STATEMENT OF WORK
U.S. COAST GUARD TRANING CENTER
PETALUMA. CALIFORNIA
MONTHLY, AND QUARTERLY PUMPING OF GREESE TRAPS AND SEPTIC TANKS
SECTION 1 – GENERAL INFORMATION
1.1 Statement of Work:
The Contractor shall furnish all labor, tools, materials, equipment, supplies, services, supervision, and all other items necessary to pump at the following locations:
Monthly clean out of grease traps on building # 126, #134 and #560 Building #I126 has a 3,000 gal. Trap Building #134 has a 750 gal. Trap Building #560: has a 1: 500 gal. Trap Quarterly clean out of septic tank and lift stations Building # 101 septic tank is 800 gal.
Building # 813 lift station is 300 gal.
700 lift station has an 850 gal.

1.5 Contractor Personnel:
Due to heightened Security at USCG Facilities, all contractor employees performing tasks related to this SOW, shall have a valid Federal or State identification, while onboard a Coast Guard facility. Vehicles shall have current registration and insurance, and drivers shall have valid driver’s license. Time spent undergoing entrance to USCG facilities will not be considered a government delay of work or differing site condition. The contractor must provide a contract manager who must be responsible for the performance of the work. The name of this person, and an alternate or alternates, who must act for the contractor when the manager is absent, must be designated in writing to the contracting officer.

1.6 Hours of Operation:
The Contractor shall perform all services during normal working hours: 7:00 a.m. to 4:00 p.m., Monday thru Friday, except during meal times 1115-1230 and recognized Federal holidays
1.7 Award:
It is the governments’ intent to make an award to the Lowest Price Technically Acceptable (LPTA) offered through issuance of a firm fixed price contract.
1.8 Awardee Registration:
Under FAR 4.1103 prospective contractor shall be registered in System Award Management (SAM) prior to award. Failure for contractor to be registered in (SAM) shall result in Contracting Officer to proceed with next successful registered offeror. Website: https://www.sam.gov/SAM
1.9 Period of Performance
The period of performance shall be executed from 01-Dec-2019 to 30-Nov-2020.
All work is to be scheduled with TRACEN Petaluma Contracting Officer prior to commencement
SECTION 2 – DESCRIPTION
The Contractor shall furnish all labor, tools, materials, equipment, supplies, services, supervision, and all other items necessary for the performance of the following services:
2.1: The contractor shall inspect all grease traps listed above for proper operation, grease collection, and structural integrity.
2.2: The contractor shall pump down all grease traps regardless of grease height to a low level of 3" water height. The contractor will use approved appropriate equipment for dewatering/collection of grease.
2.3: The contractor shall pump all traps the third week of every month. Contractor will notify the POC one week prior to arrival of which day he will arrive.
2.4: The contractor shall install all covers back onto the collection system tank.
2.5: The contractor shall dispose of all grease and waste water off site in an appropriate collection facility, IAW state regulation code AB 1333 2.6: The contractor shall provide and maintain a maintenance and quantity/volume log of all grease traps serviced.
2.7: Contractor shall: Fill out proper documentation and note deficiencies.
2.8: Contractor shall: execute the contract in accordance with all laws and regulations in the state of California.
SECTION 3 – QUALITY CONTROL PROGRAM
The contractor is responsible for all quality control (QC) and management actions to meet the terms of the contract. The Government performs quality assurance to monitor whether contract standards are achieved.
3.1 Safety:
All work shall be conducted in a safe manner and shall comply with all applicable federal, state and local safety standards and requirements. The government reserves the right to inspect for compliance with safety standards and requirements. The contractor shall provide their employees with all necessary personal protective equipment (PPE) required to safely accomplish the task described herein. The contractor will remove all garbage/trash from their work site daily and dispose of at an off-site location. Any and all HAZMAT will be disposed of by the contractor IAW Federal, State, and local laws.
SECTION 4 – GOVERNMENT FURNISHED WORK, FACILITIES AND SUPPLIES
The Government will provide reasonable amounts of water, electrical power, fuel for testing, etc., as may be necessary to perform required services.
