Text version

· Scope includes providing, assembling, and installing functioning AV and VTC (where applicable) systems for use by the Government in 10 spaces to include interoperability with future AVAYA VTC equipment (where applicable).

· Do “spaces” translate to rooms? Do “spaces” include hangar areas? Spaces translate to conference rooms; does not include hangar areas.

· What are the dimensions of the 10 rooms/spaces LxWxH? Sizes vary greatly

· Are the 10 rooms/spaces spread across multiple buildings? Yes, Spaces by buildings:

· C5I (Credit Union)

· Distinguished Aviator, DAC (FTS)

· Auditorium (FTS Annex)

· Bobs Place (FTS Annex)

· Operations (Hangar 1 Flight Line 2nd deck)

· TRADEP (Hangar 1 Road Side 1st deck)

· PSD (Hangar 1 Road Side 2nd deck)

· Facilities Engineering (FACENG)

· COMMAND Conference Room (CMD)

· Bottoms Hall (Barracks)

· What is the current layout of the rooms and purpose of each room? Operations briefing room, Conference room, Classroom (Student participation), or Instructional Only. All listed, each would need the ability to cross each type of room designation.

· What is the occupancy of each room? Varies greatly

· What GFE devices or furniture are to be reused? C5I: projector, projector screen, sound system. Other spaces: some Monitor/TV’s may be reused; unfamiliar with AV equipment. As stated each room has varying amounts of equipment that could possibly be re-used but all rooms must be standardized to the same type of equipment for ease of use and training. You cant keep one room if you are changing the equipment in others. All rooms must be standardized it’s the scalability that will vary due to size.

· Scope mentions “future AVAYA VTC equipment” and then mentions “were applicable”. What is needed within each room to support future AVAYA VTC? AV bridge to allow codec usage as well as Microsoft Teams functionality. A separate PTZ solution for Teams support may also be used.

· Of the 10 rooms/spaces to be upgraded how many are AV only and how many include the AVAYA VTC. All 10

· What are the specific AV requirements for each room? Are AV requirements in training rooms any different from command conference rooms? No, all rooms require the same functionality to include beamforming mic solution, wireless intranet hub (separate from CG network) for streaming, potential for lighting and drop screen / monitor control etc.. as well as several inputs for standard / non standard computers, tablets, phones etc

· Which AVAYA VTC system is to be used? How many and in what rooms? All rooms; AVAYA IX CU360

· If on order already what is the projected delivery date of the VTC equipment? VTC Equipment on-site C5I.

· Do the training rooms include individual student laptop usage? If so, how many? Is guest laptop connectivity required? All rooms are provided with an enterprise computer with a keyboard and mouse. All rooms require the ability to output audio/visual from, enterprise computers, personal computers, tablets, Apple products and hotspots for phone streaming etc.

· Do conference rooms include individual laptop usage at the conference table? If so, how many? All rooms require the ability to wirelessly mirror device to AV solution.

· Design is not mentioned in scope, should vendors be expected to provide AV installation designs, to include electrical, audio, video, and control schematics plus room AV equipment layout depictions? Yes, site survey is strongly recommended.

· If required, will designs require Gov approval? And, if so, how quickly can those designs be approved? N/A

· Will AV systems need to include network printer connectivity in each room? No

· Do rooms require single or dual displays? Varies greatly

· Are the rooms AV ready for install? Is electrical work required? Electrical existing locations to remain the same or need to be moved due to room layout? New circuits? Does each room have at least for dedicated 20-amp electrical circuits available for AV use (displays, rack, instructor desk/confer rm control station & VTC sys) Locations currently have functioning AV equipment

· Does each room require new network data lines for future and new installation be needed? Infrastructure support upgrade? I.e., network switch and patch bay. No, vendor only needs to provide wireless solution for device mirroring. Networking for CG workstation provided by on-site support.

· What is the current wireless infrastructure? Do we need to upgrade existing to accommodate the wireless devices? None; Yes, to be segregated from CG Network.

· Would screen mirroring work as wireless device connectivity. i.e., Samsung, Sony, LG displays Depends on the application, direct connect from the podium to all video outputs but also need connectivity via streaming to displays as well via hotspots

· What mics are required? Wireless desktop mics, ceiling array mics, Lapel mic with body pack, or wired desktop? Ceiling array beamforming mics

· Is there a requirement to support multiple classifications by the AV equipment? CG Unclassified network and user provided devices; separate networking.

· Performance:

· If COVID-19 issues hamper/delay material orders, how would such a “act of god” like delay be evaluated against the 30-day completion window and/or the 30 Sep 2021 completion date? Service cannot cross fiscal years unless there is an unforeseen circumstance.

· Note: computers and hardware drives currently deliver in about 45-60 days

· Constraints:

· What is the wall construction? (gypsum or masonry) Gypsum

· Is there space above ceiling? Hard or drop ceiling? Drop ceiling

· What are the access to building requirements? Will be arranged by USCG

· What are the hours of operations? 07:30 – 3:30 weekdays

· Are escorts required? Yes and will be provided

· Is there a loading dock, stairs, or elevator? Some spaces are on second deck; stairs

· Once installation begins, will installers have unfettered access to all rooms or least a group of rooms to gain efficiencies? (we finish 3, we get 3 more to work?) Yes

· Can installers work 12 hours per day? Yes if needed but not preferred

· Can the installers have weekend access? Yes if needed but not preferred

· If necessary, can installers work through the Labor Day Weekend? Yes if needed but not preferred

· Would a spare room in the install building be available for equipment storage (that could be locked)? Yes; provided by telephone closets.

· Would a vendor be able to direct ship equipment to the install location? (Site personnel would need to confirm receiving, store, and secure) Yes

· Is the NEC at USCG Mobile aware of this project and ready to connect AV systems to applicable the IT enterprise network? (will work orders be placed?) Yes, onsite IT will be provided at time of install

· Are vendors (contractors) authorized to dispose of any USCG Government equipment? No

· Would it be more appropriate for the vendor to disassemble and prepare unneeded equipment for disposal, by USCG Gov personnel? Yes

· What are the USCG installation security documents/requirements needed for installers to gain a 30-day pass? Will provide as needed

· For trash disposal, are dumpsters available or should the vendor provide? Yes

· If the vendor provides, can placement location(s) be designated close to the install building(s)? Yes
