About this file

This document is a Questions and Answers (Q&A) amendment to RFC 70Z04026QSBPL0015 55107, addressing clarifications on various work items for what appears to be a Coast Guard vessel maintenance and renovation project.

The Q&A addresses multiple work items, primarily clarifying Government-Furnished Property (GFP) and Government-Furnished Equipment (GFE) availability. For Work Item 16 (Buoy Handling Equipment Crane Renew), the government confirmed that GFP will not be provided, requiring the contractor to perform all other outlined work. For crane renewal work, due to no GFE being provided, the contractor will perform all other work outlined in the specification minus the renewal of the crane itself, including preservation, grooming, and testing. For Work Item 19 (Decks Exterior Preserve), the contractor may follow Coast Guard drawing references using non-skid pads and edge sealer, though the government will not supply these items as GFP. For Work Item 31 (Standard Hose Renew), clarification was provided that the contractor shall renew all hose assemblies and hose fittings with new materials; however, in rare cases where proper fittings cannot be procured in accordance with Coast Guard drawings, existing fittings may be reused if deemed acceptable by the Coast Guard Inspector (COR). Additionally, Work Item 18 (Exterior Buoy Decks Preserve) clarification specified that the Buoy Deck refers to the aft deck where buoy work occurs near the crane, and gratings in this area are classified as "interferences" to be removed rather than preserved.

Amendment

Question: So just to confirm the SOW states to renew the crane with GFE *if required*.

Since there is no GFE, we will just be performing all the other items in the table (preservation, grooming, testing, etc.). As for the deck winch assemblies, it says to remove them, and that they are a mandatory turn-in item but that also stipulates the replacement is GFE. If there is no GFE, will we be removing the deck winch assemblies and just performing all the other items called out (NDE, preserve, renew rope assemblies, etc.)? Or are we to furnish brand new cross deck winch assemblies? Answer: Due to no GFE being provided, the Contractor will perform all other work outlined in the Specification minus the renewal of the Crane (i.e. preservation, grooming, testing, etc.).

WORK ITEM 16: Buoy Handling Equipment, Renew

Paragraph 3.4 Buoy Handling Crane Renew: In the table, Item #4 calls out renewal of the buoy handling crane but says there will be GFP *if required*.

Question: There is no GFP listed in Paragraph 1.2; Is this item required? Can the government clarify if GFP will be provided? ANSWER: GFP will not be provided.

WI 19 Decks Exterior Preserve This work item describes the requirements for the Contractor to preserve the following exterior deck surfaces: Swim Platform, Port and Starboard Engine Room Hatches.

Question: The referenced drawing seems to reference the use of non-skid pads (and edge sealer) for all non-skid areas but the SPEC calls out for a broadcast grit system. Can we get clarification on whether non-skid pads are required? If not, what is the coarseness of non-skid to be applied? ANSWER: The KTR can follow the CG Drawing references with the use of non-skid pads (and edge sealer). However, the Government will not supply the non-skid pads (and edge sealer) as GFP.

WI 31 Standard Hose Renew

3.3 Renewal: The Contractor must renew all hose assemblies selected in Table1 - Standard Hose List, reusing those fittings that are in acceptable condition and that are the proper fittings in accordance with Coast Guard Drawings 55 ANB 2200-2, 55 ANB 4000-1, 55B ANB 4000-1, 55C ANB 201-1, Coast Guard Technical Publications

(TP) 2048, 3394, 3397, 3923, SFLC Std Spec 0000 and SFLC Std Spec 5000, paragraph C2.2.

3.4 Fabricate. The Contractor must fabricate new hose assemblies utilizing new fittings and new hose in accordance with Coast Guard Drawings 55 ANB 2200-2, 55 ANB 4000-1, 55B ANB 4000-1, 55C ANB 201-1, SFLC Std Spec 5000 and SAE Standards J1475, J1942, J1942-1.

Question: Paragraphs 3.3 and 3.4 contradict each other relative to the new fittings.

Our understanding of SFLC 5000 is that new fittings are to be used for all renewal tasks. Can we get clarification on this? ANSWER: The KTR shall renew all hose assemblies and hose fittings. However, in those rare cases where the KTR is unable to procure the proper fittings IAW CG Drawings, the KTR can re-use the existing fittings if they are in acceptable condition determined by the CG Inspector (COR).

Work Item 18, Exterior Buoy decks, Preserve. After reviewing the drawings, we are having diƯiculty determining what is included in the “Buoy deck” area. Is this intended to be the vessel’s aft deck where the crane is located? Does this include the grating as well? ANSWER: You are correct that the Buoy Deck is considered to be the aft deck where they work the buoys in the vicinity of the crane. The gratings are considered to be “Interferences”. They are to be removed and not preserved.
