About this file
This document is a Determination and Findings (D&F) for the consolidation of two existing ArcGIS Online (AGOL) data storage and support services contracts for the U.S. Coast Guard (USCG). The purpose is to combine the requirements into a single GSA order to streamline contract administration and increase efficiencies.
Market research concluded there is only one commercial source capable of providing the proprietary data storage solution, so the USCG will solicit the requirement as a sole source through GSA. While the quantifiable benefits of consolidation do not meet the substantial threshold, the D&F states the benefits are critical to USCG mission success by reducing costs and enhancing resource management. The procurement strategy provides for maximum practicable participation by small businesses.
The related federal contract opportunity is for AGOL data storage and support services, including the Advantage Program-Advisor Services, Integrated Support, and 12 IT Professional Services Sprints. The contractor must also activate the Premium Data Store feature. The contract award is TBD for an unknown amount on 2024-10-31.

performed March through July of 2024, and as prescribed by FAR 19.203(e), the 8(a), Service-Disabled Veteran Owned Small Business (SDVOSB), and Women Owned Small Business (WOSB) were first considered. However, due to the sole source nature of the requirement in which there is only one Original Equipment Manufacturer (OEM) of the data storage, no query was conducted on the Small Business Administration website. In addition, an RFI, 70Z04424IC2PL2450, was posted on SAM.gov with only one response, in which the vendor identified that they could not accomplish the work without passthrough charges from the incumbent vendor. Market research concluded that there is only one available commercial source capable of providing the requirement. Due to the proprietary data restrictions, the U.S. Coast Guard (USCG) will solicit the requirement via the U.S. General Service Administration (GSA) as a sole source.
3) Contracting Alternatives
After considerations of the following alternate approach, the Government has decided that consolidation would be the most beneficial approach:
Re-soliciting the previous requirement separately (status-quo). The Government’s rationale for not using this approach is that it is not in accordance with FAR 13.003(c)(2).
4) Coordination with Component Small Business Specialist and Office of Small and
Disadvantaged Business Utilization (OSDBU):
The determination has been coordinated with the USCG’s Small Business & Industry Engagement. The determination has also been coordinated with the OSDBU.
5) Negative Impacts to Small Business Participation:
Per the results of market research, there is only one OEM, and a small business is unable perform all the requirements of the current contracts without passthrough charges from the OEM vendor.
6) Benefits:
The benefit of consolidation exists within the streamlining of two existing orders with Environmental Systems Research Institute, Inc (ESRI) into one GSA order. This would minimize contract administration efforts and reduce the time and resources dedicated to administering and managing two actions.
Under a consolidated order, the prime contractor can incorporate higher quality deliverables and create efficiencies in the process, helping the program better achieve its goals. Additionally, the time spent on contract administration will be reduced by consolidation when considering invoice processing, completing purchase requests, meeting time for usage audits, and other administrative tasks related to the contract.
The purpose of this consolidation is to combine two requirements that should have been paired from the outset. The data storage and support services were provided to the contracting office from the program office as two separate actions.
7) Critical to Agency’s Mission Success
While the quantifiable expected benefits under this consolidation do not meet the threshold for a substantial benefit, these benefits and others identified herein are critical to Coast Guard mission success because the resultant contract will streamline procurement processes, reduce costs, and enhance resource management for the USCG, thereby increasing efficiency and effectiveness in mission execution. Also, this procurement strategy provides for maximum practicable participation by small business.
DETERMINATION
I hereby determine that this procurement meets the requirements of FAR 7.107-2. While the quantifiable benefits are not substantial, the benefits identified herein are critical to U.S. Coast Guard mission success, and this procurement strategy provides for maximum practicable participation by small business.
