About this file

This document is a vendor Questions and Answers (Q&A) file for a U.S. Coast Guard camera system installation solicitation (Notice ID 70Z04525QKODI0068) at the USCG Base Kodiak in Alaska. The solicitation requires a comprehensive camera surveillance system for the base's pool, gym, and teen center facilities, with extensive coverage requirements including video monitoring of all spaces on the 1st floor and basement, access doors, interior rooms, and pool areas. Key technical specifications include an 8K resolution camera system with high-resolution and strong low-light performance, a Network Video Recorder (NVR) capable of storing 60 days of footage, approximately 30 pieces of 1/2 inch PVC conduit, and camera placement at heights between 7-8 feet on the first floor. The project will require drilling through walls, navigating drop ceilings and cement walls, and ensuring complete facility coverage without requiring 360-degree viewing from a single camera.

The solicitation is a commercial items Request for Quotation (RFQ) with a government estimate under $25,000, targeting electrical contractors under NAICS code 238210. Quotes are due by 2 PM Alaska Standard Time on April 16, 2025, to be submitted via email to Jami Gardner. The contract does not have an incumbent vendor, and while specific licensing requirements are unclear, the project involves hardwire ethernet infrastructure and camera system installation across multiple facility spaces. Notably, the Teen Center cameras do not require monitor display but must be viewable on a device like an iPad if needed.

Good afternoon, I couldn’t confirm all of the answers, but these are the answers I was able to receive:

1. Can you confirm that the total number of cameras required is seven (7)? No, there need to be enough cameras to cover all areas of the main gym building, the teen center room, and the pool. From the Scope of Work: There must be video coverage of all spaces on the 1st floor and the basement, including all corners, windows, access doors to the building, basketball court, parent tot space, the aerobics room, spin room, wallyball court, racquetball courts, weight room, cardio room, hallways, stairwells, and locker room and restroom entries (not viewing inside the locker rooms or restrooms) internal storage rooms and all internal space doors.

Specific to the aquatic facility: ensure all areas of the pool surface and floor can be viewed, including all access doors to the outside and from the inside hallway, doors to the chemical room, the entire pool deck, and entry points to the locker rooms, both from inside the pool and from the hallway.

Specific to the Teen Center: The cameras in this facility do not need to be displayed via a monitor, but shall be viewable on a device (ipad) in the event it’s needed.

1. Will licensing be a requirement? I do not know what this means

2. Will conduit be required? If so, could you provide an estimated amount needed?

Yes it likely will. The local quote and IGE show a need for 30 pieces of ½ in conduit PVC for pool,

3. Are the ceilings suspended (drop ceilings) or hard lid? Ceilings on the 1st floor and basement are drop ceilings. Ceiling in the pool is not.

4. Is there an existing Ethernet raceway installed in the building (e.g., cable channels or J-hooks)? I do not know the answer to Cable Channels or J Hooks- that would be an IT question. Yes we have hardwire ethernet in the building.

5. Is there an incumbent currently holding this contract? No

6. Is there a requirement for an NVR? Yes. Must record a minimum of 60 days of footage with a playback option.

7. What is the estimated distance from the NVR location to the farthest camera?

Approx. 200ft.

8. What is the estimated distance from the NVR location to the closest camera?

Approx.12ft

9. What type of walls are in the perimeter areas? Perimeter walls in gym are drywall with metal studs and perimeter walls in pool are cement.

10. Will we need to drill through any walls to run the cable infrastructure? Yes mailto:Jami.L.Gardner@uscg.mil mailto:Jami.L.Gardner@uscg.mil

11. What is the average height of the highest camera? 1st floor – 8ft. Pool - ?

12. What is the average height of the lowest camera? 1st floor – 7ft. Pool - ?

13. Is TAA and NDAA compliance a requirement?

14. Could you please provide the specifications for the required cameras? updated, high resolution and strong low light performance CCTV system

15. Are there any specific requirements for features such as:

- PTZ functionality

- Low-light performance

- Focal length

- Pan/tilt/zoom capabilities

- 360-degree viewing- We need full coverage of the facility, but there is not a requirements for 360 degree viewing from a single camera.

- Resolution (e.g., 4K, 8K)? 8K
