of fluorescent bulbs, 6 to 8 - 5 gallon pails of misc. universal waste to include all batteries, dry Non-PCB ballast, mercury containing devices (CFL’s & thermostats), HID bulbs and other misc. lamps.

Q7. May we add minimums and per pound pricing to line items in the SOW as necessary?

(Electronic wastes, etc.)

A7. We will not accept a minimum requirement but you should annotate a price per pound for each added line item.

Q8. May we add additional waste line items to the SOW?

A8. Yes, the contractor can generate a separate list of wastes not included or listed in the SOW Enclosures but the price per unit/total for waste will not be evaluated with the overall price of this

RFQ.

Q9. Please provide pictures/descriptions of the types of tires indicated in the SOW. Please provide the current shipping method and frequency.

A9. We apologize for the oversight but tires are no longer needed for this RFQ.

Q10. Please provide pictures/descriptions of the smoke detectors mentioned in the SOW. Please provide the current shipping method and frequency.

A10. Standard smoke detectors are offered as a part of universal waste and we don’t handle a great deal of them. Universal waste is offered every quarter.

Q11. Please provide the 4 most recent invoices and shipping documentation for services covered under this contract.

A11. See Attachments provided the 4th qtr. FY2018, Manifest.

Q12. Please provide any report available showing the actual waste volumes generated in 2017.

A12. See Attachments for a Biennial report for 2017.

Q13. What was the total spend for services covered under this contract in 2017?

A13. The FY17 contract was awarded at $35,947.56.

Q14. Please provide the address of all facilities that would require waste pickups under this contract.

Q15. Please provide a waste profile/SDS of the “Lead contaminated water with liquid corrosion inhibitor from an indoor firing range”
